1 J Wohkilcq foh vou REPORT Meeting Date: May 9, 2013 Regional Council DATE: March 25, 2013 REPORT TITLE: HEAVY TRUCK TURNING RESTRICTIONS FOR NORTHBOUND LEFT TURNS AND HIGHWAY 50 (REGIONAL ROAD 50) AT QUEENSGATE BOULEVARDIHUSKY, TOWN OF FROM: Dan Labrecque, Commissioner of Public Works - RECOMMENDATION That heavy truck turning restrictions be implemented to restrict heavy trucks from making northbound left turns and southbound right turns at the intersection of Highway 50 (Regional Road 50) and Queensgate BoulevardlHusky in the Town of Caledon; And further, that the necessary by-law be presented for enactment; And further, that the Ontario Provincial Police be advised. e The Region of Peel has been requested by the Town of Caledon (Resolution Number , Appendix 11) to implement heavy truck turning restrictions for northbound left turns and southbound right turns at the intersection of Highway 50 and Queensgate BoulevardlHusky due to the internal layout of Husky lnjection Moldings Systems Ltd. Staff have assessed that, from a site specific and internal safety perspective, heavy truck turning restrictions for northbound left turns and southbound right turns would provide additional information to heavy vehicle operators and enhance the safety of Husky DISCUSSION 1. Background The internal site layout of Husky Injection Molding Systems Ltd. (Appendix I), which is the west leg of the Highway 50 and Queensgate BoulevardlHusky intersection, has not been designed to accommodate heavy truck movements.
2 P w - R ~ -2- March 25, HEAW TRUCK TURNING RESTRICTIONS FOR NORTHBOUND LEFT TURNS AND SOUTHBOUND RIGHT WRNS HlGHWAY 50 (REGIONAL ROAD 50) AT QUEENSGATE BOULEVARDIHUSKY, TOWN OF The Region of Peel has been requested by the Town of Caledon (Resolution Number ) to implement heavy truck turning restrictions for northbound left turns and southbound right turns at the intersection of Highway 50 and Queensgate BoulevardIHusky due to the internal layout of Husky Injection Moldings Systems Ltd. (Appendix 11). Heavy trucks using this access have-no way of effectively turning around and, as such, they are unable to navigate safely through the site. This poses a potential safety hazard. Husky's shipping and receiving access is on Wilton Drive further north of this intersection. Several mitigative measures have been implemented tcr address unwanted truck turns such as existing information truck signage prior to the intersection, communication with logistic carriers, appropriate instruction to delivery drivers, identification of a "no truck route" on GPS devices and a motibn alarm at the Husky property main gate. 2. Findings Regional staff have reviewed the concerns of trucks entering the Husky lnjection Moldings Systems Ltd. entrance on Highway 50. Furthermore, staff concur that the use of additional heavy truck left and right turn restriction signage would draw further attention to the requirement of trucks to abstain from this movement and enhance the safety of the site internally for Husky employees and delivery drivers. CONCLUSION Regional staff are recommending that heavy truck turning restrictions be implemented for northbound left turns and southbound right turns at the intersection of Highway 50 and Queensgate BoulevardlHusky to provide additional information to heavy vehicles and enhance the safety of Husky employees and delivery vehicles. This heavy truck restriction requires inclusion in the Region's Traffic By-law to become enforceable.
