14 QUINT Quint (fire apparatus) A quintuple combination pumper or quint is a fire service apparatus that serves the dual purpose of an engine and a ladder truck. The name quint is derived from the Latin prefix quinque-, meaning five, and refers to the five functions that a quint provides: pump, water tank, fire hose, aerial device, and ground ladders.

18 Benefits of Compliance: NFPA 1710 is an insurance policy for the community and its businesses. NFPA 1710 offers insurance for the local economy by guaranteeing the community and its businesses that Fire and Emergency Medical Services will respond promptly and appropriately in an emergency. Even a moderate-sized fire can hurt the community s tax base. When businesses close, employees don t get paid. They can t put money back into the community, and may go from being taxpayers to public support recipients. The business can t pay taxes because it is not selling its goods and services. A fire that devastates a building will cause the company to consider whether it should reopen. The company may relocate to another city or state, meaning a permanent loss to the workforce and tax base. 24 INSURANCE SERVICES OFFICE In each of the communities evaluated, ISO analyzes the relevant data on three major components of fire suppression: fire department, emergency communications, and water supply. In addition, ISO recognizes community efforts to reduce losses through fire prevention, public fire safety education, and fire investigation. The company then assigns a Public Protection Classification from 1 to 10. ISO s PPC information plays an important role in the decisions residential and commercial property insurers make affecting the availability and price of insurance coverage.

29 It typically takes 3 or more firefighters to raise and place a long ground ladder. If at any given time a department has insufficient personnel to achieve this task safely and without exposure to injury, while issuing an attack and laying out hose lines, then an aerial device is needed. If the terrain and topography within a community make using ground ladders unsafe, an aerial device is needed. Terrain and landscape oddities may make it impossible for firefighters to gain access to two or three story structures with ground ladders. Under this condition, an aerial device is needed to perform necessary rescue or ventilating operations. An aerial device can significantly improve a fire district s ISO rating, lowering a community s property insurance premiums. Consideration needs to be given to the demographics of the population of your community. Increasing levels of obesity, aging, and disabled population may make it impractical to rescue a certain percentage of those you serve safely from even a second story window, without a platform apparatus. Communities with large square footage buildings, such as warehouses, large department stores, etc. require a safe means of delivery fire suppression from an elevated position. This can increase firefighter safety by minimizing the need for dangerous interior attacks SAFETY CONSIDERATIONS

31 INFLATION Inflation on New Trucks Between raw materials costs and changes in regulations, the price of new trucks has been increasing each year. The percentage increase is 5% on average. Inflation costs that are encountered from waiting are more than interest costs at current rates. Maintenance Expenses on Older Trucks Maintenance costs increase as trucks age. In the initial stage (years 0-5), warranty covers the cost of most repairs. In the second stage (years 5-7), the warranty period ends but the trucks are not prone to large repairs in most cases. Then sometime at or around the seventh year, larger repairs begin to emerge outside of the warranty period.
32 WHY NOW? NFPA 1851, Standard on Selection, Care, and Maintenance of Protective Ensembles for Structural Fire Fighting and Proximity Fire Fighting, requires that structural turnout gear shall be retired when the garment is beyond repair and no longer able to pass an NFPA 1851 Advanced Inspection, or ten years from date of manufacture, whichever comes first. For proximity clothing, reflective outer shells have a mandatory retirement date of five years from date of manufacture.
