3 PREFACE The Los Angeles County Sheriff s Department first implemented its police vehicle testing program in Since that time, our department has become nationally recognized as a major source of information relative to police vehicles and their use. It is our goal to provide law enforcement agencies with the information they require to successfully evaluate those vehicles currently being offered for police service. The Los Angeles County Sheriff s Department is proud to provide copies of the test booklet free of charge to any law enforcement agency. Since the inception of our vehicle testing program in 1974, we have continually refined our efforts in this area in order to provide the law enforcement community with the most current information available. During the 1997 model year testing, the Sheriff s department expanded it s existing criteria to include an urban or city street pursuit course. This course consists of multiple city block distances punctuated by the various types of turns normally found in most inner city environments. The city street course is designed to simulate the conditions encountered by most officers working in typical urban communities. The test is only conducted on vehicles offered with a factory Police Package. Since many law enforcement agencies buy non-pursuit vehicles, we also test vehicles offered in a Special Service configuration when offered by the manufacturers. These vehicles are tested in a similar fashion as police Package vehicles however we do not subject them to the city street pursuit course. The booklet is not intended as a recommendation for any specific vehicle contained within. The Sheriff s Department conducts our vehicle testing program in order to accomplish two primary goals. To provide law enforcement agencies with the data necessary to assist them in the vehicle selection process, and to provide the various vehicle manufacturers with the input necessary to better meet the needs of law enforcement. We recognize the fact that individual agency needs can be influenced by cost, operational considerations and other factors. Our testing process is designed to address the law enforcement officers operational requirements in terms of vehicle performance, vehicle safety, and comfort. The fleet maintenance interest is addressed by performing an extensive mechanical evaluation on each vehicle submitted. Each test is designed and executed to simulate actual field conditions as closely as possible. The vehicles being tested are driven on city streets and freeways, as well as the performance track, by law enforcement personnel. The maneuvers duplicated during the electronic test procedures are those encountered in actual patrol and emergency operations which the law enforcement officer may encounter in the field. Interpretation of test results is the responsibility of each agency. The importance with which each individual phase is weighted is a subjective decision which should be made by each agency based upon that agency s needs. 3

5 2011 MODEL YEAR VEHICLE TEST On November 18, 2010, vehicle testing was performed at the Auto Club Speedway in Fontana, California. Chrysler, General Motors, and Ford all submitted vehicles in the Police Package category. Police Package vehicles have been identified by the manufacturers as pursuit vehicles. All of the vehicles submitted completed the test satisfactorily, without incident. The vehicles submitted for evaluation were all 2011 models, and are identified below. HIGH SPEED POLICE PACKAGE VEHICLE CATEGORY: Chevrolet Impala: Full size four door sedan, front wheel drive, 3.9 liter V-6 engine, 4 speed automatic transmission with overdrive, and a 3.29 axle ratio. Chevrolet Impala E-85: Full size four door sedan, front wheel drive, 3.9 liter V-6 engine, 4 speed automatic transmission with overdrive and a 3.29 axle ratio. Chevrolet Tahoe: Chevrolet Tahoe E-85: Full size four door sport utility, rear wheel drive, 5.3 liter V-8 engine, 6 speed automatic transmission with overdrive and a 3.08 axle ratio. Full size four door sport utility, rear wheel drive, 5.3 liter V-8 engine, 6 speed automatic transmission with overdrive and a 3.08 axle ratio. Chevrolet Caprice: Full size four door sedan, rear wheel drive, 6.0 liter V-8 engine, 6 speed automatic transmission with overdrive and a 2.92 axle ratio. 23 32 LAP HIGH-SPEED VEHICLE EVALUATION RESULTS This test is conducted on a high-speed driving course. It is designed to evaluate, identify and eliminate the obviously unacceptable vehicles (i.e., those vehicles that are demonstrably unstable or otherwise exhibit unsafe characteristics). For this test, four drivers are utilized for each vehicle. Each driver completes eight laps around our 1.46 mile test track at the AutoClub Speedway in Fontana, for a total of 32 timed laps. Lap timing is via a GPS based VBOX Datalogger mounted in the vehicle. The fastest and the slowest lap times are eliminated, the remaining six lap times are averaged. The average time and speed are recorded next to the driver s name. Four Emergency Vehicle Operations Center driver training instructors, two each from the Los Angeles County Sheriff=s Department and Los Angeles Police Department share the driving and evaluation of these vehicles. At the conclusion of the preliminary handling portion of the test, each driver completes a "Driver s Subjective Evaluation" form. If the test vehicle is judged unacceptable in this preliminary review, it is rejected and not subject to further testing and evaluation. 23

Transmission (Shift Points) Transmission function transparent, no problems. Engine Reasonable power. Felt slightly less powerful than E-85 version. Other Good serviceable package. Forgiving to drive with low effort. Deputy Robinson - Brakes Brakes remained consistent on all eight laps. I did not experience any noticeable fade or pull. Pedal feel and travel remained consistent as well. Cornering/Handling This car displayed minimal to moderate understeer handling characteristics in all corners. Body lean and bounce was minimal. Transmission (Shift Points) The transmission worked well keeping the engine in it s powerband at all times. Engine The engine made acceptable power at all times. 25

26 Officer Penrith - Brakes Very high initial bite on application. Progressive and consistent. Cornering/Handling Predictable with slight understeer. Would like the chassis to stay a little more flat through left/right transitions. Transmission (Shift Points) Consistent but soft shifts. Engine The weak element in the package, need more low end torque. Deputy Juarez - Brakes Brakes were outstanding through all eight laps. Confidence inspiring on all applications. Minimal fade at the end, but still plenty of rate of deceleration. Cornering/Handling For a front wheel drive car it does very well obvious push under acceleration but controlled well with minor brake apps. Good transitions and predictable. Transmission (Shift Points) Transmission worked seamlessly, but was hindered by stability control. Didn t give you the gear you would like. When you did get the gear it was momentary and then upshifted. Shift points were crisp. Engine Good engine, likes the higher rpm range. Lacks some torque down below. Officer Penrith - Brakes Very little initial bite on brake applications form onset. Predictable and consistent but long pedal and little feel available. Some fade at lap 6. Cornering/Handling Vehicle communicates it s intentions well. Very easy to drive at limit, forgiving of all but the most egregious input or judgment errors. Excellent compromise between ride and weight transfer control. Overall excellent grip with only minor understeer often correctable with a minor adjustment of less steering input. Transmission (Shift Points) Seemed to work as expected. Held gears and positive shifting. No negatives. Engine Strong and consistent. Well balanced to chassis and braking capability. Other Very well balance product. Deputy Juarez - Brakes Brakes were consistent throughout all 8 laps. Rate of deceleration remained consistent and pedal was easy to modulate. Cornering/Handling Car exhibited some body lean in transition and while under hard braking, would like to see a little less. Steering neutral to slight. Slight power-on understeer but again, very slight. Transmission (Shift Points) Transmission worked good throughout it s range, good shift points. Engine Lacking in low end torque. Longitudinal weight transfer is very good. Transmission (Shift Points) The transmission performed well on all eight laps. Engine Power output was smooth and consistent and a good match for chassis and brakes. Deputy Juarez - Brakes Brakes were at 50% at first application. Remained for the first three laps and then fell off another 25%. Long brake travel with remaining bite. Cornering/Handling Good considering size and weight. If vehicle was unsettled it would induce oscillation and bounce. Good turn-in but had to adjust early for turns. Good steering feel and feedback. Transmission (Shift Points) Shift points were well spaced with seamless transfers from one gear to the next. Engine Good powerplant. Well matched for the vehicle. Ratios appear to be appropriate but had to fully judge due to traction control intervention. Engine Good power. Easy to modulate. Other Traction and stability control was on, causing slow power delivery exiting slower turns. Too intrusive at this setting for pursuit application. Deputy Robinson - Brakes The brakes remained consistent on laps 1 thru 5. At the end of the front straight on beginning of lap 6 I experienced moderate fade, a softer pedal and increased pedal travel. The pedal went to the floor but no ABS came in. I adjusted to the increased braking distance and the brakes were consistent. There was no pull. Cornering/Handling The vehicle was mostly neutral to moderate understeer handling characteristics. There was moderate but manageable body lean and bounce. The steering feel and input was good. 34

Officer Penrith Brakes Fade onset by lap 2 but remained predictable and no additional adjustment was necessary. Long travel and no feel. Cornering/Handling Manageable. Reasonable lean angles, only had bounce twice when cornering over a curb. Slight understeer present. Transmission (Shift Points) Calibration very good. Held gears appropriately and strong shifts. Engine No complaints. Deputy Juarez Brakes Brakes were progressive and predictable through the first 4 to 5 laps. Last 3 to 4 laps brake fade was pronounced. Last 2 laps rate of deceleration was very minimal with brake pedal to the floorboard. Cornering/Handling Vehicle exhibits average body lean for this vehicle. Was easy to transition into turns as long as entry was a little sooner than an average sedan. Transmission (Shift Points) Transmission shifts were seamless. Could you calibration adjustment to keep the drivetrain in the power mode. Engine Engine was strong throughout the rpm range as long as the transmission was in the right / appropriate gear. 35

Transition into ABS mode without issue. Once in ABS increased pedal pressure did seem to increase deceleration rate. On lap 8, turn 1, brakes seemed to hang up. Cornering/Handling First 3 to 4 laps either power off understeer or lots of throttle on oversteer. Less pronounced with more laps on tires. Dampening excellent, smooth with well controlled bounce. Single biggest factor is engine power. Transmission (Shift Points) Transmission operation transparent. Ratios and shift action excellent. Engine Outstanding power. Throttle modulation challenging as engine feels like it is coming on the cam with significant power increase in middle of powerband. Other Did not notice stability assist onset. Deputy Robinson - Brakes I experienced significant brake fade on lap 5. There was also a significant increase in pedal travel and decrease in deceleration at that time. I did not experience any pull. Cornering/Handling The car displayed neutral handling characteristics unless pushed hard into a corner, and then went to understeer. Careful throttle modulation was necessary to avoid throttle induced oversteer. 40

41 Transmission (Shift Points) The transmission performed well but felt as though it slipped out of gear at one point (only once) under wide open throttle when exiting the bus stop onto the back stretch. Engine The engine makes very good power at all times. Officer Penrith - Brakes Increased effort and loss of feel by lap 4 but still slowed vehicle. Cornering/Handling Very flat, excellent transitions. Weight balance front to rear feels excellent. Predictable behavior. Transmission (Shift Points) strong shifts, well timed. Never felt like the transmission was a limiting factor Engine Very strong. Good pull. Plenty of power. Other Stabilitrack was in performance mode on first drive for me. I would like an earlier intervention and also a less sensitive throttle. Deputy Juarez - Brakes Brakes were consistent through the first 5 laps. Last 3 laps I experienced a 30% loss of rate of deceleration. Pedal travel became extremely long on last 3 laps with loss of modulation. Cornering/Handling Body lean and balance was good, very predictable pitching car through the turns. Pronounce understeer, every lap. Also able to induce throttle oversteer but it was predictable. Transmission (Shift Points) Transmission was seamless. Never felt the transmission hunting for gear. With each upshift the car kept pulling strong. Engine Very strong powerplant. Throttle modulation was very minimal, would like to see more modulation. Felt at times like an on/off switch. Other Overall strong car but could use a little more tuning in regards to a more seamless transfer from throttle on (application) to better grip (road handling) capabilities. 41

Transition to oversteer a little abrupt, compounded by transmission operation. Bounce well controlled. Transmission (Shift Points) Transmission operation good but large gap in ratios pulls engine out of powerband. I had to intentionally trick the transmission into holding lower gear while exiting turns to exploit engine power. Engine Good power, just hampered by transmission ratio gap. Deputy Robinson - Brakes The brakes work very well on all eight laps. Cornering/Handling This vehicle displayed mostly neutral handling. I was able to induce minimal oversteer with the throttle, but the stability control quickly cut power to the engine. Body lean and bounce were minimal. Transmission (Shift Points) The transmission was mostly good. I did however feel that it should have kicked down one gear at times to keep the car in it s torque band. Engine The engine made good power on all 8 laps. 43

44 Officer Penrith - Brakes Little bite from lap 1, some fade evident by lap 5 with longer pedal travel and minimal feel but the brakes do trail off well. Cornering/Handling Very predictable rotations and well balanced. Excellent communication from tire/chassis combination. Traction control onset seems a little early and slightly severe. Transmission (Shift Points) Power delivery seems very linear until third gear which seems a little wide. Engine Strong revs freely, no issues. Other Steering wheel material feels awful, needs more texture. Deputy Juarez - Brakes Brakes remained fairly consistent through first 4 to5 laps. Loss of deceleration as the laps progressed, with some added pedal travel. Good modulation and even on last lap had confidence in the brakes. Cornering/Handling Good platform, car felt well dampened with minimal body lean and roll. Car exhibited neutral to slight understeer through turns. Throttle induced oversteer was present but predictable. Stability control could be dialed down a bit. Transmission (Shift Points) Shift points were good throughout. During an aggressive driving style with stability control kicking in, you were penalized and not given the gear you want. Some fade by lap 4, with minor additional fade into lap 8. Cornering/Handling Mild understeer is predominant characteristic, easily pushed to mild oversteer with throttle. Excellent power delivery compliments good chassis. Transmission (Shift Points) Transmission operation good but large gap in ratios pulls engine out of powerband. Engine Good power, easy to modulate with very useable torque curve. Deputy Robinson - Brakes I experienced a great deal of fade beginning on lap 2. The brake performance continued to fall off until lap 5. Braking distances were quite earlier than normal. There was no pull. Pedal travel was to the floor and there was no ABS. Cornering/Handling This vehicle displayed mostly neutral handling. I was able to induce minimal oversteer with the throttle. Body lean and bounce were minimal. Transmission (Shift Points) The transmission was good through all 8 laps with good shift points. Engine The engine made good power on all 8 laps. Throttle modulation was easy. 46
