4 Hollywood Yard CNG Fueling Facility Project Description & Work Performed This project successfully installed a compressed natural gas (CNG) fueling station at the Hollywood Street Services Yard located at 6640 Romaine St, Hollywood, CA The Hollywood Street Services Yard is the base for a fleet of eight (8) CNG-powered street sweepers and other medium-duty vehicles which provide service to the Hollywood and surrounding community. Initial planning and design for the project began in February 2007, with the City s Department of Public Works-Bureau of Engineering handling preliminary design activities. An initial Request for Bid was issued in February This and a subsequent RFB effort were canceled due to a lack of responsive bidders. The bid document was subsequently clarified and a third RFB resulted in the award of a contract to the successful bidder, Golden Acquisition Corp (dba EFS West) in June A Notice to Proceed was issued on June 24, 2010, with initial construction activities beginning approximately two weeks later. The scope of this project included: installation of two 200-hp gas compressors, gas dryer, six (6) 12,000 SCF CNG storage tubes, five dual-hose time fill posts, one limited fast-fill dispenser, and alarm systems, fencing, signage, and emergency shut down devices. In addition, the contractor provided training to City staff of the operation and function of the fueling system. Specific project tasks completed: Pre-design (including site investigations and evaluations) Preliminary site plan development Project Specification Development Formal site plan and electrical design development Construction document development Contract bid, award and execution Construction Post-construction activities (punch list, project close-out, warranty).

5 Problems Encountered Hollywood Yard CNG Fueling Facility The first two Requests for Bids did not result in a responsive bid. A third RFB resulted in responsive bids and led to a contract. Emissions Benefits The City of Los Angeles has long been a leader in the adoption and use of alternative fuels and clean fuel technologies. The City has been actively retiring its fleet of over 160 diesel-powered street sweepers and replacing them with CNG models since Each CNG replaced with a CNG model represents a 20% reduction in greenhouse gas emissions over diesel. The replacement of the eight diesel-powered sweepers and assorted medium- and heavy-duty vehicles based at this facility with natural gas models represents a displacement of nearly 67,600 gallons of diesel fuel annually. This results in emissions reductions of approximately 5.6 tons of NOX and 38 tonnes of greenhouse gas annually.

7 Hollywood Yard CNG Fueling Facility Outreach In accordance with the Public Outreach Plan submitted by the City as part of this contract, an article has been prepared and posted on the City of Los Angeles Department of General Services website (see Attachment 1 for a copy of the article) and will be included in miscellaneous media distributed by the City at various public events. The website is accessible at This project will also be prominently featured as part of an upcoming public display highlighting the City s alternative fuel infrastructure projects and efforts. This will be a 60-day display in the City of Los Angeles City Hall South lobby. Conclusion The construction of the Hollywood Street Services Yard CNG fueling station demonstrates the City of Los Angeles continued commitment to the use of alternative fuels and to improving the air quality for the citizens of the greater Los Angeles area. The City has long been a leader in the adoption and use of alternative fuels and clean fuel technologies and has been actively retiring its fleet of diesel-powered street sweepers and other heavy duty vehicles and replacing them with natural gas models since Replacing the six sweepers and two medium sized vehicles based at this facility with natural gas models represents a displacement of nearly 46,125 gallons of diesel fuel annually. This results in emissions reductions of approximately 3.82 tons of NOx and 136 tonnes of greenhouse gas annually.. This project was completed with minimal delays and only minor cost increases. As the sixth CNG infrastructure project completed by the City (in addition to five LCNG fueling stations), many of the harder lessons had been learned and valuable experienced gained during the course of earlier projects. This provided for a relatively smooth project lacking in major unforeseen challenges and obstacles. The City is confident that ongoing and future CNG installations will proceed just as smoothly as this project as valuable knowledge and experience are applied to the implementation of the City s ongoing alternative fuels program.

8 Attachment 1 Hollywood CNG Fueling Station In October 2011, the City of Los Angeles completed a project to install a compressed natural gas (CNG) fueling station at the City s Hollywood Street Services Yard. This was the twelfth natural gas fueling station developed by the City and represents another significant step in the City s ongoing program to replace diesel-powered vehicles with alternative-fuel models. In accordance with South Coast Air Quality Management District regulations and the City of Los Angeles own Clean Fuels Policy, the City has been actively replacing diesel-powered vehicles with less-polluting alternative fuel models, including those powered by CNG. As a result, the City has embarked on a strategic campaign to provide fueling infrastructure to power the fleet. The Hollywood Yard is the base for a fleet of twelve (12) street sweepers and several other medium- and heavy-duty vehicles that are being replaced with clean-burning CNG models. This new facility will provide CNG fueling for this fleet of vehicles that provide services to the Hollywood and surrounding community. The construction of this facility involved the installation of new gas compression equipment, gas dryers, CNG storage tubes, CNG dispensers, and new electric and gas service. Additional work included site preparation, such as the installation of equipment pads, gas tubing, gas, and gas and electrical service installation. The end result is a safe, reliable fueling station that will allow cleaner-burning CNG vehicles to provide services to the Hollywood and surrounding community. The City of Los Angeles has long been a leader in the adoption and use of alternative fuels and clean fuel technologies. The City has been actively retiring its fleet of diesel-powered street sweepers and replacing them with CNG models since 2001, and is currently well over half-way to total fleet replacement. In the coming years the City will power its entire fleet of over 160 street sweepers using clean-burning natural gas. In addition, the City continues to expand its alternative fuel fleet with the addition of other medium- and heavy-duty natural gas vehicles as models become available and older models are retired. Given that natural gas models provide a 20% reduction in greenhouse gas emissions compared to their diesel counterparts, the positive impacts to air quality in the region are significant. The construction of this facility demonstrates the City s continued commitment to alternative fuels and improved air quality for the citizens of the greater Los Angeles area. This project was funded in part with Clean Transportation Funding provided by the Mobile Source Air Pollution Reduction Review Committee (MSRC). These grants help fund various projects aimed at reducing air pollution from motor vehicles within the South Coast Air Quality Management District in Southern California.
