1 SPECIAL TERMS AND CONDITIONS TENDER FOR SUPPLY OF PRINTED COMMERCIAL INVOICE (NEW FORMAT) 10X COPIES 60 GSM (TNPL OR APPROVED EQUIVALENT PAPER) WITH CARBON PERFORATION, COPY IDENTIFICATIONS -4 COLOURS AND 7 DIGIT SERIAL NUMBERING IN ALL COPIES 20,00,000 SETS & SUBSCRIPTION VOUCHERS 9 X COPIES 60 GSM (TNPL OR APPROVED EQUIVALENT PAPER) WITH CARBON PERFORATIONS COPY IDENTIFICATIONS 4 COLOURS AND 9 DIGIT SERIAL NUMBERING = 20, 00,000 SETS The essence of the contract is for the printing and supply of the above Printed Commercial Invoice and subscription vouchers conforming to the specimen enclosed. The printed invoices have to be delivered to various locations on the stipulated time as indicated in the Annexure-A listing the locations. The printed subscription Vouchers have to be delivered to various locations on the stipulated time as indicated in the Annexure-B listing the locations. The vendors are requested to quote for printing and supply of printed Commercial Invoices (per set)and Subscription Vouchers (per set) only. However, the vendor has to arrange and liaise with any of the reputed transporters to transport the same to the locations. The cost towards such transportation shall be reimbursed at actuals on production of original transportation bills, LR and all other relevant documents. In case any such transporter chosen by the vendor is deemed to be unfit by the corporation/ officer in charge, the vendor has to make the change of transporter suitably. Page 1 of 14

2 1. The Specifications of the Commercial Invoice is as follows: a. Copies 1+3 (Color : Green, Pink, Blue, Orange) b. 60 GSM c. Size : 10 X The Specifications of the subscription Voucher is as follows: a. A set consists of Copies 1+3 (Color : Blue, Pink, Green, Black in the same order) b. 60 GSM c. Size : 9 X Before attempting to fill the tender document, the Tenderer should visit our regional office and familiarize with specimen samples of the Commercial invoices & Subscription Vouchers made available at Southern Regional Office, No.1 Ranganathan, Gardens, Annanagar, Chennai. You may contact Mr. Srikanth G, Dy. Manager, Admin, South on / in case you need further clarifications. 4. Final proof of the item should be printed in the paper of the required quality which is in line with the specimen. 5. Under no circumstances materials not conforming to our specifications will be accepted. Any deviation from these stipulations may render the quotations invalid and we have every right to reject/accept your quotation without assigning any reason whatsoever. 6. The quotation should be clear in respect of the specimen s size, color, gsm. 7. After receipt of supply at our end a few samples will be subjected to check/test by outside agencies for size, color and gsm of the paper. The supply will be rejected in total if the paper fails to meet the specified quality norms. 8. You have to supply the invoices to various locations as per the schedule of supply given in Annexure-A 9. You have to supply the Subscription Vouchers to various locations as per the schedule of supply given in Annexure-B 10. The timelines mentioned above for Printing and supply to locations has to be adhered to strictly and any delay in the above would entail penalty; a) Delay for 1 7 days: 1 % penalty Page 2 of 14

3 b) Delay 8 15 days: 2% penalty and 2 % for every week part thereof 11. In case any discrepancy is observed in the number of documents received to the invoice/declared quantity, Company reserves the right to reject the whole lot of supply and to penalize the supplier to the extent of Rs. 500/- for every such instance as deemed fit by the Corporation. 12. During the period of order Company reserves the right to cancel order without giving any reason whatsoever. However the quantity confirmed for supply will be accepted by the Company in such cases. 13. If the supplier fails to honor the terms/conditions of the supply Company reserves the right to arrange to procurement of the item through some other party. In such cases any additional expenditure if any, incurred will have to be made good by the party to the Corporation. 14. Your quotations shall be valid for a period of 4 Months from the date of opening of tender. However, Rates shall remain firm during the contract period of 1 year from the date purchase order & if the work is awarded to you, till the execution of supply. 15. The supply will be in bundles of 500 sets and the details should be written on each box with the serial number. 16. Payment shall be cleared within 21 days from the receipt of the materials at the site and submission of bills. 17. The vendor has to observe that items ordered for should be delivered to our premises neatly packed for which no additional packing charges are payable. 18. The Artwork, Negative & Positive pertaining to the job will be our property & the same would be returned to us once the order is executed in full. 19. The successful Vendor has to submit Security Deposit for 5% of the total value of the contract and the same will be released on completion of entire supply. 20. Company reserve the right to cancel the tender or splitting the order among the parties as deemed fit without giving reason whatsoever. 21. The inability of successful tenderers to execute orders in accordance with the agreed delivery schedule will entitle BPCL, as its options to Page 3 of 14

4 a. Accept delayed delivery at prices reduced by a sum of penalty indicated. b. Cancel the order in part or full and purchase such cancelled quantities from elsewhere on account at the risk & cost of the vendor, without prejudice to its right under (I) above in respect of goods delivered. Such failure will also be kept in view while considering subsequent tender. Page 4 of 14
