SCOPE OF TENDER: INSTRUCTIONS TO TENDERERS KFDC intends to develop two robust trucks state of art built to take Sea Food to Common man under street vending model for One Mobile Canteen for sea food preparation and Serving One Mobile Chilled Fish/ Frozen Fish and Fishery Products Selling in a truck. 2. INVITATION TO BIDDERS: A Complete Set of Tender Documents shall be Purchased by any Interested Tenderer upon Payment of a Non-Refundable Fee as Specified (Rs. 1000/-) at KFDC Head Office, Mangalore/ Bangalore. * Note: Contact person at Bangalore Sri. The KFDC shall not take the responsibility for any delay in receipt of the Tender document if it is sent by post. d. The Tenders shall be opened in the presence of those Tenderers or their authorized representatives who choose to attend at the Head Office of the KFDC, Hoige Bazar, Mangalore on the specified date and time. e. The KFDC, Mangalore at its sole discretion and without assigning any reason thereof reserves the right to accept and/or reject any or all Tenders.

3 3 f. Each Tenderer shall submit one (1) Tender only. g. The Tender shall remain valid for a period of 30 days or such other extended time as may be mutually agreed till signing of contractual agreement. KFDC reserves the right to reject any Tender, which does not meet this requirement. A) GUIDELINES OF MOBILE CANTEEN FOR SEA FOOD PREPARATION AND SERVING 1.1 A Mobile Sea Food Preparation and Serving/Canteen (MSFCU) refers to an enclosed vehicle-mounted, food establishment designed to be readily movable from which Sea food is displayed, composed, compounded, processed or prepared and from which food is vended, sold, or given away as determined by Karnataka Fisheries Development Corporation. A mobile Food unit shall be a full-mobile with attached water and wastewater tanks and able to travel countywide or a restricted mobile, restricted to one location as desired by KFDC 1.2 Set-up of Unit All mobile food units must be maintained readily movable at all times Temporary electrical connection may be used for units operating at a set location; however, the mobile food unit must have an alternate power source as a back up in storage battery form All food service and preparation must occur from within the mobile food unit. There should be adequate cooking equipment inside the unit for all types of cooking. Applicant must be able to show that food safety will not be compromised while cooking in the unit, showing proper food handling and food safety methods. 1.3 Signage All forms of signage s Clear and Visible highlighting the concept and KFDC Identity of the food Truck. 1.4 Plan Requirements The plans and specifications for Mobile Food Units shall include the following information, all labeled clearly: Proposed layout, mechanical schematics, construction materials, and finish schedules.

4 The plans should be submitted to scale (if possible) and must include the following: Provide details in the plans such as the capacities, positioning, and placement of the potable water tank, wastewater tank, In addition, the placement of the water inlets and outlets for the potable and wastewater tanks must be shown Show number, types, and location of all sinks and drain boards as well as dimensions for all sink compartments and drain boards Show all refrigeration and cold holding equipment and label Show food preparation and service areas. Provide the dimensions of the service windows Show the dry goods storage areas and food storage areas Show the location of vents for the water tanks, and the plumbing syste Provide a finish schedule (i.e. stainless steel entire inside body, Corrugated for the floor surfaces Show the design, positioning, and placement of the hood/ventilation system.

6 6 2. Construction Requirements: The following list is meant to outline requirements of the KFDC Food Truck for Chilled Sea Food Display, Selling and Vending Ready to eat /serve Sea Food Products. It is not all inclusive and other requirements may be applied depending on the fabricators knowledge and special needs of the unit. 2.1 General Specifications: Equipment must be constructed of approved material, be adequate in size, easily cleanable, and in good repair. Equipment design, construction, and installation must be of superior standard equivalent to ISI Standards. The use of household refrigerators, stoves, sinks, vent hoods, and other equipment is NOT permitted Food contact surfaces in the food preparation and utensil washing areas shall be free of breaks, open seams, cracks, chips, inclusions, pits, sharp internal angles, corners, and crevices Wall surfaces shall be of stainless steel Floor surfaces used may be aluminum diamond plate, stainless steel, or commercial grade vinyl composition tile or corrugated sheets Ceiling surfaces can be of stainless steel, plastic laminate, plastic coated fiberboard metal clad Fiberboard or FRP Exterior surfaces must be weather resistant Outer openings must be protected; there should be no gaps or holes at floors, walls, and ceilings. 2.2 Service Opening Specifications: The service windows shall be operable three sides of the vehicle with easy opening using high durable air pistons. 2.3 Sink Specifications: A permanently installed commercial grade hand wash sink must be provided in the food preparation area An ISI approved (or equivalent) stainless steel Twocompartment sink with two integral drain boards must be installed for Chilled Sea Food Vending Counter. Each compartment must be large enough to submerge the largest item to be washed Sink taps shall be of superior grade which can withstand any type of water on use and should provide at least 2 lit per minute flow rate.

7 7 2.4 Water and Wastewater Tank Specifications: Provide a permanently mounted potable water tank that can hold a minimum capacity of Min 50 Lit. The potable water system must be directly and fully recharged when filled from a water inlet Provide a permanently installed wastewater storage tank that is 15% greater than the capacity of tank that can hold potable water. 2.5 Plumbing Specifications: All materials used in the construction of the plumbing system must be drinking water approved, including water holding tanks, pipes, hoses, connections, etc All connections on the vehicle for waste disposal shall be of different size or type than those used for supplying potable water to these vehicles. The waste connection shall be located lower than the water inlet connection to preclude contamination of the potable water system. In addition, wastewater outlets shall be greater than Lighting & Power Back up Specifications: All lighting shall use LED combination to best utilize the backup power available in the truck, the arrangement of lighting outside the vehicle to be planned for a maximum visibility of the truck during night The said Lighting must be shatterproof, Water Proof and intended for outdoor use Power Back up shall be rated to consist of not less than 2 kw Power output with optimized battery size which can easily be planned and used in the vehicle layout planning Every step to be taken care of Cut off system during eventuality of short circuit by considering a closed circuit with MCB s AC input extension wire shall not be less than 50 Meters with Industrial power input socket & Output Plug-in. 2.7 Food Vending Truck Equipment Specifications & BOM: Electronic Controlled Gas Fryer -1 no with automatic gas cutoff system with temperature controlled Griddle Plate/ Grill plate-1 no Semi Automatic/ Manual with 1/4 th Ribbed Portion and standard meeting industrial Griddle plate

Insulated with high density refrigeration foam for ice retention of 4-7 days 1.4 Digital Electronic Weighing Scale with Printer 1no 1.5 Freezer of Lit Capacity of holding temperatures at -18degree. 1.6 Full Length Chopping Boards and waste Chute Collections. 1.7 Any other equipment required to meet the specific outlined purpose and meet the operational condition of selling chilled sea Fish and Frozen Fishery Products.

9 C) TENDER SECURITY / EARNEST MONEY DEPOSIT (EMD) Each Tender shall be accompanied by EMD of the value mentioned in the Tender Notification (Rs. 10,000/-) EMD should be drawn in favor of Managing Director, KFDC LTD., Mangalore and payable at Mangalore. 3.2 The form of EMD shall be as mentioned in the Tender Notification. 3.3 The EMD of every unsuccessful Tenderer shall be returned within a period of Fifteen (15) days from the date of announcement of the Successful Tenderer. 3.4 The EMD shall be forfeited If the Tenderer withdraws his Tender during the interval between the Tender Due Date and till the date of finalization of successful tender. 4 TENDER DUE DATE 4.1 Tenders shall be submitted on or before Tender Due Date, in the manner and form as detailed in this Tender document. Tenders submitted in any other form, shall not be accepted. 4.2 KFDC may, in exceptional circumstances, and at its sole discretion, extend the above Tender Due Date by issuing an addendum. 4.3 It shall be deemed that by submitting the Tender the Tenderer has: a) made a complete and careful examination of this Tender document b) received all relevant information required/requested from KFDC c) made a complete and careful examination of the various aspects of the Mobile Chilled Fish Sales Truck and Mobile Fish Canteen Truck. 4.4 KFDC shall not be liable for any mistake or error on the part of the Tenderer in respect of the above. 4.5 At any time prior to the Tender Due Date, KFDC may, for any reason, whether on its own initiative or in response to clarifications requested by any of the Tenderer, modify the Tender document by the issuance of addendum.

10 10 5 OPENING OF TENDERS AND CLARIFICATIONS Indemnity & Liability: 5.1 KFDC shall open the Tenders on the date as specified in Tender Notification. 5.2 KFDC reserves the right to reject any Tender not submitted on time and/or which does not contain the information/documents as set out in this Tender document. 5.3 To facilitate evaluation of Tenders, KFDC may, at its sole discretion, seek any clarifications in writing on any information furnished by the Tenderer in the tender document. The request for such clarification or substantiation and the response shall be in writing or by fax/ No material changes in the substance of the Tender shall be permitted by way of such clarification/ substantiation. 5.5 Any conditional Tender shall be regarded as non-responsive and shall be liable for rejection. The Tenderer shall indemnify, defend and hold LICENSOR harmless against any and all proceedings and actions and 3rd party claims, losses, damages, accidents, loss of life and expenses of whateversoever nature arising out of the procurement, Fabrication and Vending of the Chilled Fish Sales Truck and Mobile Fish Canteen Truck or arising out of any breach by the Tenderer of any of its obligations under this agreement or subsequent agreement executed by the Tenderer. The Tenderer shall also fully indemnify and hold harmless and defend LICENSOR including its officers, servants, agents and authorities/representatives from or against any claim, loss and damages arising out of or with respect to:- Non-compliance with applicable laws and applicable permit by Tenderer Non-payment of tax relating to works, suppliers, etc. or in connection with operation of Mobile Chilled Fish Sales Truck and Mobile Fish Canteen Truck sales tax or any other tax as may be applicable from time to time or, Non-payment of amount due as a result of materials or services supplied/provided to the Tenderer which are payable by the Tenderer or any of its agencies.

11 Tax & Duties: Termination: Handing Over: 11 All charges on account of octroi, excise, service tax, sales tax, compensations and/or other duties or any levy as the case may be on the works shall be borne by the Tenderer. All taxes and duties on procurement of raw materials, services and sales & finished products shall be borne by the Tenderer. The LICENSOR shall have the right to terminate the license agreement without paying any compensation to the Successful Tenderer in case of breach of contract or default by the Successful Tenderer. Following events shall constitute events of breach of contract or default by Successful Tenderer. Failure to commence the Chilled Fish Sales Truck and Mobile Fish Canteen Truck within 30 days from the date of signing of license agreement Abandonment of the Chilled Fish Sales Truck and Mobile Fish Canteen Truck or any of its material obligations under the contract. Default in complying with any of terms and a condition of the contract/agreement he may rectifies the same within 30 days on receipt of notice in this behalf from LICENSOR. Failure to maintain the Chilled Fish Sales Truck and Mobile Fish Canteen Truck to the satisfaction of LICENSOR during the operation period. The Successful Tender shall handle the complete vended Chilled Fish Sales Truck and Mobile Fish Canteen Truck within a period of three months from the date of handing over of the Tata Ace Super chasis from the Corporation. The Successful Tender should vend and built the Chilled Fish Sales Truck and Mobile Fish Canteen Truck units as per the specification detailed in this Tender.

12 12 LAWS GOVERNING THE CONTRACT: All questions, disputes or differences arising under or out of or in connection with the contract if concluded shall, if required to be referred to any court of law, be referred to the Courts at Mangalore and the said court only shall have the jurisdiction and decide matters according to the laws of India. Notwithstanding anything contained in this Tender, KFDC reserves the right to accept or reject any tender, or to annul the Tendering process or reject all Tenders, at any time without any liability or any obligation for such rejection or annulment, without assigning any reasons thereof.
