1 <DCT LETTERHEAD> DATE: March 3, 2014 FROM: TO: Keith Larson Federal Communications Commission (FCC) Staff SUBJECT: Expression of Interest Rural Trials Docket No Background Daktel Communications, LLC (Daktel) is an ILEC-affiliated CLEC that currently serves the town of Jamestown, North Dakota with voice, video and data services. Dakota Central Telecommunications Cooperative (DCT), the parent company, serves eight exchanges 1 in central North Dakota. DCT solely owns Dakota Central Telecom I, Inc (DCTI) which serves an additional four exchanges 2 that borders the ILEC service area and surrounds the Jamestown Exchange. The area served by Daktel, DCT, and DCTI are all served 100% by fiber to the home (FTTH) technology. Daktel, DCT and DCTI primary offices are located in Carrington and Jamestown, North Dakota. Project Description Daktel proposes a last-mile broadband project, using FTTH technology, to bring affordable and reliable broadband access to underserved areas in Stutsman and Barnes Counties of North Dakota to include the communities of Pingree, Buchanan, Spiritwood, Bloom, Homer, Spiritwood Lake, Fried, and Clementsville. Specifically, Daktel will expand its footprint to serve the rural Jamestown Exchange, currently served by Century Link, and to deliver the same services that their customers currently enjoy. If funded, the proposed subscribers will have access to quality voice, high-speed broadband services and more extensive video services that will enhance the quality of life, spur economic development in rural North Dakota, and improve services delivered by critical community and public safety entities. Technology to be Deployed Daktel is proposing to deploy FTTH technology to extend its current broadband system to the rural area surrounding Jamestown, North Dakota. The network will include fiber cable which typically has a year life and will be designed in a home run architecture which will allow for any FTTH technologies to be utilized. The equipment architecture will utilize both Active and Passive technologies, dependent on distances and speeds required by the customers. Gigabit Passive Optical Network (GPON), which is capable of downstream speeds of 2.5 Gbps and upstream speeds of 1.25 Gbps split up to 32 customers per GPON will be utilized for those customers 40km or less from the Central Office. Active Ethernet, which is capable of down and upstream speeds of 1.0 Gbps will be utilized to reach those subscribers beyond 40km or for those requiring more bandwidth. Unlike DSL or wireless technologies, with GPON and Active Ethernet even the subscribers farthest away enjoy the same bandwidth and performance as the subscribers close to the electronics, meaning no limitations as distance increases. 1 Bowdon, Edmunds, Grace City, Medina, Sykeston, Windsor, Woodworth, and Ypsilanti 2 Carrington, Courtenay, Gackle, and Streeter
2 Locations and Anchor Institutions to be Served Daktel will pass a total of 1112 locations in the rural Jamestown exchange. There are three anchor institutions in the proposed service area; Pingree-Buchanan Elementary School located in Buchanan and the Pingree-Buchanan High School and the Pingree Fire Protection District both located in Pingree. The Spiritwood community has an existing large malting plant that has been operational for over 30 years. Great River Energy is beginning construction on an ethanol plant and Cenex Harvest States is beginning construction on an anhydrous ammonia fertilizer plant adjacent to the malting facilities. The construction of the Cenex Harvest States facility is estimated to cost $1.75 billion and is the largest construction project in North Dakota since the 1970s. It is estimated to create better than 800 jobs. The census blocks listed in includes currently unserved areas. Attachment B is a map of the area to be served, which is the entire rural Jamestown Exchange. Services to be offered Daktel will offer voice, video and data services over the proposed FTTH network. Pricing will be competitive with services currently provided in the surrounding area.
