4 Purpose of Proposal What was not long ago considered technology of the future is present today. Great strides have been made in making alternative fuel vehicles more available for both private and public use. In an effort to grow in unison with this emerging market and help the U.S. achieve the initiatives within the Fixing America s Surface Transportation (FAST) Act, Arizona seeks to designate its Interstate highways as alternative fuel corridors. Designation lays the groundwork, providing guidance for the continued investment in alternative fuels and enabling residents, freight transporters, and others to travel more readily within their state and between neighboring states using electrical vehicles (EV), compressed natural gas (CNG) vehicles, and low emission propane vehicles. Arizona's geographical position serves as a crucial link for expanding the network of fuel stations. Critical stretches of highway connect regions in all directions for personal travel, business travel and freight transport, additionally assisting in the travel of goods and people to and from the ports of entry along the Arizona-Mexico border. Surrounding states such as California, New Mexico, Utah, and Nevada are expanding their alternative fuel infrastructure as well. Excerpts from the Arizona s Key Commerce Corridors study are included in this document to demonstrate the importance of these highways. Using these highway systems to add the new infrastructure would beneficial by creating an opportunity to lower vehicle emissions and support an up and coming industry. The Arizona Department of Transportation (ADOT) is nominating six highway systems for designation as alternative fuel corridors. 3 P age

Maps are provided for electric, propane and compressed natural gas fuels. 4 P age
6 Electric Charging Stations Figure 2.1 Data provided by: Map Description The state of Arizona currently has 384 public electric charging stations (381 public outlets shown in the figure above) with 990 outlets. Phoenix and Tucson are the main metropolitan areas which have the highest density of electric charging stations. Parts of Interstate highway that are not located near these areas have significantly fewer stations in comparison. 5 P age

The majority of stations are located in the metropolitan area of Phoenix. The remaining propane stations are sparsely placed and are not located near an Interstate highway segment other than a station along I-40 in Flagstaff. 6 P age

A majority of the stations are located in the metropolitan areas of Phoenix and Tucson. Interstate 40 has three CNG stations located along its corridor. 9 Key Points of Information Team Development Initial and Continuing: A great deal of information has been made available for this alternative fuels corridor designation effort submission. The team includes the Arizona Department of Transportation and the Valley of the Sun of Clean Cities Coalition (VSCCC). The VSCCC has a strong association with and Tucson Regional Clean Cities Coalition (TRCCC), and these two Clean Cities Coalitions represent the entire State of Arizona. The City of Phoenix has been active with the Clean Cities Coalitions. Our state agency of the Department of Energy and the Arizona Department of Environmental Quality are also involved with the Coalitions. Arizona s Clean Cities Coalitions also have full cooperation with the utilities of Arizona Public Service (APS), Salt River Project (SRP), Tucson Electric Power (TEP) and Southwest Gas. Clean cities members include the full spectrum of fleet managers, agencies and suppliers. The State of Arizona also participates with the Native American Communities via the Inter Tribal Council of Arizona. Fueling Station Projected Costs: The costs of Electric and Propane stations are minimal due to the relative lack of new infrastructure needs. However, a CNG station cost is difficult to assess because of the infrastructure needs. The biggest obstacle for the CNG station is the need for a pipeline; currently Arizona does not have a pipeline system that is expansive enough to cover all the projected stations. This in turn creates a large CNG station cost range. They have the fuel and suppliers to exceed the demands for the proposed alternative fueling stations. Interest from Stakeholders: With the technical advances in CNG and battery storage, VSCCC has a full list of available vehicles and support of the fuel suppliers. According to VSCCC, Clean Cities National Partners are committed to expanded use of alternative vehicles and the support of the fuel suppliers. The same appears to be true for some prominent freight companies. Emission Reductions: As Interstate fueling stations are installed, there is potential for more alternative fuel vehicles to be purchased or converted. 8 P age
10 Arizona Tonnage Figure 3.1 Figure 3.1 represents the flow of tonnage in and out of the State of Arizona. The displays on this map indicate that a majority of flows are inbound, making the Interstates routes an important part of the Arizona economic system. The State of California accounts for a large amount of the inbound tonnage. Considering the high amount of alternative fuel stations in California, Arizona has an opportunity to continue the flow of alternative energy stations across the border. Highway Nominations The Arizona Department of Transportation is responsible for the submission of proposed signage ready and signage pending highway segments. Below is description of the individual highways being submitted, including supplemental information about the highway segment. Interstate-10 California to Phoenix, Phoenix to Tucson, Tucson to New Mexico Description: Interstate route 10 is under ADOT jurisdiction. This corridor spans from the California and Arizona border to New Mexico. Arizona s two largest metropolitan areas, Phoenix and Tucson are located along the path of this corridor, with an approximate population of 5,250,000 people. Proposals for stations would span across the entire corridor. There are multiple freight clusters and facilities located in the Phoenix and Tucson that are also close to or near I-10. This route is a key trade route for the state of Arizona, because it connects to the ports of L.A./Long Beach and Phoenix. This route facilitates both passenger and freight movement. 9 P age
11 Multi-State Coordination: The States of Arizona and California intend to work cooperatively to support the development of a plan that includes the extension of zero-emission and alternative fuel corridors for Interstate- 10. Each of these partnering states proposes this route as a zero-emission and alternative fuel corridor in the FHWA call for nominations. This is a critical east-west corridor as it connects the states of California, Arizona, New Mexico and Texas. Together, these states formed the I-10 Corridor Coalition in 2016, with the goal of working together to create safer and more efficient travel, both commercial and personal, along this corridor stretching from coast to coast. Cooperative efforts are intended to ensure there is a sound network of zero-emission and alternative fuel facilities planned across the western states for the traveling public and the transportation of freight, and to address the need for future zero-emission or near-zero-emission vehicles. Please refer to details for California (or Arizona) specific information regarding each Interstate corridor. Interstate-40 California to Flagstaff, Flagstaff to New Mexico Description: Interstate route 40 is under ADOT jurisdiction. The corridor also passes through the native land of the Navajo Nation. This corridor stretches from California to New Mexico, passing through the metropolitan areas of Lake Havasu and Flagstaff. The neighboring population is estimated at 200,000. Proposals for stations would span across the entire corridor. Freight and passenger travel are both prominent on this route. Alternative fuel infrastructure would need to accommodate both modes of transportation. The most feasible alternative stations along this route would be electric, CNG and propane. Goals for this proposal are to decrease transportation emissions from I-40 and facilitate use of more efficient vehicles. Interstate-8 Yuma to I-10 near Casa Grande (providing access to Phoenix and Tucson) Description: Interstate route 8 is under ADOT jurisdiction. The corridor continues from California to New Mexico. It is located in the southern part of the state, passing Yuma and connecting with Interstate 10. Also, Interstate- 8 facilitates the movement of freight and private automobiles coming to and from the city of San Diego. The Arizona population surrounding the corridor is approximately 100,000. In order to support freight and private automobile transportation, alternative fueling stations for this route would include electric, CNG and propane. Lowering 10 P age
12 emissions as well as supporting more efficient fuel vehicles are the goals of implementing the new stations. Interstate-19 Mexico-Arizona Border (Nogales) to I-10 near Tucson Description: Interstate route 19 is under ADOT jurisdiction. This corridor spans from the city of Tucson and continues south where it ends at the U.S. & Mexico border. The estimated population of the surrounding area is 1,100,000 people. Alternative fuel stations are proposed along the entire corridor including the intersection with Interstate-10. The corridor supports passenger and freight travel. Freight travel is prominent on this corridor because it facilitates the flow of goods between the U.S. and Mexico. For I-19 we propose that CNG stations are implemented along the corridor, because of the presence of the freight industry. By increasing the availability of CNG we intend decrease the pollution. Interstate-17 From Phoenix at I-10 to I-40 in Flagstaff Description: Interstate route 17 is under ADOT jurisdiction. The route s end points are Phoenix and Flagstaff. Other notable metropolitan areas include Sedona and Prescott Valley. The population surrounding this route exceeds 4,000,000 people. Private automobiles as well as freight use this route. In terms of alternative energy stations, electric, CNG and Propane should all be considered. Electric charging routes are already located along this route. However, only a few more would need to be added to ensure that private automobiles could make the trip between Phoenix and Flagstaff. Interstate-15 Nevada to Utah through Arizona Description: Interstate route 15 runs from San Diego, California to the Canada U.S. border, through Mohave County in northwest Arizona. Traffic volume along the Arizona section of I-15 is approximately 23,000 vehicles daily and is a corridor of the NAFTA CANAMEX agreement. 11 P age
13 Multi-State Coordination: The state of Arizona intends to work in coordination with the states of Utah and Nevada. Although the segment of I-15 in Arizona is relatively short, this designation is proposed to maintain a partnership approach with our neighboring states and support mutual efforts. Corridor Nominations The following tables represent the segments of the national highways ADOT is submitting as signage-pending and signage-ready. Signage-Pending 12 P age
14 Signage-Ready Future Infrastructure Implementation: The state has identified locations which are likely to prove beneficial in creating a network of signage-ready highway segments. It is anticipated that private sector entities will play a strong role in pursuing optimal alternative fueling infrastructure locations. With respect to a plan for signage approaching exits and beyond off ramps, ADOT is aware of the federal guidance with respect to signage associated with this program, including design elements and locations. ADOT will abide by the federal requirements and intends to work with private sector entities and other partners to ensure compliance and solidify funding needed. Upon approval, ADOT expects to begin with signage-ready segments of Arizona Interstates and has recently been given directive to work with Nevada and Utah on I-15 as well as I-10 with California. 13 P age

18 Arizona Fuel Usage The figure featured below represents the consumption of each fuel source in Arizona. The graphs demonstrate a shift down in the use of gasoline and a shift up in all of the alternative resources over the last five years. Figure 4.1 Source: Alternative Fuel Outlook In comparison to other states, Arizona is behind in implementing alternative fueling stations. FAST Act 1423 would allow Arizona to facilitate the process of creating the alternative fuel infrastructure along the main corridors. Benefits would come in many forms including a decrease in pollution, facilitation of more efficient vehicles and the continuation of alternative stations across the United States. Lastly, alternative fueling stations have the potential to boost the markets for each fuel, allowing for economic benefit. End of Document 17 P age
