5 States are stepping up to meet funding challenge Since 2013, 26 states & District of Columbia have enacted legislation to increase state fuel taxes Indiana (2017): One-time gas tax increase of 10 cents per gallon & indexes the tax to inflation. Increases vehicle registration fees by $15 & establishes a new $150 fee for electric vehicles & a $50 fee for hybrid vehicles. Establishes a framework for implementing tolls on certain highways at the governor s discretion. Montana (2017): Increases the state gas tax by 6 cents per gallon incrementally through 2023 & the diesel tax by 2 cents per gallon over the same timeframe. Tennessee (2017): Increases the state gas tax by 6 cents per gallon incrementally over the next three years & the state diesel tax by 10 cents per gallon over the same timeframe. The bill increases vehicle registration fees by $5 & establishes a new electric vehicle fee of $100. Iowa (2015): Increased the state excise tax on gasoline, diesel & alternative motor fuels by 10 cents per gallon. Increased the excise tax on aviation fuel by 2 cents per gallon. Increased fees for excess size and weight permits. Michigan (2015): Increased the state motor fuel tax on gasoline by 7.3 cents per gallon & the motor fuel tax on diesel by 11.3 cents. Beginning on January 1, 2022, both motor fuel taxes will be indexed to inflation. Nebraska (2015): Vetoed by the governor & subsequently overturned by the legislature. Increased the portion of the tax allocated to the state by ½ cent per year & increased the portion allocated to cities and counties by 1 cent per year. The current total gas tax of 10.3 cents per gallon will increase to 16.3 cents by South Dakota (2015): Increased the tax on motor fuels by 6 cents per gallon to 28 cents. Increased certain license plate fees & adjusts the excise tax on special fuels. Source: National Conference of State Legislatures

7 U.S. Average Fuel Taxes (per gallon) Gasoline Diesel State Excise Tax: Other State Taxes/Fees: Total State Taxes/Fees: Federal Fuel Tax: Total Fuel Tax Assuming an average of 12,000 miles driven each year & 23.6 mpg fuel efficiency, the average American will purchase 508 gallons of gasoline & pay $256 per year in fuel taxes. Americans, on average, spend $600 per year for mobile phone service & $840 per year for cable/digital TV.
8 Moving Forward Congress should pass at least a 10 cent increase in the federal gasoline & diesel tax & index to inflation (Consumer Price Index); States should continue to ensure reliable, sustainable funding If the federal government had indexed the diesel tax & the gasoline tax to inflation in 1997 the year in which they were most recently increased an additional $ billion would have been generated for the country s surface transportation system. Additional revenue of $6.177 billion per year would be generated by If North Dakota had indexed the gasoline & diesel tax to inflation in 2005 the year in which they were most recently increased an additional $146 million would have been generated for the state s surface transportation system; Indexing the fuel tax rate to inflation in North Dakota in 2014 would result in an average additional revenue per year of $12.3 million between 2014 & 2025 (additional state revenue of $31.2 million in 2025 alone). Public less opposed to providing funding; more opposed to wasteful spending; Essential to structure the proposal as providing a tangible benefit in exchange for a tangible cost. Importance of getting support from those who will pay & benefit (agriculture, manufacturing, etc.). Cannot solely rely upon counties, municipalities, etc. ( We want more of your money. vs. We are willing to provide more of our money. )
