1 To enhance and strengthen port functions and easures for cargo collection, taking into consideration the conditions surrounding the Port of Kawasaki in recent years, such as wide-area linkage of the three Keihin ports (Port of Kawasaki, Port of Yokohaa, and Port of Tokyo), and the Port of Kawasaki's selection as a Strategic International Container Port, the City of Kawasaki revised the harbor plan for the Port of Kawasaki, which focuses on the years fro 2023 to 2028, in Noveber This plan plays an extreely iportant role as a guideline for developent, use, and conservation of the Port of Kawasaki, based on the role of this port within the three Keihin ports, as well as deands fro port-related personnel, location copanies, citizens, and the governent. In an ai to increase industrial copetitive strength in the etropolis, and protect and develop industries, eployent, and livelihood based on reinforcing the linkage aong the three Keihin ports, policies for the harbor plan are being established for each function in order to realize a Port of Kawasaki that supports industrial activities and contributes to the stability and iproveent of the local econoy and civilian life. 2 Port capabilities are a preise that deterines the scale and layout of port facilities, and the cargo aount handled is a basic indicator that represents port capabilities. 4 Port Safety and Security Port security (Full-fledged support of the SOLAS Convention) The Revised SOLAS Convention (SOLAS Convention = International Convention for the Safety of Life at Sea) cae into effect on July 1, 2004, and the Act on Assurance of Security of International Ships and Port Facility was enforced in Japan. At the Port of Kawasaki, reinforceent of anageent of coings and goings into and out of wharfs used by vessels fro abroad is being prooted. Along with preparing security systes such as fences and gates, security easures to prevent acts of terror and crie before they occur are being ipleented by carrying out patrols using vessels and 24-hour surveillance. Large scale earthquake countereasures facilities Earthquake Resistant Berths At the Port of Kawasaki, developent of earthquake resistant berths that are necessary to secure transport functions for eergency supplies, etc. when a large earthquake occurs is being prooted. In the Kawasaki Port harbor plan that was revised in Noveber 2014, five earthquake resistant berths are planned. Aong these, developent of two has been copleted in the Higashi-Ohgishia district. Currently, in Chidori-cho district, developent of a berth at a water depth of -10 is oving forward, along with renovation of the facilities. 18 Port of KAWASAKI

5 Major Regional Base for Disaster Prevention East Park in Higashi-Ohgishia The East Park in Higashi-Ohgishia is a facility that utually copleents Ariake no Oka in Tokyo, and exhibits functions in an integrated anner as a core wide-area disaster prevention base for Japan during ties of large-scale disasters. At the East Park, sorting and storage of eergency cargo, etc. is carried out, and support for eergency cargo transport using land, sea, and rivers is also provided. There is an all-purpose plaza, anade seashore, barbeque area, etc. and during noral ties, East Park is used as a place where people who gather at the port and relax and enjoy theselves. 19

6 Port Facilities for dock workers and c itizen Welfare facilities An environent that enables for people working at the port and crew ebers of vessels to work cofortably and to rest is provided. There are restaurants, clinics, barbershops and eeting roos. Kawasaki City Port Prootion Building Kawasaki Marien As a base facility in the Port of Kawasaki, Kawasaki Marien provides port operation functions, port inforation/public relations functions, port service functions, and counity facility functions. A 360 observation roo, a dioraa and touch panel presenting the Kawasaki harbor, and a sky restaurant are also located in the tower 51 above ground. And the operations building houses the Ports related to ports and harbors, Kawasaki Port Prootion Association, Kawasaki Harbor Transport Association, and Kanto Maritie observation roo opened after undergoing reodeling. 20 Port of KAWASAKI

7 At Kawasaki Marien, various sports facilities have been built in order to have citizens feel that the port is accessible, and these facilities are used by any people every day. In particular, the beach volleyball courts that opened in 2009 is a ajor sports hub in Kawasaki City, as they are not only used by citizens, but in various Japanese and foreign tournaents. In 2013, renovations were carried out to ensure up to four such courts, and further expansion of their use was prooted. Kawasaki Marien as a whole is accredited by the Japanese Olypic Coittee as a JOC Special Volleyball Training Center, and is used by any top athletes. In 2013, the Kawasaki Beach Sports Club (KBSC) was established, with a focus on the younger generations, with the purpose of fostering top athletes that copete all over the world and popularizing beach sports. This Club is used by any citizens, as progras by acadeies and schools are hosted there. 21

12 The Reclaation History of the Port of Kawasaki The Port of Kawasaki developed along with the creation of the industrial zone through land reclaation and coastal park facto-ries. The seaside reclaation project, which began fro landfills in Ookawa and Ohgiachi in 1913, and ended with the cople-tion of Mizue-cho at the outbreak of World War. Heavy industries, like iron and steel, as well as petrocheical factories were constructed there. After World War, a petrocheical coplex was constructed in the reclaied area in Ukishia-cho, while the public wharf in Chidori-cho underwent renovation.
