BASIC SPECIFICATIONS Basic operating weight of XL shall not be less than 36,392 lb (16,507 kg); including lubricants, coolant, 100% fuel, operator, VPAT bulldozer, track end guiding guards and 24 in (610 mm) shoes. Recommended: The overall length of the XL tractor shall not exceed in (5148 mm) when equipped with a VPAT blade (straight). The overall width of the XL tractor when equipped with a VPAT blade shall not exceed in (3015 mm) with the blade angled. Ground clearance per SAE J1234 shall be at least 15.5 in (394 mm) when measured from the face of the track shoe for the XL tractor. 2 DATE: 3/26/13 ENGINE The engine shall be of a Common Rail Fuel System type. The engine shall be a 6-cylinder diesel, four-stroke cycle, fully equipped with all necessary accessories. The engine shall be mounted to be accessible for adjustment and normal servicing without being detached from the tractor unit. The engine shall meet U.S. EPA Tier 4 Interim and EU Stage IIIB emission and noise specifications. The engine shall be equipped with an air-to-air after cooler system. The throttle shall be controlled electronically. Engine shall develop at least 150 net flywheel hp (112 kw) in first gear. Net flywheel hp shall be for a standard equipped engine operating under SAE standard conditions (J1349) at 77 F (25 C) and in Hg (100 kpa) using 35 API gravity fuel. Standard equipment shall include turbocharger, fan, air cleaner, water pump, fuel pump, muffler and lubricating oil pump. Maximum governed speed shall be 2200 RPM at rated hp. Engine shall have a turbocharger and aftercooler providing full fwhp to a minimum of 9800 ft (3000 m) before altitude deration for all models. Engine air cleaner shall have an electronic service indicator. Machine shall be equipped with a 24-volt electrical starting and operating system. Machine shall be equipped with water separator. Machine shall be equipped with ether starting aid for cold starting. Engine shall be equipped with an electric fuel priming system. POWERTRAIN/TRANSMISSION Transmission shall be a planetary type power shift with torque converter. Transmission shall provide at least five speeds forward and five speeds in reverse. A single control unit for both direction and speed changes shall control transmission. Transmission shall have a maximum forward ground speed of at least 6.2 mph (10 km/h). Transmission shall have a maximum reverse ground speed of at least 7.2 mph (11.5 km/h). Transmission shall have auto-shift and auto-kickdown features available. Page 2 of 17

Machine shall utilize differential steering to control the direction and degree of turns, forward-reverse shifting, and gear selection in a single control handle. Touch shift buttons on the steering control shall shift the electronically controlled powershift transmission. Tiller shall allow operator to work precisely in close areas. HYDRAULICS Hydraulics and controls shall have a fully enclosed protected system. Hydraulics and controls shall have a load sensing, variable displacement piston pump, which adjusts hydraulic flow to match implement demand. Hydraulics and controls shall have a single lever dozer control for lift, tilt and angle functions on a VPAT blade. UNDERCARRIAGE Undercarriage shall have reinforced box section and tubular track roller frame construction to resist bending and torsional loads. Undercarriage shall have lifetime lubricated track and carrier rollers. Undercarriage shall have a roller frame attached to the tractor by a pivot shaft and pinned equalizer bar. Undercarriage shall have seven track rollers per side. Undercarriage shall have sealed and lifetime lubricated idler. Undercarriage shall have hydraulic track adjustment by grease gun fully sealed. Undercarriage shall have a minimum 4929 square inch (3.18 square meter) ground contact area with standard shoes. Undercarriage shall have a maximum ground pressure of 7.59 psi (52.3 kpa) when equipped with standard shoes, fuel and lubricants. Undercarriage shall have a minimum 74 in (1890 mm) gauge. Minimum 610 mm (24 in) shoes shall be standard for the XL. FINAL DRIVES Final drives shall be fully enclosed. Final drives shall be single reduction, planetary design. Final drives shall be of modular design for easy service, and allow for removal with only breaking track. Final drives shall be isolated from ground-induced shock loads. Page 3 of 17

4 DATE: 3/26/13 OPERATORS STATION Modular cab shall be available through the tractor manufacturer. Tractor shall be equipped with electronic indicators and gauges, which monitor critical operational systems and alert the operator when potential problems occur. Operator seat shall include retractable seat belt. Seat shall be fully adjustable for maximum operator comfort, support and reduced operator fatigue. Instrument panel shall have easy to read gauges and warning lamps that keep the operator aware of fuel level, hydraulic oil temperature, engine coolant temperature, powertrain oil temperature, engine oil pressure, transmission gear indicator. All gauges shall be easily visible in direct sunlight. Cab shall be equipped with heating and air conditioning and controls shall be easily accessible from the operators seat. Cab shall feature a 10 amp, 12 volt power converter for the convenient use of radios, wireless phones and laptop computers. A rocker switch shall activate high or low idle at the touch of a finger. A decelerator pedal shall give the operator full control of engine speed when the rocker switch is in the high idle position. DOZER BLADE XL VPAT blade shall be a maximum 129 in (3272 mm) wide. XL VPAT blade shall be a minimum 47 in (1195 mm) high. XL VPAT blade shall have a minimum 19.1 in (485 mm) tilt. XL VPAT blade shall have a minimum 42 in (1067 mm) lift above the ground. XL VPAT blade shall have a maximum 16.5 in (420 mm) drop below ground. XL VPAT blade shall have a minimum 24.1 degree angle right or left. XL VPAT shall have a minimum dozer capacity of 4.16 cubic yards (3.18 cubic meters). XL VPAT blade shall have the ability to adjust the pitch of the blade. The overall length of the XL tractor shall not exceed 189in (4797 mm) when equipped with a canopy and a VPAT blade. The overall width of the XL tractor when equipped with a VPAT blade shall not exceed 117 in (2960 mm) with the blade, angled 25 degrees. The Port Authority reserves the right to refuse to issue a proposal form or a contract to a prospective vendor for any of the following reasons: a) Failure to pay, or satisfactorily settle, all bills due for labor and materials on a former contract in force with the Port Authority. b) Contractor default under a previous Contract with the Port Authority. c) Proposal withdrawal or Bid Bond forfeiture on a previous project with the Port Authority. d) Unsatisfactory work on a previous contract with the Port Authority. Port Authority may make such investigations as deemed necessary to determine the ability of the vendor to perform the work, and the vendor shall furnish all such information and data for this purpose as the Port Authority may request. The Port Authority reserves the right to reject any proposal if the evidence submitted by, or investigation of, such vendor fails to satisfy the Port Authority that such vendor is properly qualified to carry out the obligations of the Contract. 14 DATE: 3/26/13 All construction vehicles, employees, and supplier delivery trucks working on this project will be required to obtain port access credentials. This will consist of vehicle decals and personnel identification badges (Transportation Worker Identification Credentials and ASPA Identification Badge). Supplier delivery trucks are not required to have the vehicle decal but the driver and passengers are required to have TWIC and the ASPA Identification Badge. The vehicle decal cost is $ In order to obtain the ASPA Identification Badge, the person must have in possession a TWIC card and will also be required to attend a 1-hour security awareness training class. The non-refundable fee for ASPA Identification badge is $25.00 to cover the costs of the background check, training, and processing. The procedure and cost for obtaining TWIC are separate and information can be obtained at A copy of the ASPA Access Policy is herein and is part of contract specifications. ACCESS POLICY IMPORTANT NOTICE TO VENDORS REGARDING ACCESS TO ASPA RESTRICTED FACILITIES: Successful vendors requiring access to the Alabama State Port Authority's Restricted Facilities to fulfill any obligations set forth in this proposal must comply fully with the Authority's Access Policy found in its entirety at The Port Authority's Access Policy requires all persons permanently employed at the port, including ASPA staff, tenants and their employees, surveyors, agents, stevedores, longshoremen, chaplains, contract labor and persons requesting temporary access to the port, including delivery persons, vendors, contractors, and temporary workers must obtain and display an ASPA issued photo ID badge or visitor badge at all times when accessing or working on port property. In order to obtain an ASPA credential, applicants must also obtain a Transportation Worker Identification Credential (TWIC) and undergo mandatory Security Awareness Training. 15 INSTRUCTIONS FOR VENDORS This instruction sheet is provided as a guide to facilitate the proposal process and highlight important points for consideration by vendors. Each vendor is responsible for fully reading and complying with the instructions on the Alabama State Port Authority proposal form. This instruction sheet is to be used as a guide only. 1. No consideration will be given to proposals unless presented on the Alabama State Port Authority "Requisition & Proposal" Form with suitable attachments as deemed necessary by the vendor. Alternate proposals may be rendered, with proper support. 2. If your company is not prepared to submit a proposal, so state and sign to avoid being deleted from the prospective vendor's list. 3. The Alabama State Port Authority reserves the right to reject any and all proposals if deemed in the Alabama State Port Authorities' interest. 4. No allowance will be made for error, either omission or commission. 5. Unit price governs in errors relating to extension of prices. 6. Proposals will not be accepted via FAX. All proposals must be sealed and sent via mail or hand delivered to the McDuffie Coal Terminal Office before the specified date and time. 7. The Alabama State Port Authority accepts no responsibility for facilitating the receipt of proposals. 8. Proposals over $7,500 must be notarized. 9.
