1 Flower City COMMITTEE OF COUNCIL DATE: Report Committee of Council Standing Committee of the Council of the Corporation of the City of Brampton Date: January 29, 2009 File: T00TRAF Subject: Parking issues- Wards 1,6, 8 and 9 Contact: Michael Parks, Manager, Traffic Engineering Services (905) OVERVIEW: Staff has reviewed Pressed Brick Drive (Ward 1), Wiilick Place (Ward 6), WHmont Court (Ward 6), Balmoral Drive (Ward 8), and Sailwind Road (Ward 9) for the need to implement or modify on street parking restrictions. Observations conducted on these roadways determined on street parking is present and parking restrictions are nessecary to clear sightlines and provide clear passageway for two-way traffic. Staff recommend the implementation of "No Parking" restrictions on Pressed Brick Drive (Ward 1). Residents have been informed of the proposed parking restrictions. Staff recommend the implementation of "No Parking" restrictions on the west side of Wiilick Place between Lake Louise Drive and Wilmont Crescent. Residents have been informed of the proposed parking restrictions. Staff recommend the implementation of "No Parking" restrictions on the south side of Wilmont Crescent between Wiilick Place and the eastern limit of the roadway. Residents have been informed of the proposed parking restrictions. Staff recommend changes to existing parking restrictions on Balmoral Drive (Ward 8). Impact to area residents will be minimal. Staff recommend the implementation of "No Parking" restrictions on the south side of Sailwind Road between Great Lakes Drive and Loons Call Crescent/Smoothwater Street. Impact to area residents will be minimal.

2 Recommendations: 1. That the report from Michael Parks, Manager, Traffic Engineering Services, Works and Transportation Department, dated January 29, 2009, re: Parking issues- Wards 1, 6, 8 and 9 be received; 2. That Traffic By-law 93-93, as amended, be further amended to implement "No Parking, " on the inner side of Pressed Brick Drive from a point 64 meters west of Yellow Brick Road (southerly intersection) to a point 67 meters east of Yellow Brick Road (southerly intersection); 3. That Traffic By-law 93-93, as amended, be further amended to implement "No Parking, " on the west side of Willick Place between Lake Louise Drive and Wilmont Crescent; 4. That Traffic By-law as amended, be further amended to implement "No Parking, " on the south side of Wilmont Crescent between Willick Place and the eastern limit of the roadway; 5. That Traffic By-law 93-93, as amended, be further amended to implement "No Parking, " on the south side of Balmoral Drive from a point 100 meters east of Bramalea Road to a point 140 meters east of Bramalea Road; 6. That Traffic By-law 93-93, as amended, be further amended to implement "No Parking, 7.00 a.m. to 5.00 p.m. Monday to Friday" on the south side of Sailwind Road between Great Lakes Drive and Loons Call Crescent/Smoothwater Street. Background: Staff regularly review on street parking on roadways to address potential safety issues created by vehicles parked on both sides of the roadway. The need to implement or modify parking restrictions is considered taking into account public safety, access requirements of emergency and service vehicles, and the site specific characteristics of the roadway. Observations were conducted on Pressed Brick Drive, Willick Place, Wilmont Court, Balmoral Drive and Sailwind Road to assess the frequency and impact of on street parking. Current Situation: Pressed Brick Drive Observations conducted on Pressed Brick Drive revealed on street parking evident in the proximity of Yellow Brick Road, which is causing access issues for emergency vehicles.

3 Based on the results of the investigations, staff recommend the implementation of "No Parking, " on the inner side of Pressed Brick Drive between a point 64 meters west of Yellow Brick Road (southerly intersection) and a point 67 meters east of Yellow Brick Road. Please see Figure 1 for an illustration of the proposed parking restriction. The implementation of the proposed parking restrictions will improve sightlines and assist in providing a clear passageway for traffic. Residents have been informed of the proposed parking restrictions. Willick Place. Wilmont Court Willick Place and Wilmont Court are local roadways where on street parking is primarily used by residents and their visitors. Observations undertaken by staff revealed that parking was evident on both sides of the roadway causing egress problems for residents and limited access for through traffic. Based on the results of the investigations, staff recommend the implementation of "No Parking, " on the west side of Willick Place between Lake Louise Drive and Wilmont Crescent and the south side of Wilmont Crescent between Willick Place and the eastern limit of the roadway. Please see Figure 2 for an illustration of the proposed parking restrictions. The implementation of the proposed parking restrictions will improve sightlines and assist in providing a clear passageway for traffic. Residents have been informed of the proposed parking restrictions. Balmoral Drive Observations conducted on Balmoral Drive in proximity to Darras Court revealed on street parking, which causes a reduction in sightlines for vehicles exiting Darras Court. As such, parking restrictions are required within fifteen meters of the intersection. Based on the results of the investigations, staff recommend the implementation of "No Parking, " replacing the current "No Parking, 7.00 a.m. to 9.00 a.m. and 4.00 p.m. to 6.00 p.m. Monday to Friday" on the south side of Balmoral Drive between a point 95 meters east of Bramalea Road and a point 140 meters east of Bramalea Road. Please see Figure 3 for an illustration of the proposed modifications to the existing parking restrictions. The implementation of the proposed parking restrictions will improve sightlines for exiting vehicles from Darras Court.

4 There are no direct residential frontages along this portion of Balmoral Drive, therefore the impact felt by area residents will be minimal. Saiiwind Road Observations conducted on Saiiwind Road determined frequent on-street parking on both sides of the roadway associated to the adjacent traffic/parking generators (school and place of worship) creating egress problems for residents, and limited access for through traffic. Based on the results of the investigations, staff recommend the implementation of "No Parking, 7.00 a.m. to 5.00 p.m. Monday to Friday" on the south side of Saiiwind Road between Great Lakes Drive and Loons Call Crescent/ Smoothwater Street. The parking restrictions are proposed during daytime only because the frequency of parking observed occurred predominately during the aforementioned time interval and is associated to the adjacent traffic generators (school and place of worship). Please see Figure 4 for an illustration of the proposed parking restriction. The implementation of the proposed parking restrictions will improve sightlines and assist in providing a clear passageway for traffic. There are no direct residential frontages along this portion of Saiiwind Road, therefore the impact felt by area residents will be minimal.
