13 Energy Performance Certificates All Residential and commercial properties for rent in the UK must have a current Energy Efficiency Certificate There is a 200 fixed penalty for not producing a valid EPC when requested, for not commissioning an EPC before marketing or if no EPC is displayed in any advertising. From 2016 Landlords of residential property will not be able to unreasonably refuse tenants requests for energy efficiency improvements where financial support is available must meet rating E or better. It will be unlawful to rent out a residential or commercial property not meeting this standard. The caveat is the landlord is not expected to make out of pocket improvements and is only obliged to do as much as the Green Deal would fund. It is unclear what will happen since the demise of the Green Deal.

18 Conclusions Successive Governments have failed in establishing a long term coherent energy policy. Price volatility and supply are likely to become more prevalent. There is an opportunity to take some control of your energy supply and cost. Look at renewables, not as a short term financial bonus but as pert of the businesses long term strategy.
