Paul Cripps, P.Eng., irector, Engineering Services ate: May 7, 2007 Report No. ENG Subject: Rural Road Speed Limit Review RECOMMENATION: That Report ENG be received for information; EXECUTIVE SUMMARY AN THAT the posted speed limits remain unchanged on rural roads under the jurisdiction of the Town of Milton; AN THAT updated speed studies be completed in the Spring of 2007 on Second Line Nassagaweya between 10 Side Road and 15 Side Road where the speed limit was reduced from 80 km/h to 70 km/h and report the findings back to NCCC; AN THAT speed studies and an origin destination study be completed on Second Line Nassageweya north of 15 Side Road and also Twiss Road north of Campbellville Road) and Reid Side Road to determine the 85 th percentile speed and the percentage of cut-through traffic; AN FURTHER THAT Town of Milton Traffic Engineering Staff participate in working committee set up by Halton Regional Police to review traffic issues. The Engineering Services epartment completed a number of speed studies and origin destination studies on rural road segments in the Spring of These results were used to determine if speed limits on roadways running parallel within 1.5 km of a Regional Road with a lower posted speed limit should be reduced by 10 km/h. The results of Origin estination studies are also used to determine if there is a warrant for speed reduction. As a result of a number of these, it was determined that the speed limits on rural roads should remain as presently posted.
2 The Corporation of the TOWN OF MILTON CS Report No.ENG Page No. 2 REPORT Background The Engineering Services epartment completed an extensive review of operating speeds within the rural areas of Milton during These studies were completed as a result of a request from the Nassagaweya Community Consultation Committee to reduce the speeds along a number of rural roads in Nassagaweya. A presentation of our findings was made to the Nassagaweya Community Consultation Committee on April 2, 2007 by staff from the Town of Milton, Region of Halton and Halton Regional Police. The results of our findings were well received by the attendees at the Nassagaweya Community Consultation Committee meetings. As a result of our presentation it was requested that speed study and an origin destination study be competed on Second Line Nassageweya north of 15 Side Road and also on Twiss Road north of Campbellville Road) and Reid Side Road to determine the 85 th percentile speeds and the percentage of cut through traffic. Once these studies have been completed as well as a follow up speed study on Second Line Nassageweya between 10 Side Road and 15 Side Road, these findings will be presented to the Nassagaweya Community Consultation Committee. iscussion Twenty-four hour speed studies were completed on a total of fifty 50) road segments during 2006 to determine the 85 th percentile speeds along these roadways. The following definitions are important to understand in relation to speed studies: Posted Speed Limit is the speed prescribed for motor vehicles on a section of road by municipal by-law in accordance with The Highway Traffic Act 85 th Percentile Speed is the speed at or below which 85 percent of the drivers are observed to travel at a particular location Operating Speed is the speed at which a driver is observed operating a vehicle at a particular location
3 The Corporation of the TOWN OF MILTON CS Report No.ENG Page No. 3 esign Speed is a speed selected as a basis to establish appropriate geometric design elements for a particular section o road so that drivers can travel safely at that speed under ideal conditions Speed Study Results The results of the speed studies are attached as Appendix I. Within this spread sheet the road segment, posted speed limit, 85 th percentile speed and the AAT Average Annual aily Traffic) are noted. There are a number of locations that were monitored where the 85 th percentile speed is km/h over the posted speed limit and some locations where the 85 th percentile speed is greater than 20 km/h over the posted speed limit. Appendix II graphically represents the posted speed limits and the 85 th percentile speeds. As a result of this rural speed review Town staff engaged the Halton Regional Police to discuss/review our findings and to get their input with respect to the manpower requirements for speed enforcement. Traffic staff from the Region of Halton was also involved in reviewing the speed study results. Traffic Engineering studies by external organizations regarding driver behaviour have proven the following: river s tend to drive at a speed that they feel comfortable based on roadway geometrics and roadside development; Setting the posted speed limit at the 85 th percentile speed will generally result in a low dispersion in travel speeds in the traffic stream; Reducing the posted speed limit has little overall effect on the operating speed; A posted speed limit that is set too low will result in a significant number of reasonable drivers operating illegally, place unnecessary burdens on law enforcement personnel and lead to a lack of credibility of the posted speed limit and result in unsafe conditions due to a wide range of speeds.

In order for the posted speed limit to be reduced 10 km/h, % of the AAT during the a.m. and p.m. peak periods must be cut through traffic. The 85 th percentile speed on Twiss Road is between and km/h within a posted 80 km/h speed zone and the total amount of cut through traffic was found to be 7%. Therefore, the threshold value of % cut through traffic was not met, and Twiss Road doesn t warrant a reduction to the posted speed limit. PSI Potential for Safety Improvements) The Town of Milton has recently received a final copy of the Safety Performance Functions SPFs) and Network Screening that was completed for all municipalities with Halton as well as the Region of Halton. The methodology used in this study incorporated collision and traffic volume data and state-of-the-art Safety Performance quantitative traffic safety analysis. Specifically, the approach used Safety Performance Functions SPFs) and a network screening process and related software to identify sites with promise based on potential for safety improvements. Appendix III and IV illustrates the Potential for Safety Improvements PSI) for both midblock screening and intersection screening. Intersections and road segments in Nassagaweya have an acceptable PSI and there are no safety improvements required at this time. Halton Regional Police The Halton Regional Police have been very involved with both Town and Regional traffic staff in dealing with the rural speed issue. They have provided statistics that indicate the total number of Traffic Accident calls that were received in 2006 at both rural intersections and on rural road segments. As illustrated in Appendix V and
5 The Corporation of the TOWN OF MILTON CS Report No.ENG Page No. 5 Appendix VI the number of calls for service are much lower in Nassagaweya compared to other rural areas of Milton. As a result of this study, Town and Regional traffic staff have built a relationship with the Halton Regional Police and will be meeting regularly to discuss traffic related speed, crash, safety) issues. The Halton Regional Police have also indicated that artificially lowering the posted speed limit on roadways would put a higher demand on their resources. The Halton Regional Police are presently going through a reorganization in hopes of having a traffic unit placed in each division to deal with all traffic related issues such as speeding. It is anticipated with a specialized unit that a greater amount of time may be spent dealing with traffic concerns. Relationship to the Strategic Plan Facilitate the safe movement of people and goods, and enhanced travel to, from and within the community.
