ABOUT FUEL CONSUMPTION PEFOMANCE OF PLUG-IN HYBID ELECTIC VEHICLES Kokujikan No. 86 of July 30, Specific Procedures for Information Provision, etc. for Motor Vehicle s, etc. When a motor vehicle manufacturer, etc. provides motor vehicle users, etc. with the information about fuel performance, characteristics, etc. of plug-in hybrid electric vehicles, the following points shall be kept in mind: (1) Basic characteristics of plug-in hybrid electric vehicles Efforts shall be made to effectively provide motor vehicle users, etc. with the information about the basic characteristics of plug-in hybrid electric vehicles that those vehicles have functions for both plug-in run: hybrid run: function to recharge electric energy in the battery from an external power source and to run by utilizing it, and function to run as a hybrid vehicle, and to gain full understanding of motor vehicle users, etc. regarding these basic characteristics of plug-in hybrid electric vehicles (See Figure 1 of Attached Sheet 1). (2) Fuel performance of plug-in hybrid electric vehicles In providing information of Item (1) above, supplementary information shall be provided keeping in mind Items A to C, Item (2), Paragraph 3 of the Enforcement Procedures to promote appropriate understanding of motor vehicle users, etc. regarding their fuel performance. (3) Calculation and information provision of estimated fuel performance (approximate values) according to usage pattern of individual motor vehicle users and examples of typical usage pattern If, in connection with Item (2) D, Paragraph 3 of the Enforcement Procedure, the motor vehicle manufacturer, etc. calculates the estimated fuel performance (approximate values) according to usage 1

2 patterns of individual motor vehicle users and examples of typical usage pattern and provides that information as reference information, the calculation methods shown below shall be used. It shall be kept in mind, however, that the estimated fuel performance (approximate value) is a value obtained on the assumption that the battery is charged once a day to its full capacity taking advantage of night charging, etc., and no additional charging is performed in the course of trip during the day. 2. Detailed Procedure for Official Announcement of Fuel Consumption Performance As for the procedure for official announcement of fuel performance, in addition to the provision of Paragraph 4 of the Enforcement Procedures, provisions in the Official Announcement Procedure for Fuel Consumption Performance of Motor Vehicles (Kokujikan No. 233 of April 1, 2008; hereinafter referred to as the Official Announcement Procedure ) shall apply mutatis mutandis, except for the items specified below: (1) The forms of official announcement data in Paragraph 2 of the Official Announcement Procedure shall be replaced by the forms in Attached Sheet 2 to this circular. (2) The provisions of Paragraph 3 Points when Filling-in Official Announcement Items and Official Announcement Data of the Official Announcement Procedure shall be applied mutatis mutandis in the following ways: A. For plug-in hybrid electric vehicles, data shall be prepared separately from the vehicle models specified in Items q to!1 of Paragraph 3 of the Official Announcement Procedure. B. As regards the CO 2 emission amount per km running mentioned in Item (5), Paragraph 3 of the Official Announcement Procedure, the CO 2 emission amount per km running shall be calculated and recorded using the plug-in hybrid fuel rate (blended fuel rate) mentioned in Item (3), Paragraph 2 of this circular. C. As for the Principal measures for improving fuel, in addition to the examples of entry described in Attached Sheet 1 to the Official Announcement Procedure, PH shall be used as a symbol of introduction of a plug-in hybrid system. 2

In the CO2 emission amount column, no entry is required as the calculating formula is already inputted. If a column is to be added, copy the contents of the cell. However, in the case of diesel-powered motor vehicles and LPG-fueled motor vehicles, the coefficient needs to be corrected. 4. For OEM production vehicles, append an asterisk (*) mark and number before the sales name, and write down the name of the OEM manufacturing business operator outside the table. 5. egarding the Others column, entries shall be made keeping following points in mind: q Matters unrelated to the factors for different fuel shall not be entered. w Avoid as much as possible using a unique proper noun for the manufacturing business operator, etc., but use a general term. If no appropriate general term is available, append explanation for the proper noun on a margin. 8
