3 I. Focal Areas of GEF-UNDP Funds 1.The Global Environmental Facility (GEF), established in1991, helps developing countries fund projects and program that protect the global environment. GEF grants support projects related to six domains, including Biodiversity Climate change International waters Ozone depletion Land degradation Persistent organic pollutants 3

Projects addressing climate change, making up the second largest group of GEF funded projects, focus on following objectives: Renewable energies Energy efficiency Sustainable transportation New low-ghg energy technologies Adaptation Enabling activities, national communications and other obligations under the United Nations Framework Convention on Climate Change (UNFCCC) 4
5 3. FCB accords with the targets of a number of Operational Strategies in Climate Change sector and gains the supports Operational Program 11 Promoting environmentally sustainable transport Operational Program 7 Reducing long-term costs of low GHGemitting energy technologies which notices fuel cell, initially for mass transportation and distributed combined heat and power application as one of the technologies would be emphasized. Operational Program 6 Promoting adoption of renewable energy. Operational Program 5 Removing barriers to energy conservation and energy efficiency. 5
6 II. Current Status of FCB Demonstration in Beijing 1. Inception of project part I on March 27th Signature of procurement contract for Beijing on 25th May, FCBs were supplied by DaimlerChrysler as the opening bidding winner Citaro FCBs handover in Beijing on 23th Nov
7 4. Three FCBs started formal operation for public in Beijing on 20th June 2006 after FCB certification, staff training, trial running etc.. 7

9 5. The demonstration route is 18.2 km with 11 stops in north-west Beijing. Three FCBs operate five weekdays per week. 9
10 6. The garage and maintenance workshop and parts storehouse are in-service now. 7. Temporary fueling equipments with off-site hydrogen supply has been set up in Nov

By 17th October 2006 Total kilometer driven: 26,598 km Hours of operation: 1,570 hr Average speed: km/h Average H2 consumption per 100km: kg Average bus availability: 89.52% Total amount of hydrogen filled: 2740 kg Passengers carried: over 3,500 Three FCBs show great performance. There are no serious incidents during the first three months operation. Public along route and passengers gave High appreciation for FCB demonstration and enjoy the riding. 11
12 9. Beijing hydrogen refueling station SinoHytec Co., BP and Tongfang Co., cooperate to construct of Beijing H2 refueling station. BP offers technological supports and fund in-kind. Beijing H2 refueling station is expected to be completed at the end of October this year. 12
13 Phase 1: hydrogen supplied by external source (2006) Phase 2: an equipment of natural gas reforming will be established on-site in Phase 3: on-site renewable energy for H2 production, such as solar, wind etc. in
14 10. Ridership survey Two times investigation were conducted in July 2005 and August 2006 respectively. Total 1000 and 900 questionnaires were disseminated for each time. In survey, the number of FCB awareness among public reached at 15% rapidly to 70% comparing with it before demonstration. Safety and cost concern of FCB are main issues among public. Since demo route operate, the number of people who do not worry about FCB safety increased significantly from 35% to 88%. 14
15 III. Current Status of Project Part II 1. GEF-UNDP-China FCB project part II was approved by GEF in July the preparation including legal, administration and implementation are ongoing. The inception is expected to be held at the end of this year. 2. Part II main tasks include: continue to FCB demonstration in Beijing; to purchase 3-6 FCBs for Shanghai, in parallel construct hydrogen refueling station and start demo operation; based on the experiences of demonstration, to study the feasibility of FCB demo in large scale and related tasks for next phase. 15
16 3. Shanghai introduction (1). Shanghai is the center of industry, business and finance for China. It is also the hub of road, railway, air, and water and sea transportation. The area of Shanghai is 6,700 km2 and its population is 20 million including 4 million temporary inhabitants. Shanghai faces great environmental and energy challenges under such conditions. 16
17 (2). Shanghai follows a sustainable development policy and is attempting to build an environmentally sustainable city. The vehicle emission control policy in Shanghai is as strict as that in Beijing and public transportation is a priority. There are more than 18,000 buses running. Vehicle emission contributes 85% of CO,96% of HC and 56% of NOx. (3). Shanghai has strong industrial base, chemical industry and iron & steel industry provide abundant hydrogen byproduct gas which be valuable for hydrogen production in Shanghai. 17
18 (4). Shanghai government support electric vehicle development, it was one of the first cities who promote electric bicycle development and has a large number. The super capacitor electric buses are in service in shanghai. Super capacitor electric bus and charging station (5). In 2001, shanghai government cooperated with GM to develop FC Minivan prototype. 18
19 (5). In the national tenth hightech development five years plan ( ), with the supports of national and local governments, a team headed by Tongji university takes responsible for R&D of FC car. By 2005, ten FC car prototypies have been developed. In Bibendum Challenge 2005 and 2006, FC car gained 5 A-class Award individually. 19

23 IV. FCB Development in China China have paid attention on PMFC R&D since 90 s. One of major FC suppliers is Dalian Institute of Chemical Physics, Chinese Academy of Sciences, the other is Shanghai Shen-li High Technologies Co., which was founded in June 1998, focusing on air supply with ambient pressure. During the past five years, both of them have developed series of fuel cell system for FC car and bus, rated output ranging from 30 to 100 kw. 23
