ThisreportisanassessmentoffindingsinLakeGeneva.SectionOneisanoverviewoftheprocessof theparkingstudy.sectiontwoisanassessmentofhowtheexistingparkingisoperatingandhowmuch newparkingmayberequiredbasedoncurrentandanticipatedfuturedevelopmentsalongwith seasonalimpactsfromresidentsandtourists.sectionthreeisanoverviewofpublicinput.sectionfour istherecommendationsandsectionfivediscussesnewparking. SoutheasternWisconsinRegionalPlanningCommissionMemorandumReportNo106, CityofLakeGenevaCentralAreaParkingStudy, CityofLakeGenevaZoningOrdinance,May2010 CityofLakeGenevaComprehensiveMasterPlan,August30,2011 Theprocessconsistedofatwopartanalysis.Thefirstpartoftheanalysisincludedadeterminationof theparkingdemandbyblockbasedontheprovidedbuildinginventoryandcalculatedparking generationfactorsper1,000squarefeetofgrossfloorspace.thedemandwascomparedtothe availablesupplyandtheresultingsurplusordeficitdeterminedonablockbyblockbasis. Thesecondpartoftheanalysisinvolvedcomparingtheparkingsurplusanddeficitpatternstothe observedconditionsasdeterminedbytheturnoverandoccupancydata.thiscomparisonoffereda benchmark,bywhichthesurplusanddeficitdatawascalibrated. ParkingSupply Thefollowingtablesummarizestheexistingparkingsupplyinthestudyarea.Thereareatotalof3,122 parkingspacesinthestudyarea.ofthesespaces1,251areonstreetspaces,598areoffstreetpublic spaces,and1,273areoffstreetprivatespaces. TurnoverandOccupancyStudy FieldworkforthestudyincludedaturnoverandoccupancystudyconductedbyRich&Associates staff. Thisstudyinvolvedanexaminationofonstreetandoffstreetparkingoccupanciesandvehicle movementsencompassingbothdaytimeandeveninghoursduringpeakseasonandoffpeakseason. TheoccupancystudiesoccurredonaThursdayandSaturdaybothinMayandJuly. TurnoverObservations: Themajorityofvehiclesforallfourcounts(66%andgreater)parkedinaspacefortwohoursor less. Theturnoverratewascloserto4.0forthreeofthefourcounts. 13 Downtown Parking Study Needs Lake Geneva, Wisconsin FinalReport Apointtoconsiderregardingtheparkingsupplyandoccupancyresultsisthatmotoristsingeneral perceiveoffstreetspaceswithoccupanciesgreaterthan85percenttobeatcapacity.whenthisoccurs, motoristswillbegintorecirculatetoseekmoreparking,addingtotrafficcongestionandthedrivers perceptionthatthereisnoparkingavailableinthedowntown. ParkingDemand ThestudyanalyzedhowmanyparkingstallsareneededtoservelandusesinLakeGeneva.Theamount ofparkingneededwasderivedfromseveralsources;surveysofbusinesses,buildinginventoryprovided bylakegeneva,rich&associates modelsfromothercommunitiesandfromresourcessuchasthe InstituteofTransportationEngineersandtheUrbanLandInstitute. Theworkcontainstwolevelsofanalysistodeterminethenumberofparkingspacesneeded.Firstisa mathematicalorhypotheticalmodelofparkingdemandbasedonthebuildinggrossfloorarea.the mathematicalmodelmultipliesaparkingdemandgenerationratiobytheareaofspecificlandusesto derivethenumberofspacesneeded.thesecondisamethodofusingfieldobservationstocalibratethe mathematicalmodelandhelptoestablishprojectedparkingspacesneeded. PeakSeasonParkingDemand Duringpeakseasonperiodstheparkingsystemisreachingfullcapacity.Thiscausesparkingpatronsto spilloverintoapproximately324spacesintheresidentialareas,whicharenotincludedintheparking demandmatrixaspartoftheparkingsupply.evenwiththeadditionof198spacesintheschoolparking lotsthatareavailableforusewhenschoolisnotinsession,theentireparkingsystemisfullandparking beginstospillintoresidentialparkingbeyondtheparkingstudyboundaries.duringpeakseason weekdaystheparkingsystemisoperatingnearcapacityandontheweekendstheparkingsystemis operatingbeyondcapacity. Block20hasthehighestdensitywithoutanyoffstreetpublicparkingwhichinturncreatesthehighest parkingdeficitinthedowntown.thisblockcontainsseveralrestaurantswhichrequiremoreparking thanothertypesofuses.duringpeakseasonthisblockhasaparkingshortageof+/630spaces. Itshouldbenotedthatthepeakseasonparkingdemandisdrivenbytourists,canbeeffectedby economicfactorsandcanchangedailybasedontheweather.manyofthecustomer/visitorsare comingtolakegenevaforthewaterfrontarea,specificallythebeachandtheboatcruises. Thecurrentpeakseasondeficitis350parkingspaceswhichdoesnotincludethe324residentialparking spaces.ifthese324spaceswereincludedasavailablesupplythedeficitisreducedto26spaces.this correlateswiththeobservedneedswithinthedowntownduringpeaktimes. Thereiscurrently37,040squarefeetofvacantspaceinthedowntown.Todeterminetheparking demandforfuturescenariosthisvacantspacewascalculatedat40percentoccupiedinthefiveyear scenarioandat80percentoccupiedinthe10yearscenario.thiscalculationusesthemixeduseparking generationratioof3.45parkingspacesper1,000squarefeet.theadditionalparkingdemandincreases the5yearparkingdeficitto401spacesandthe10yearparkingdeficitto452spaces. 14 Downtown Parking Study Needs Lake Geneva, Wisconsin FinalReport OffPeakSeasonParkingDemand DuringtheoffseasonmonthsinLakeGenevathereisnotaparkingproblem.However,therearestill peoplewhowillparkintheresidentialareasandfreeparkinglots,especiallyemployeestaking advantageoffreeparkingandtheneedtoparkfortheentireday.inthecorearea,giventhefivehour parkinglimit,employeeswouldhavetomovetheirvehiclesonceaday.thismakesitevenmore beneficialtotheemployeestohavebothfreeparkingandnotimelimits. Duringtheoffseasonperiod,thestudyareahasasurplusof78spaces.Thissurplusdoesnotinclude the324onstreetspacesintheresidentialareas,nordoesitincludethe198spacesinthetwoschool lotswhichareavailableonlyduringpeakseasonwhenschoolisnotinsession.thesurplusdoesinclude thedunnfieldlot(40spaces)thatisavailableasfreeparkingyearround. Whenlookingatthefuturethereis37,040squarefeetofvacantspaceinthedowntown.Thissquare footagewasassumedtobe40percentoccupiedinfiveyearsand80percentoccupiedin10yearsusing themixeduseparkinggenerationratioof3.11parkingspacesper1,000squarefeet.thisreducesthe parkingsurplusinthe5yearto2andthe10yearchangestoaparkingdeficitof42. RecommendationSummary Therecommendationscontainedinthisreportrepresentacombinationofbestpracticestailoredtothe parkingsituationinlakegenevaandareintendedtoenhancetheexistingsupplyofparkingthrough operational,management,configuration,parkingpricingandallocationchanges.whileaimedprimarily atincreasingtheefficiencyoftheparkingsystem,therecommendationsarecomprehensiveandprovide aholisticapproachtoimprovingparkinginthedowntowntodayandprovideaplanforfuturegrowth. Aparkingsystemisnotjustaboutparkingvehicles,italsoinvolvesthewalkabilityofadowntown, signage,parkingenforcement,lighting,conditionsoftheparkingareasaswellasmarketingparkingto businessowners,employeesandcustomers/visitors.theutilizationoflotswilldependonmanyof thesefactors.fundamentally,theseissuescanimpactaparkingsystemandthereforedowntown economicsingeneral. AllrecommendationsprovidedareintendedtoaidLakeGenevaincreatinganefficientparkingsystem, whetherusedindividuallyorasapackageofsystemwideimprovements.withaunifiedapproach however,lakegenevawillbebestpreparedtoaddressparkingrelatedissuesandhandlenew developmentnowandinthefuture. Turnover Turnover is the number of vehicles that occupied a parking space in a particularperiod.forexample,ifaparkinglothas100spacesandduringthecourseof the day, 250 different vehicles occupied the lot, then the turnover is two and a half times(2.5). OccupancyThenumberofvehiclesobservedinaspecificlotorblockfacerepresented asapercentageofspacesoccupied. OccupancyRate Thepercentageofallparkingspaceswithvehiclesparkedinthemat agiventime. Circuit A circuit refers to the twohour period between observances of any one particularparkingspace. Fortheturnoverandoccupancystudy,adefinedroutewas developed for each survey vehicle. One circuit of the route took approximately two hourstocompleteandeachspacewasobservedonceduringthatcircuit. Block20hasthehighestdensitywithoutanyoffstreetpublicparkingwhichinturncreatesthehighest parkingdeficitinthedowntown.thisblockcontainsseveralrestaurantswhichrequiremoreparking thanothertypesofuses.duringpeakseasonthisblockhasaparkingshortageof+/630spaces. Itshouldbenotedthatthepeakseasonparkingdemandisdrivenbytourism,canbeeffectedby economicfactorsandcanchangedailybasedontheweather.manyofthecustomer/visitorsare comingtolakegenevaforthewaterfrontarea,specificallythebeachandtheboatcruises. Thecurrentpeakseasondeficitis350parkingspaces,whichdoesnotincludethe324residential parkingspaces.ifthese324spaceswereincludedasavailablesupplythedeficitisreducedto26 spaces.thiscorrelateswiththeobservedneedswithinthedowntownduringpeaktimes. Thereis37,040squarefeetofvacantspaceinthedowntown.Inthefuturethissquarefootagewas assumedtobe40percentoccupiedinfiveyearsand80percentoccupiedin10yearsusingthemixed useparkinggenerationratioof3.45parkingspacesper1,000squarefeet.thisadditionalparking demandincreasesthe5yearparkingdeficitto401spacesandthe10yearparkingdeficitto452 spaces. OffPeakSeasonParkingDemand DuringtheoffseasonmonthsinLakeGenevathereisnotaparkingproblem.However,therearestill peoplewhowillparkintheresidentialareasandfreeparkinglots,especiallyemployeestaking advantageoffreealldayparking.inthecorearea,employeeswouldhavetomovetheirvehicleonce giventhefivehourparkinglimits.thismakesitevenmorebeneficialtotheemployeestohaveboth freeparkingandnotimelimits. AllrecommendationswithinthissectionareintendedtoaidLakeGenevaincreatinganefficientparking system,whetherusedindividuallyorasapackageofsystemwideimprovements.withaunified approachhowever,lakegenevawillbebestpreparedtoaddressparkingrelatedissuesandhandlenew developmentnowandinthefuture. ThepositionwouldreporttotheCityAdministratorandtheParkingCommissiongivingmonthlyupdates ofthesystem.changestothesystemthathavebeenissuedfromcitycommissionwouldbedirectedby theparkingmanagertoappropriatestaff. Withinthedowntownthereareverylimitedlocationsthatareofsufficientsizetoprovideforthe necessarygeometryofaparking,arenotcurrentlyoccupiedbyexistingcommercialorresidential buildingsand/orarecloseenoughtothedowntowntoprovidethebeneficialparking.therefore,the proposedsiteistheexistingmunicipal(andprivatelot)ongenevastreetbetweenbroadandcook. Rich&Associatesinvestigationofthissitehasshownthatastructureof438spacescouldbedeveloped thatwouldproduceanetadditionof322parkingspacesforthedowntown.
