To understand key drivers for Vehicle Selection Vehicle types, specifications and volumes To Optimise fleet utilisation % usage Owned, leased, grey fleet, hired, rented, pooled etc. To Inform policy decisions Purchase vs Lease vs Rental Use of grey fleet Adoption of salary sacrifice schemes Driver standards and training Why analyse vehicle data?
Sources of Information External sources: Leas e contracts Fleet management service provider Telematics data Fuel C ard us age Ins urance claims Damage costs Internal sources Fleet management systems HR and expense claims
Types of Fleet Profiles and Usage Depends on the organisational need Different profiles: Purchase Lease (Contract Hire) Hired/rented vehicles Daily Rental Flexible Rental Different uses: Operational Business Travel E.g. pool cars, Daily Rental vehicles Salary Sacrifice
Mitigating Risk in Uncertain Times What is Flexible Rental? Bridges gap between a committed lease and an ad-hoc Daily Rental Usually for 28+ days Relatively quick order to delivery No delivery or collection charges No early termination of contract costs Typically better value than a hire, but not quite as good as a lease/purchase Supports peaks/troughs in demand
Understanding CCS whole-life vehicle costs
Whole Life Costing Takes into account all costs over the period of usership e.g. P urchas e price Depreciation and residual value S ervicing, maintenance and repair cos ts R unning cos ts s uch as fuel Emis s ions B IK / Taxation implications for vehicles with an element of pers onal us e Lease vs. Purchase vs. Rental The newly upgraded C C S Fleet Portal can help!
The Fleet Portal Generate real time quotes for purchase and lease - quickly and eas ily C hoos e from a full range of vehicles and manufacturers Compare up to 3 vehicles s ide by s ide Filter on key criteria including environmentally sustainable and safety options R eview a full breakdown of whole life costs Link to Fleet Portal

The move towards CCS ultra-low emission vehicles
Challenging times for fleet - policy and legis lation outpacing the market s upply/availability C C S working with: Office for Low Emis s ion Vehicles (OLEV) J oint Air Quality Unit (DfT & Defra) Government Buying Standard for Transport Government Fleet Commitment Safety standards in vehicles E nergy S avings Trus t C C S cons olidate and s hare information with cus tomers to ens ure that they are prepared for future changes

CAZ pressure Air pollution Licensing Range of fuel and technology options Local authority workshop National policy perspective Local authority case studies 2
National Policy Perspective The Road to Zero Strategy This is a strategy for the whole UK and all the measures outlined (except where indicated) are available across the UK. We will continue to collaborate closely with the devolved administrations in Scotland, Wales and Northern Ireland, and partners in local government The devolved administrations and local authorities have a crucial role to play during the transition to zero emission vehicles and addressing local air quality issues. Many local authorities are already taking action to accelerate the transition to zero emission road transport, including the eight Go Ultra Low cities Ambition to see at least half of new cars to be ultra low emission by 2030 as part of plans to make the UK the best place in the world to build and own an electric vehicle all new cars and vans to be effectively zero emission by

Local Authority Collaboration Ideas sharing and events Joint bids Go Ultra Low Cities group, OLEV funded Dundee 100 electric taxis 5
APSE Energy Publication Go Ultra Low Oxford This document explains the steps Oxford have taken so far, some of the problems they have come across and solutions they have identified, how they have engaged with private and public sector partners and what they plan to do next. It will help other local authorities when they are considering their own approaches to this issue over the coming years and highlight the progress that can be made. Series of Oxford publications, tracking progress APSE Energy members free electronic and hard copy 6
Discussion 1. Have you progressed any EV taxi projects? What barriers to EV taxis do you experience in your area? 2. Rapidly developing area. News of Uber in London last week. What would help you to keep up to date? 3. Would you consider introducing an electric taxi trial in your council? 7

For people like us
We have about 70 tubes to monitor air quality in B&NES and we have to inspect & change them all each month. The E.V. is great for this as not only are we not contributing further to air pollution, but the public comment on the joined up thinking- for once! Gary, Environmental Monitoring I am delighted we took the decision to replace two diesel vans with the all electric Nissan env200 vans. The drivers love them and we will deliver the same service 100% more sustainably and for less. Brilliant! Shaun Information Management Service
Staff Offers Bath and North East Somerset The place to live, work and visit
What does that deliver? Consistent policy Safer, cleaner & appropriate pool cars Flexible travel options for flexible working Partnerships
- For team & individual level support Allegedly, I m one of the highest users in the Council of a tablet computer on the move! The train journey & walk to the Keynsham offices only takes 20 minutes and feels like time well spent. I always arrange mgt. meetings at 15 minutes past the hour to align with the train timetable. A small detail but helps a lot. Andrew Pate, Strategic Director Hi Anthony Just had loads of fun, clocked up a few miles and finished the survey in under what I had estimated. Came back along the river bank from Brassmill Lane. No traffic. What joy! I will definitely be using it again and will promote it around the office. When can we have more? Paul- Highways
