3 Appendix B: Air Quality Analysis B.1 AIR QUALITY ANALYSIS This Appendix contains data and assumptions used to calculate emissions resulting from changes in aircraft activity, construction, and increases in ground access vehicle emissions associated with implementation of the Proposed Action. This air quality analysis quantifies emissions associated with contributor for the following criteria pollutants: carbon monoxide (CO), volatile organic compounds (VOCs), nitrogen oxides (NOX), sulfur oxides (SOx), and two different types of particulate matter (PM2.5 and PM10). B.1.1 Methodologies This section discusses the procedural methodology involved in determining air quality impacts as a result of each emission contributor. In addition to a construction emissions inventory, an operational emissions inventory is necessary to quantify air quality impacts associated with the addition of SF50 and SR22 aircraft operations. An operational inventory is also a necessary component of the analysis in order to quantify emissions resulting from new workers entering and exiting Airport property. B Construction Emissions Methodology Construction emissions are quantified using the Airport Cooperative Research Program (ACRP) Airport Construction Emission Inventory Tool (ACEIT). Construction-related emissions can originate from several sources on or off a construction site, such as; heavy equipment (delivery trucks, dozers, backhoes, graders, rollers); particulate matter from site preparation, clearing, and movement along unpaved areas; and construction workers commuting to and from the project site. Construction emissions include, but are not restricted to estimation of construction duration, construction type, materials used, estimated cost of construction, number, type, duration, and intensity of construction equipment usage, vehicle miles traveled, ambient meteorological conditions, fuel type used, and anticipated quantity of materials consumed. The following components of construction activities were used to develop construction equipment usage requirements for each project component: square feet of concrete and bituminous paving, grading, hydroseeding, clearing and grubbing, dust control; volumes of topsoil excavation, concrete and asphalt removal, material delivery; linear feet of drainage improvements, wiring, and utility conduits; and area of structural construction. On-road and non-road equipment usage was then calculated on an hourly basis using individual equipment performance characteristics and the quantities discussed above. These hourly usages were then applied to on-road and non-road emission factors unique to each piece of construction equipment that would be required to construct each project component. Finally fugitive emissions resulting from ground disturbance and off-gassing of materials was completed using quantities and emissions factors for each type of activity. B Operational Emissions Methodology Operational emissions modelling for aircraft is conducted using the Emission Dispersion Modelling System (EDMS) version , which is the most recent version of EDMS. The new Aviation Environmental Design Tool (AEDT) was not used because this project precluded the release of AEDT 2b. The operational emission inventory was conducted in two separate parts, which included an examination of aircraft and vehicular emissions. Draft EA Cirrus Aircraft Facilities B-1 October 2015

4 Appendix B: Air Quality Analysis Aircraft Emissions Emissions from the maximum number of additional operations aircraft operations were used to quantify emissions for any future condition. This included calculating emissions resulting from the addition of 3,850 SF50 very light jet aircraft and 2,240 SR22 piston aircraft. Vehicular Emissions Since the Proposed Action would create 125 permanent new positions on-airport property, it was assumed that the Proposed Action would generate 375 new daily vehicle trips. This figure assumes that all 125 people drive individually and half leave daily for lunch off-airport. This analysis also assumed a default mix of vehicles, an average speed of 35 miles per hour (mph), and facility operations 5 days a week. The roadway from the access route of the Airport to the proposed Cirrus facility is 0.5 miles. Therefore, a total of 750 vehicle miles travelled (VMT) a day would occur on Airport property, 3,750 VMT per week, or 195,000 annual vehicle miles travelled (AVMT). B.2 IMPACT ASSESSMENT Once a model representing each respective construction and operational scenario are quantified, they are presented in a table and compared against the significance thresholds in FAA Order E, Environmental Impacts: Policies and Procedures.
