KESC through its letter dated November 29, 2008 communicated a Licensee Proposed Modification (LPM) in terms of Regulation 10 of the NEPRA Licensing (Application and Modification Procedure) Regulations 1999 ("the Regulations") for addition/replacement of some of the existing generation facilities as detailed below: - (a). 59 (3). Later on, KESC through its letters dated May 08, 2009, December 11, 2009 and July 03, 2010 communicated additional information regarding the LPM as detailed below:- (a). Addition of a new MW Combined Cycle Power Plant (CCPP) at Bin Qasim (Bin Qasim-II); (b). Decommissioning of Three Gas Turbine Units of KTGTPS and four (04) Gas Turbine Units of SGTPS. (c). De-commissioning of 4 of Korangi Thermal Power Station (KTPS). (4). KESC in "Text 86 Reason in Support of Modification" statement informed that power demand of has increased to 2223 MW in June 2007 and expected to increase to 2800 MW by The existing own generation capacity of KESC is around 1522 MW. The shortage of power is being met through import of power from IPPs, KANUPP and NTDC. In order to overcome the existing shortfall, the management of KESC has undertaken projects to add more capacity by setting up new projects. Regarding, the de-commissioning of the different units of its Power Plants, KESC stated that units of KTGTPS and SGTPS were commissioned in the year 1978 and 1979 respectively. These units have already outlived their designed lives. Cracks have developed on the stator and rotor of these Gas Turbines and the same are not repairable as spares are not available in market. Due to these facts, the maintenance of these units has become very expensive. These Units had a designed efficiency of 24.60% which has now reduced to 21.00%. In view of these facts, KESC has decided to replace these old low efficiency Gas Turbine Units with Gas Engines which have a higher efficiency to the tune of 36.00% to utilize the already allocated Natural Gas more efficiently. About the decommissioning of 4 which is a conventional Steam Turbine and has completed its designed life, it was submitted that all major LLI ( RZ: ST RA Page 2 of 11
60 parts of the Steam Turbine have deteriorated beyond repair and it is not economical to keep the unit operational on a sustained basis. (5). Regarding the "Impact on Tariff', Quality of Service (QoS)" and "Performance", KESC informed that the proposed addition and decommissioning of units will not having be any impact on its existing Tariff and the same would remain in the ambit of the approved tariff of the Authority. KESC stressed that the addition of new capacity and decommissioning of old units will have positive impact on its QoS and Performance. (6). Pursuant to Regulation 10(4) of the Regulations, Public Notices about the Communicated LPMs were published in the daily newspapers dated February 13, 2009, July 08, 2009 and January 06, 2010 for informing the general public and other stakeholders and for seeking their comments in favor or against the LPM. Apart from the notices in the press, separate notices were also sent to experts, government ministries and representative organizations etc. inviting their views and comments through this office letters dated February 13, 2009, July 09, 2009 and January 19, (7). In response to the above published notices in the press and subsequent correspondences made with other stakeholders, NEPRA received comments from ten (10) stakeholders. The comments received included Central Power Purchasing Agency (CPPA) of National Transmission and Despatch Company (NTDC), Irrigation and Power Department Government of (I86PDGoS), Sui Southern Gas Company Limited (SSGC), Hyderabad Electric Supply Company Limited (HESCO), Environmental Protection Agency, Government of h (EPAGoS), Pakistan Electric Power Company Limited (PEPCO), Choudhary Mazhar Ali, Secretary KESC Share Holders Association, Mr. Muhammad Arif Bilvani, Planning Commission Government of ' Page 3 of 11 _T eagle` - /\*)
61 Pakistan (PCGoP) and National Energy Conservation Centre (ENERCON). The summary of offered comments of the said stakeholders is as below: - (a). CPPA appreciated the addition of Power Plants at Korangi and SITE (each of MW). It also supported the addition of Rental Power Plants of MW each at Haroonabad and west wharf and New CCPP at Bin Qasim for increasing the power generation capacity. CPPA also supported the request of KESC for decommissioning of low efficiency Gas Turbines at Korangi and SITE and replacing them with better efficiency Gas Engines to be installed at Korangi and SITE. Regarding, the decommissioning of 4 of Korangi Thermal Power Plant (of MW), CPPA expressed its reservations that it may intensify the power crises prevailing in the Country. CPPA stated that NTDC is supplying MW to KESC by operating its RFO based low efficient and uneconomical power plants to reduce load shedding in. The RFO unit costs Rs /Kwh while the Energy supplied to KESC is at Rs. 5.30/kwh. The proposed decommissioning may lead to excess demand over and above the existing MW, with serious financial impact on NTDC. In view of the foregoing KESC should be directed by NERPA to give NTDC a firm commitment that it would not demand additional power over and above MW agreed in the PPA signed between NTDC and KESC; (b). I&PDGoS supported the proposed modification subject to the condition that KESC would get maximum output,\j i'r E-G.-, ---. L.,/ C- Page 4 of 11 7GiSTRAR
62 from all its generation units and there would be no increase in its tariff; (c). SSGC submitted that it is currently supplying Natural Gas to KESC for power generation. The total current gas commitment to KESC is MMCFD (Bin Qasim Power Station = 176 MMCFD, Other KESC Stations = 60 MMCFD and KESC Fast Track = 40 MMCFD). It has been noted that new proposed power plants at Korangi, SITE and Rental Power Plants at Haroonaad and West Wharf will be run only on natural gas i.e. there is no alternative fuel back-up, in contrast to the dual fuel provision in the existing units. SSGC due to demand and supply gap which becomes more pronounced during winter has to curtail gas supplies to KESC and WAPDA, as per GOP's policy. This gas gap is widening rapidly due to increase in demand and sharp decline in production from depleting gas fields. In view of this situation additional supply of gas for the new plants cannot be guaranteed by SSGC (except for the two rental power plants for which gas has been committed on "as and when available basis"). Any additional gas will be entirely dependent on the availability of gas imports either LNG or through pipeline from Iran/Turkmenistan, after the year 2011; (d). HESCO expressed its no objection on the communicated LPM of KESC; (e). EPAGoS stated that Proponent may be informed to follow the EIA/IEE guideline 2000 and submit the EIA regarding the projects for MW Gas engines at -1$,..L4c.; ;"'i R'EGISTRAR 17-1' 7 z.-.4,:\ -.- Page 5 of 11
63 Kornagi, SITE, two Rental Power Plants and New CCPP at Bin Qasim; (f). PEPCO stated that it has nothing in opposition for the proposed modification in the generation licence and support fully for the addition of project of New CCPP at Bin Qasim. This will improve power generation in the system. Therefore, the Authority may proceed accordingly; (g) Mr. Choudhary of KESC Share Holders Association expressed that Gas Turbine Units at Korangi and SITE are in a perfect operational condition except for their low efficiency. In the present circumstances when citizen of are suffering due to load shedding it would be appropriate to run these Units and for which Government should be approached to provide Gas at least in the summer season. KESC can in this way generate another MW at reasonable cost. These units can however be de-commissioned after the MW Bin Qasim comes on; (h). Mr. Muhammad Arif Bilvani sought information pertaining to (a) Quantity of present gas quota of KESC (b) Month wise consumption of gas for the last 18 months (c) Gas required to run the existing four (04) units of Gas Turbines of Korangi and three (03) units of Gas Turbines at SITE (d) Month wise consumption of gas during the last 18 months and the units generated for the said two stations. (e) No. of new units installed at both the Korangi 86 SITE with their installed capacity and net capacity. (f) Gas required to run the newly R /A Page 6 of 11 RZG,STRAR -4/
64 installed Gas Engines at Korangi and SITE separately. KESC has claimed to achieve average efficiency of 36% with the installation of new units, which is quite low even on single cycle basis; PCGoP submitted its comments on the LPM of KESC relating to de-commissioning/replacing of seven (07) Gas Turbines of KTGTPS and SGTPS only. PCGoP stated that its Energy Wing intends to carry out a study as to why this change should not have an effect on the tariff, as claimed by KESC. Therefore, data be provided for the new units including (a) Manufacturers of the new units (b) of manufacture (c) Total cost of the units etc. and (d) Cost of civil works etc.; (j). ENERCON appreciated efforts of KESC of improvement of Energy Efficiency. It supported the initiate taken for improvement of Energy Efficiency by replacing old 21.00% efficient Gas Turbines with new 36.00% efficient Gas Engines. (8). The above comments of the stakeholders were examined to ascertain the impact of these comments on the communicated LPM. HESCO, PEPCO and ENERCON overwhelmingly supported the communicated LPM. Whereas, CPPA, SSGC and EPAGoS although supported the LPM in principle but also raised a few observations. CPPA did not object to the addition in capacity but expressed it reservation to the decommissioning of 4 of KTPS as this may increase the Supply-Demand gap and may demand over above the MW being supplied to KESC by it.
