6 NEW YORK-SPECIFIC QUESTIONS [SHOW SECTION IF S2=NEW YORK] N1. New York law currently requires all front seat passengers and rear seat passengers under the age of 16 to be properly restrained in a vehicle, but rear seat passengers aged 16 or older are not required to wear safety belts. Would you legislation requiring all rear seat passengers to wear safety belts? N2. New York law currently requires children under the age of 4 to be restrained in a child safety car seat. The American Academy of Pediatrics recommends that children be in a rear-facing car seat, in the rear of the car, until the age of 2. Would you legislation requiring children under the age of 2 to ride in a rear-facing car seat? N3. New York law currently requires that drivers pass cyclists traveling in the same direction at a safe distance. Would you legislation requiring drivers to give cyclists at least 3 feet of clearance when passing cyclists? N4. Primary seat belt laws allow law enforcement officers to ticket a driver for not wearing a seat belt, without any other traffic offense taking place. Do you Massachusetts enacting a primary seat belt law? M3. Do you a ban on hand-held cell phones or mobile devices for drivers in Massachusetts, so that all mobile conversations by the driver in a vehicle would have to be hands-free? M3a. Massachusetts currently requires ignition interlock devices for drunk driving repeat offenders. Do you an ignition interlock law, which would require all drunk driving offenders, including first time offenders, to breathe into a device that prevents a vehicle from starting if the driver has been drinking? M4. Do you a continued ban on happy hour in Massachusetts? By happy hour, we mean a period of the day when alcoholic drinks are sold at reduced prices in a bar or restaurant. M5. The majority of teen car crashes occur in the late evening/early morning hours. Currently, nighttime driving restrictions prohibit drivers under the age of 18 from operating a vehicle between 12:30 a.m. and 5:00 a.m., unless they are accompanied by a parent or legal guardian. Would you expanding the nighttime restriction for drivers under the age of 18 to 11:30 p.m. to 5:00 a.m.?

Massachusetts requires license applicants under the age 18 to take an approved driver education program and also requires their parent or legal guardian to attend a 2-hour in-person class about driver education. Should the Massachusetts Registry of Motor Vehicles give parents the option of taking the parent class in an online format? 1 Yes 97 No M7. 10 RHODE ISLAND-SPECIFIC QUESTIONS [SHOW SECTION IF S2=RHODE ISLAND] R1. The Rhode Island General Assembly in February passed a law imposing a new toll on 18-wheel commercial trucks. Do you the truck toll program in Rhode Island? R2. Driver s licensing laws in some states require a parent or legal guardian of applicants under the age of 18 to attend a mandatory course on the content of driver education and laws, the teen licensing process, and tips on how to work with their children when teaching them how to drive. Would you a 90-minute classroom or online session for parents/legal guardians in Rhode Island as part of the student classroom driver education requirement? R4. Some states employ a Judicial Outreach Liaison (JOL) to serve as a go between for law enforcement and the courts to foster a better understanding of the policy issues with respect to impaired driving. Should Rhode Island consider bringing on a JOL to work exclusively within the state? R5. Do you a ban on hand-held call phones or mobile devices for drivers in Rhode Island, so that all mobile conversations by the driver in a vehicle would have to be hands-free? R6. Rhode Island law has no specific requirements for the use of rear-facing car seats. The American Academy of Pediatrics recommends that children be in a rear-facing car seat, in the rear of the car, until the age of 2. Would you updating Rhode Island s law to meet the national recommendation? R7. This year, Rhode Island has received attention for its tourism promotion efforts. Some of the discussion has centered on the most effective way to promote the state and its regions. 12 CONNECTICUT-SPECIFIC QUESTIONS [SHOW SECTION IF S2=CONNECTICUT] C1. Connecticut s current primary seat belt law requires only front seat passengers and children under the age of 17 to wear a safety belt. Would you legislation requiring all rear seat passengers to wear safety belts? C2. Connecticut law states that infants must ride in a rear-facing car seat until the age of 1. The American Academy of Pediatrics recommends that children be in a rear-facing car seat, in the rear of the car, until the age of 2. Would you legislation requiring children under the age of 2 to ride in a rear-facing car seat? C3. Connecticut s current child passenger safety law requires children to remain in a child seat until they are above 6 years old and up to 60 pounds in weight. Do you believe the law should be extended until the child is 8 years of age and 57 inches in height, to match the law in other states? C4. Connecticut law requires prospective adult drivers over the age of 18 to obtain an adult learner s permit and attend an 8-hour safe driving practices class. Do you believe the law should also require a minimum number of behind-the-wheel training hours before the adult applies for a driver s license? C5. Connecticut s graduated driver licensing law for new drivers aged 16 and 17 years old limits them from driving unsupervised between 11 p.m. and 5 a.m. during the first year. Given that 75% of all night crashes occur after 9 p.m., do you believe that such protections should be extended to 9 p.m. to 5 a.m. for the first 6 months for new drivers aged 16 to 17 years old? C6. Connecticut law only requires motorcycle operators who are 16 and 17 years old to wear protective headgear.
