4 Background The Government recognizes adopting wider use of electric vehicles as a means to help: (i) Reduce roadside emission (ii) Combat climate change (iii) Reduce energy consumption 4

6 Government Action - A Steering Committee led by Financial Secretary set up on 1 April 2009 to steer & promote the wider use of electric vehicles in Hong Kong - Steering Committee Members from technology institutions, green groups and academia as well as property development, car park operation and power supply sectors 6

7 Government Action A Working Group on EV Charging Infrastructures under the Steering Committee set up on July 9, 2010 :- Led by the Environment Bureau Promote EV charging facilities at commercial and residential car parks Members include representatives from power companies, the property development and management sector, the car park operator sector and relevant Government departments 7

8 Government Incentives HKSAR Government Budget -waiver of First Registration Tax on EVs till March 2014 HKSAR Government Budget -Tax incentives for business sector - 100% profits tax deduction in the first year of the EV procurement -HK$300M Pilot Green Transport Fund initially for public transport operators 8

9 Government Incentives HKSAR Government Budget - Priority to procure EV when replacing government vehicles in FY and FY Install more charging facilities for EV in government car parks - Business and non-government sectors to join hands in expanding the charging network 9

10 Government Incentives In October 2010, the Government announced that concessions on Gross Floor Areas (GFA) for car parks of new building developments will only be granted where car parks are EV charging-enabling. 10

11 Pilot Green Transport Fund $300M Pilot Green Transport Fund set up in March 2011 Objective: To support the testing of green and innovative technologies for the public transport sector and goods vehicles Eligible Applicants: an existing transport operator based in HK who: operates ferries, taxis, public light buses, vehicles of charitable / nonprofit making organizations providing services to their clients, franchised buses and non-franchised public buses, or goods vehicles (including special purpose vehicles) 11

12 Pilot Green Transport Fund Steering Committee Assess and approve for applications Subsidy Levels for Alternative-fueled Vehicles: Subsidy per Vehicle Price premium between the alternative-fueled and the conventional vehicle or 50% of the cost of the alternative-fueled vehicle, whichever is higher Subsidy for related supporting systems 50% of setting up cost 12

13 Pilot Green Transport Fund Total number of approved applications :37 Total approved funding : $87 million Approved Trial Projects : 5 electric taxis, 19 electric buses, 12 electric goods vehicles, 24 hybrid goods vehicles, and 12 hybrid light buses 13
