4 PUBLIC WORKS DEPARTMENT FACTBOOK I. POPULATION Past and Present Manhattan Beach s population at various times is listed below. Year Population % Increase N/A , , , , , , In 1980, the City annexed El Porto, 34 acres of land just north of Rosecrans Avenue. At that time, El Porto had a population of 1,185 persons. Projected Manhattan Beach s population is expected to increase to 35,035 by the year 2000 per the Housing Element of the 1988 Manhattan Beach General Plan. II AREA Location and Area The City of Manhattan Beach is located approximately 22 miles southwest of the City of Los Angeles Civic Center. Manhattan Beach s latitude and longitude are North and West respectively. The City covers 2,492 acres of land or 3.89 square miles, which are almost completely developed. Elevations Manhattan Beach s lowest point is along the beach, with 0.0 elevation measured at Mean Lower Low Water per United States Coastal and Geophysical Survey Hydrographic Datum. The City s highest point reaches 235 feet above sea level. This point is located near the intersection of Sepulveda Boulevard and Longfellow Drive.

5 Miles of Coastline Manhattan Beach has approximately 2 miles of beach frontage. All is developed and used for recreation. The boundary of the City is located 3 miles west of the shoreline coincident with the County of Los Angeles boundary and the State of California boundary. The beach is owned by the State and maintained by the County of Los Angeles. Topography Manhattan Beach may be roughly divided into two sections based on its topography and soil conditions. The areas are divided by a sand dune ridge which runs diagonally from a point on the northwest City boundary approximately 2,000 feet from the coast to a point on the southern City boundary approximately 1,000 feet east of Sepulveda Boulevard. To the west of this ridge, the soil is fine dune sand and the topography is hilly. To the east of the ridge, the soil is sandy loam and the land is flat to gently sloping. Portions of the eastern area were used for agriculture earlier in this century. Climate The City is included in the LAX Airport Subregion of Southern California for weather measurement. The area s average high and low temperatures are 70 and 55 respectively. The average rainfall is inches per year. III. 6 IV. TRAFFIC AND STREETS Traffic Signals There are 45 traffic signals within Manhattan Beach. Figure 3a shows their locations. The traffic signals are maintained by four different entities. The Los Angeles County Public Works Department maintains 28 signals. Redondo Beach operates a signal at Aviation Boulevard and 19 th Street. The City of Hawthorne is responsible for a signal at Aviation Boulevard and a TRW entrance. Street Miles The City of Manhattan Beach has approximately 120 centerline miles of paved streets. Ten of the 120 miles are 4-lane arterials, with the remaining 110 miles made up of both vehicular and pedestrian residential streets. Circulation System Street Classifications Figure 4A shows the different street classifications per the City s February 1988 General Plan. These are broken down into state highways, arterials, collectors, major local streets and truck routes, as identified below. State Highways - Artesia and Sepulveda Boulevards. Arterials - Aviation Boulevard, Sepulveda Boulevard, Artesia Boulevard, Manhattan Beach Boulevard and Rosecrans Avenue. Collectors - Marine Avenue (from Aviation to Pacific), Highland Avenue, Valley Drive, and Ardmore Avenue. Major Local Streets - Second and Eighth Streets are the only east/west major local streets in Manhattan Beach between Aviation Boulevard and Ardmore Avenue. In addition, Marine Avenue, 15 th Street, and 1 st Street are east/west major local streets. There are six City streets classified as major local streets which run in the north/south direction. These are Manhattan Avenue, Blanche Road, Pacific Avenue, Poinsettia Avenue, Meadows Avenue, Peck Avenue, and Redondo Avenue.

8 Truck Routes The City has designated Aviation Boulevard, Sepulveda Boulevard, Manhattan Beach Boulevard (from the eastern City limits to Sepulveda Boulevard), Highland Avenue (from the northern City limits to Rosecrans Avenue), Artesia Boulevard and Rosecrans Avenue as truck routes. Trucks with a maximum gross weight of more than three tons are not to use streets other than those noted above except when necessary to make pickups or deliveries (see Figure 5A). Bicycle Path Manhattan Beach s main bicycle path parallels the beach for the length of the City s coastline. The path is under the County s jurisdiction (see Figures 5B and 5C). Walk Streets There are many walk streets in Manhattan Beach, primarily west of Highland Avenue. The walk streets locations are shown in Figure 5B. Most of the walk streets in Manhattan Beach appear to have been constructed in 1913 in the Sand section. The next phase of walk street construction occurred in , again in the Sand section but east of Highland Avenue between Valley Drive and Crest Drive from 4 th Street to 11 th Street. The third phase occurred in 1928 when several of the original 1913 walk streets were reconstructed and new walk streets were constructed in the northern part of the Sand section between Highland Avenue and Alma Avenue from 25 th Street to 32 nd Street. The final phase of walk street construction was in 1969 when the easterly half of 26 th Street between Vista Drive and Grandview Avenue was constructed. It differs from the other walk streets in that it is narrower and follows a serpentine path. IV. PUBLIC FACILITIES Manhattan Beach Pier The 928-foot long, 22-foot wide (inside curb face to inside curb face) landmark Manhattan Beach Pier is owned by the State of California and currently maintained by the City. The Pier, a favorite of sightseers and fisherman, is the site of the Oceanographic Teaching Station located inside the Roundhouse building. Public Buildings There are eight municipal buildings in Manhattan Beach. These include City Hall (1400 Highland Avenue), the Police Department ( th Street), Fire Station No. 1 ( th Street), Fire Station No. 2 (1400 Manhattan Beach Boulevard), the Public Works Facility (3621 Bell Avenue), Joslyn Community Center (1601 Valley Drive), the Manhattan Heights Community Center (1600 Manhattan Beach Boulevard) and the Marine Avenue Park buildings (1625 Marine Avenue).

9 The County of Los Angeles maintains a Beaches and Harbors Department office in Manhattan Beach at 2600 The Strand. A State Army National Guard armory is located at 3601 Bell Avenue. It is home to the Company B 132 nd Engineering Battalion, the Company C 340 th Support Battalion and the Organizational Maintenance Shop Number 5. The federal government facilities in Manhattan Beach are the Social Security Administration office at 225 South Sepulveda Boulevard and the post offices located at 1007 North Sepulveda Boulevard and th Street. Parks Ten City parks cover a total of acres in Manhattan Beach. Local parks and schools are shown in Figure 6A. The parks, their areas and uses are as follows: Live Oak Park acres Valley Drive. Developed in 1939, the park s facilities include Joslyn Community Center Building, Live Oak Park Recreation Hall, two lighted basketball courts plus one half-court, six lighted tennis courts, two lighted multi-purpose fields, a tot lot for children under age 7, plus an older children s play area with swings and slides. There are also picnic table, barbecues and restrooms. Manhattan Heights Park acres Manhattan Beach Boulevard. Facilities at this park include Manhattan Heights Community Building, a lighted basketball court, a lighted volleyball court, horse-shoe area, two lighted tennis courts, two lighted paddle tennis courts, a play area for small children with swings, slide, merry-go-round and climbing equipment, with a picnic area. Sand Dune Park acres - 33 rd Street and Bell Avenue. Facilities include a sand hill slide, small children s play area, small sand volleyball court, restrooms, and a picnic area with tables and barbecues. Parque Culiacan acres - Highland Avenue and 27 th Street. This parkette has two basketball goals without lights, shady areas and green lawns, benches and a drinking fountain. Eighth Street Parkette acres - between Redondo Avenue and Harkness Street on Eighth Street. You ll find two picnic tables, a charcoal barbecue and play equipment for small children here. Larsson Street Parkette acres - in the 200 block of Larsson Street. Small children s play area includes tot swings, a tire climber and a slide. There are also two picnic tables and a barbecue. Polliwog Park acres Manhattan Beach Boulevard. This is the City s largest park. Facilities include two lighted athletic fields, a small children s

10 play area for pre-schoolers, large sunken galleon play area for school-age children, large pond, two gazebos, amphitheater, grassy mounds and shady areas. The picnic area has many picnic tables, as well as barbecues and restrooms. The City s historical house is also located in Polliwog Park, scheduled to become the new home for the historical society. Marine Avenue Park acres Marine Avenue. This is the City s newest park. Facilities include two lighted basketball courts, four pay and play automated indoor racquetball courts, one lighted full-size baseball field, one lighted full-size soccer field, and a tot lot with a slide, swings and climbing equipment. Manhattan Village Park acres Parkview Avenue. This park includes a soccer field, a tot lot and picnic tables. Manhattan Beach Parkway (the former Atchison, Topeka and Santa Fe right-ofway) acres. Manhattan Beach also has a golf course in the Manhattan Village, which consists of 21 acres. The beach area along the City s coastline totals 40 acres. Beach access is provided at several locations along the Strand. Schools There are 4 elementary, 1 junior high, and 2 high schools in Manhattan Beach. The elementary schools, their location and acreage are as follows: Meadows acres N. Meadows Avenue Pacific acres Pacific Avenue Pennekamp South Rowell Avenue Grandview acres th Street Manhattan Beach s junior high school is Manhattan Intermediate, located at th Street. Its campus covers 9.70 acres. Manhattan Beach s elementary and intermediate schools form the Manhattan Beach School District. The District s administrative office is located at 1501 North Redondo Avenue. Four elementary schools and one intermediate school have been closed due to declining enrollments, and are now used for other purposes. These are Center (a 5.0 acre former intermediate school next to Pacific Elementary), Ladera (a 1.80 acre campus on Bell Avenue), La Marina (7.50 acres on Redondo Avenue), Manhattan Heights (2.60 acres at 8 th Street and Redondo Avenue) and Robinson (a 4.0 acre campus located on Duncan Avenue).

11 Mira Costa and Pacific Shores are the City s two high schools. Mira Costa is located at 701 South Peck Avenue where its campus totals acres. Pacific Shores continuation school is located at 325 South Peck Avenue. Both Mira Costa and Pacific Shores are part of the South Bay Union High School District, which has its main office at 200 North Pacific Coast Highway in Redondo Beach. The South Bay Adult School also has an office in Manhattan Beach, located at 701 South Peck Avenue. Libraries Manhattan Beach residents are provided library service by the Los Angeles County library system. The County maintains two branch libraries in Manhattan Beach. One is at 1320 Highland Avenue, and is approximately 12,000 square feet. The Highland Avenue branch opened in The other library, of approximately 5,000 square feet, is located at 1560 Manhattan Beach Boulevard. This branch was opened in the mid-60 s. Approximately 80% of Manhattan Beach residents are registered with the library system. Parking Lots There are 14 public parking lots in Manhattan Beach. The lots locations and capacities are as follows. Emergency Shelter Locations

12 The City has six designated shelter locations for use in an emergency. These are noted in Figure 9A. They include Mira Costa High School, Manhattan Beach Intermediate School, the National Guard Armory, American Savings and Loan, Von s and City Hall. V. UTILITIES Sewerage Facilities The City s effluent is transported from a facility at 26 th Street and the Strand via six pumping/lift stations to be treated at the Joint Water Pollution Control Plant in Carson maintained by the Los Angeles County Sanitation District. Manhattan Beach s sewer system includes 110 miles of mains and lines and 12,000 service connections. Currently, a total of 4,155,000 gallons of sewerage is estimated to be generated daily. Water Facilities The City operates three water storage facilities. There is a large underground reservoir at Peck and 18 th Street with a storage capacity of 7.5 million gallons. This reservoir is equipped with four 175 horsepower, 2000 gpm (gallons per minute) pumps. There are also two storage facilities, an above-ground reservoir and an elevated tank at Rowell and 6 th Streets with storage capacities of 2 million gallons and 330,000 gallons respectively. The 6 th and Rowell reservoirs are equipped with four booster pumps; two 100 horsepower, 2500 gpm pumps and two 75 horsepower, 1500 gpm pumps. In addition, a single pump is located at Second and Larsson Streets to drive water to the upgrade service connections. The locations of these water facilities are indicated in Figure 9B. The water system also consists of approximately 110 miles of pipeline and 12,000 service connections. The City obtains 85% of its water supply from connections with the Metropolitan Water District. The remaining 15% is obtained from a City-owned well located in Redondo Beach. The Metropolitan Water District filters and chlorinates water from Northern California at a treatment plant before the water reaches Manhattan Beach. The City s water has the following characteristics: approximately 120 milligrams per liter of hardness, roughly 2.5 milligrams per liter of nitrate, and less than 0.2 milligrams per liter of flouride. Major Utilities and Feeder Systems Southern California Edison provides the City s electrical service. Natural gas service is provided by the Southern California Gas Company. Currently, million cubic feet of natural gas are used each month million kilowatt hours of electricity are used each months as well.

13 General Telephone provides phone service in Manhattan Beach. Century Cable is the local cable television provider. Private Fuel Lines Chevron oil company operates several fuel oil pipelines in the southern half of Rosecrans Avenue between Aviation and Sepulveda Boulevards. These include: 2-8 San Pedro Coal Tar Enamel line (abandoned) 1-12 Northam Crude lines 1-8 Shell Crude line 1-8 Products line 1-12 Wilmington-Torrance line 1-6 Northam Gas line 2-8 ESSP lines 1-8 Murphy Gas line 1-8 Northam Products line 3 and 4 Butadiene lines 1-20 Standard Oil Company line 1-3 Murphy Gas line 1-16 Four Corners Crude line Southern California Edison operates a 20-inch pipeline which runs along Marine Avenue from Aviation Boulevard to Elm Avenue, along Elm to Rosecrans Avenue, and down Rosecrans to Highland, where it turns north on Highland Avenue to 45 th Street.
