3 1. ICAO CONTEXT ICAO has published an important study concerning the needs in training from 2010 to This study is ICAO s initial response to the market demand. It analyses the future air transport developments and traffic. It describes movement and fleet growth forecasts. It concerns three jobs by the aeronautics: Pilots, Maintenance personnel, Air traffic controller. 4 At the global level, the maintenance personnel population must increase by a factor of 2: from (2010) to (2030). In Asia / Pacific region for example, the maintenance personnel training needs/year is and the actual training capacity is only Figure below shows an annual number of new maintenance personnel required (70 000) and a significant annual shortage ( ) except North America. EASA PART-147 ORGANISATION PRESENTATION EASA regulations, Regulation (EC) N 1321/2014) of 26 November 2014 amending Regulation (EC) N 2042/2003 of 20 November 2003 on the continuing airworthiness of aircraft and aeronautical products, parts and appliances and on the approval of organisations and personnel involved in these tasks Continuing airworthiness: Annex I - Part M Maintenance organisation approval: Annex II Part 145 Certifying staff: Annex III Part 66 Training Organisation approval - certifying staff: Annex IV - Part 147 Part-147 organisation requirements Only those training organisations can deliver AML (Aircraft Maintenance Licence), which are described in EASA Annex 4 Part- 147 Maintenance Training Organisation Approvals. Part-147 describes the requirements to be met by organisations seeking approval to conduct training and examinations. Part-147 directives are dealing with the following requirements: Personnel, Instructional equipment and courses, AG - 5
6 Facilities, Training procedures and quality system, Examinations. REMARK: Part-147 organization must be a training & examination centre, Part-147 can NOT be an EXAMINATION centre ONLY. PART-66 aircraft category licenses Certifying Staff authorised in accordance with Part-66 will be eligible to hold certification authorisation in one or more of the following categories: Cat A (Line Maintenance Certifying Mechanic); Cat B1 (Maintenance Certifying Technician - Mechanical); Cat B2 (Maintenance Certifying Technician - Avionic); Cat C (Base Maintenance Certifying Engineer). 8 PART-66 Experience required in PART-145 Working Experience in Part 145 A working experience must be acquired in Part-145 approved MRO (Maintenance Repair Overhaul) before being trained for Aircraft Type Ratings. 21 Training for instructors to be qualified Chief instructor will be enrolled when the project starts. Instructors will be qualified mainly during the two first years. If necessary, during this period, PART-147 qualified instructors (from IMA, BIA, Aix-Marseille, Wan, etc.) may insure training. At the end of the second year, all instructors are in charge of their learning activities. Construction of the PART-147 school The Part-147 school is sized to 240 learner s capacity. The construction reproduces a PART-147 school type. It includes: Administration & staff offices and facilities, Instructor offices, Meeting room, Theoretical training rooms (one room per student group), Library, Storage room, Trainee s facilities (Rest room, Cafeteria, etc.), Examination room, Laboratories, Aircraft hangar. AG - 21
22 Equipments and laboratories List of laboratories: Physics laboratory, Electricity laboratory, Electronic laboratory, Metallic materials laboratory, Composites materials laboratory, Hydraulics laboratory, Engine laboratory, Metrology laboratory, Avionic and equipment laboratory, Data processing computer room, Wiring workshop, Soldering and brazing workshop, Mechanical workshop, Sheet metal workshop Non destructive control laboratory, Aircraft hangar. The capacity of laboratories and workshops allows realizing 450 hours of practical training. Four months (550 hours) of practical training in a PART-145 organisation will be scheduled to complete the PART-147 training. AG - 22

25 Flight director instrument T Flight director operation: he fight director command bar signals the pilot how to steer the aircraft for a manoeuvre. By flying the aircraft so the triangular airplane symbol fits into the command bar, the pilot perform the manoeuvre calculated by the flight director. The instrument shown on the left is commanding a climb while the airplane is flying straight and level. The instrument on the right shows that the pilot has accomplished the manoeuvre. Selection of the VOR function on the flight director control panel links the computer to the omnirange receiver. The pilot selects a desired course and the flight director displays the bank attitude necessary to intercept and maintain this course. Allocations for wind drift and calculation of the intercept angle is performed automatically. AG - 25
26 1. TYPES OF RIVETS: The 1100, 2017-T, 2024-T, 2117-T, and 5056 rivets are the five grades usually available. The 1100 rivet, which is composed of percent pure aluminum, is very soft. It is for riveting the softer aluminum alloys, such as 1100, 3003, and 5052, which are used for non-structural parts (all parts where strength is not a factor). The riveting of map cases is a good example of where a rivet of 1100 aluminum alloy may be used. The 2117-T rivet, known as the field rivet, is used more than any other for riveting aluminum alloy structures. The field rivet is in wide demand because it is ready for use and needs no further heat treating or annealing. It also has a high resistance to corrosion. The 2017-T and 2024-T rivets are used in aluminum alloy structures where more strength is needed (more strength is obtained than with the same size 2217-T rivet). AG - 26
