3 The Office of Environmental Technical. Assistance was established in 2005 by resolution of the All Indian Pueblo Council and with full support of the Jicarilla Apache Nation, the Mescalero Apache Nation, and Ysleta del Sur. OETA is a regional environmental resource to the 21 New Mexico Pueblos / Tribes and Ysleta del Sur in El Paso, Texas to promote the enhancement of environmental resources, environmental health and to assist in the protection of tribal lands from environmental hazards.
4 NMED Solid Waste Bureau The Recycling and Illegal Dumping Act (RAID) Grant was created through the NM Legislature in Purpose: To protect the health and welfare of current and future of New Mexico by providing for the prevention and abatement of illegal dumpsites To promote environmentally sound methods for reuse and recycling
5 Recycling And Illegal Dumping Act Purpose (cont d.) To create a statewide recycling alliance involving the cooperation of cities, counties, state agencies, tribal governments, land grant communities and private businesses to encourage economic development, community development and collaboration that foster sustainable use of resources, increased recycling and a cleaner and healthier environment.
6 Recycling And Illegal Dumping Act Purpose (cont d.) To enhance and coordinate existing highway litter control and removal and recycling efforts that include the recycling of tires, glass, plastic, metal, paper products, electronic waste and construction and demolition materials.
7 Recycling And Illegal Dumping Act Created the Recycling And Illegal Dumping Fund $750,000-$900,000 allocated per year From vehicle registration fees - $0.50 Scrap tire projects receive 2/3 of funds 186 grants / $6.2 million awarded since 2007
8 RAID Grants May be warded for Recycling Infrastructure, Education / Outreach, Stimulating Recycling Markets, Scrap Tire Management, Illegal Dump Cleanup and Prevention. 20 EPA 608 Certification Training The Federal Government of the United States requires all individuals who open a system or container holding a controlled refrigerant to be certified. Persons who work on stationary equipment or use refrigerant designed for these systems can become certified by passing a proctored Section 608 examination. Candidates for this test can be certified in any of the three equipment categories plus universal. CORE To pass any EPA type, a candidate must pass the CORE section of the test plus one of the technician types below. Once the CORE is Passed it need not be taken again and it may be used for additional EPA Types.
21 There are four (4) categories of technician certification TYPE I - Persons who maintain, service or repair small appliances must be certified as Type I technicians. TYPE II - Persons, who maintain, service, repair or dispose of high or very high-pressure appliances, except small appliances and motor vehicle air conditioning systems, must be certified as Type II technicians. TYPE III - Persons, who maintain, service, repair, or dispose of low-pressure appliances must be certified as Type III technicians. UNIVERSAL - Persons, who maintain, service or repair both low and high-pressure equipment, as well as small appliances, must be certified as Universal technicians.

24 Equipment Lending Agreement for ENIPC Equipment Responsibilities The ENIPC equipment & supplies will be housed at ENIPC OETA. Tribes will submit a written request to ENIPC OETA or sign the Equipment Lending Agreement at the time of check out. NM Tribes Expectations: Tribes will be held responsible for all equipment and supplies checked out from the ENIPC OETA; Proper use and care of the ENIPC equipment & supplies; Tribe will be held responsible for any lost or damaged equipment / supplies; Tribal employees will inspect equipment / supplies before leaving ENIPC OETA Office; Return equipment / supplies in clean condition; Return equipment / supplies in a timely manner, not to exceed 5 working days; ENIPC OETA Expectations: ENIPC OETA will house and maintain the equipment; All paperwork is filled out and signed by Tribal employee; All equipment / supplies are in working order; Assist Tribes with outreach activities upon request by Tribes;
