2 Project Description/Narrative 1. Type of project: Winter Driving School 2. Location and type of on-site facilities/structure: The Stanko Ranch, approximately four and one half miles southwest of Steamboat Springs on CR 33, also known as Twenty Mile Road, legal description S ½ section 10, Township 6 North, Range 85 West, On-site facilities and structures include 3 seasonal snow and ice driving tracks, two portable shelters, 1 portable fuel tank and 4 portable toilets, one of which is handicap accessible. 3. Acreage: Is approximately 50 acres of the 499-acre Stanko ranch as shown on the site map. 4. Type of equipment on site: At various times, equipment will include a fleet of up to 24 cars related to the school, plus employee vehicles, shuttle busses, and pickup trucks with plows. During pre-season track construction water trucks and road grader will be onsite. Port-o-let service and propane delivery trucks visit the site weekly. During heavy snow removal a road grader and front end loader are onsite for approximately 2-3 hours prior to operating hours. 5. Type of vehicles used for project: see above #4 6. Number of employees, job responsibilities and work shifts: Driving school operations will be conducted seven days a week from 8 am to 5 pm. Evening grooming of the track is typically completed by 7pm. During unseasonable weather, grooming hours may extend infrequently as necessary. Employees consist of from 2-12 instructors depending on class load, and 1-3 track maintenance staff. Instructor responsibilities include instruction, traffic control and track safety; maintenance staff responsibilities include access control, facility, car and track maintenance. 7. Phasing plan: N/A 8. Date of commencement: Annually, mid-october access for track layout and planning purposes, with track construction beginning approximately mid- November based on snowfall. Public operations are mid-december through mid March. 9. Completion date: Public operations mid-march. Final teardown of temporary fixtures early to mid May annually depending on snow melt..

3 10. Location of stockpiles: NA 11. Drainage control: NA 12. All roads to be used for project, and existing conditions of roads and anticipated improvements: Entry is from CR 33 to the North of the property. The driveway passes through the Steamboat Springs Water and Sanitation District property and usage is administered by Gilbert Anderson of the SSWSSD. Road is gravel, crowned and has appropriate drainage. Road maintenance including grading and addition of gravel is provided as needed by Winter Driving School staff and or excavation contractors. The emergency access road is one quarter mile southwest on CR 33 and is marked with emergency access signage. This road is lightly graveled and is part of the Stanko Ranch. Both roads are kept free of snow at all times including ongoing snow removal during heavy snow or wind events. Both roads are gated and locked at all times when the school is not in operation. Environmental Analysis: Environmental impacts are minimal given the driving school s operation in winter season only. Geologic hazards: NA Hydrologic hazards: NA Wildlife impacts: None as per Elizabeth Miller of DOW during prior CUP. Wildfire hazards: NA Soil impact: NA Air pollution considerations: All trucks, cars, and equipment used at the site are late model and equipped with all EPA-required pollution control equipment. Water pollution controls: The site is equipped with spill kits in the event of any incident that could adversely soil or water. All vehicles used are new or late model and maintained on a regular basis in as new condition. Noise abatement techniques: Hours of public operation are limited from 7 am to 7 pm, with the exception that in unseasonable weather, grooming may be extended infrequently as needed. Snow banks and the natural terrain serve to reduce any minimal noise incident to operations. All vehicles allowed onsite are required to meet all sound regulations for licensed vehicles operating on public roads.

4 Visual screening: Natural topography and substantial snow banks surrounding all driving surfaces act as visual screening.
