1 PART 1 DESCRIPTION: 1.01 Vendor to provide Hydraulic excavator equipped with foundation drill, self-propelled rail cart, and standard stick and bucket attachments for use on Southeastern Pennsylvania Transportation Authority, SEPTA, rail lines and other property. PART 2 ACCEPTABLE TYPES: 2.01 All equipment shall be made new. Refurbished or used equipment shall not be acceptable. When assembled as one package the three components of the system must work in unison and any modifications to the excavator shall not preclude its use as a conventional excavator when out-fitted with standard arm and bucket attachments. The individual components and their combination shall meet the requirements of this specification. Acceptable manufacturer models include but are not limited to: A. Komatsu PC240 LC-11 Hydraulic Excavator B. Bay Shore Systems Inc. attachment model TR40-35 RLK C. Hytracker Rail Cart PART 3 REQUIRED FEATURES: 3.01 Combined Features: A. All dimensions and weight of combined drill and excavator shall not exceed the capacity of the trailer to be used for transport as shown in Attachment A. B. All hydraulic connections between excavator, cart and drill attachment shall be provided with quick disconnect Drill Features: A. Telescopic round locking Kelly bar system with 4 Kelly square stub. B. Capable of up to 10 degrees of side tilt in either right or left direction C. Provided with service winch to raise and lower drilling tools (8,000 lb. capacity) D. Kelly winch provided with controlled free fall adjustment in lowering direction E. Working Drill Speed: 0-30 rpm F. Spin off Speed: 100 rpm G. Rotary Torque at low speed: 43,000 ft-lbs H. Kelly winch line pull: 25,000 lbs I. Maximum Crowd Pressure: 25,000 lbs. J. Maximum Hole Diameter/Length (hard conditions): 48 /35 Page: 1 OF 5

Included with Excavator Conversion Kit, for changing out drill with stick and bucket attachments Excavator Features: A. Excavator weight class: tons B. Enclosed cab C. 360 degrees of rotation for drilling in any position D. Counterweighted (if required) to drill and hoist spoils at maximum reach at any angle of rotation. 1. If additional counterweights are required to operate drill attachment as described, the additional counterweights and placement shall be designed with capability for removal to operate excavator in standard configuration. E. Controls and gauges for drill attachment: 1. Crowd pressure controls and gauges 2. Rotary speed/torque controls and gauges 3. Spinoff trigger 4. Kelly winch decent and hoisting speed control 5. Drill speed lock controls 6. Level and depth indicators F. Width over tracks: 10 (maximum) G. Stick length: 9-10 H. Provide with 42 heavy duty bucket and digging tips (5) I. Triple grouser tracks J. Quick connect control lines for powering rail cart and drill attachment K. Lines and hydraulic flow capacity adequate to run drill attachment or power rail cart and support drill attachment in transport L. Minimum two LED headlights and brake lights on each end M. Minimum three LED adjustable work-lights N. One roof mounted 360 degree intermittent warning light or beacon O. Engine meets Off-highway Tier 4 emission regulations. Page: 2 OF 5

3 3.04 Augers A. All auger types listed below shall be as manufactured by Jeffrey Machine Incorporated or SEPTA Engineer approved equal: B. Provide the following sizes and types of Augers: Diameter Type 3 Bullet Auger (double cut, double flight) Diameter Type 3 Bullet Auger (double cut, double flight) Diameter Type 3 Dirt Auger (single cut, double flight) Diameter Type 3 Dirt Auger (single cut, double flight) Diameter Type 4 Dirt Auger (single cut, single flight) Diameter open top, Spin bottom clean out bucket 7. Four way casing twister (28-42 ) 8. Four way casing twister (46-80 ) 3.05 Rail Cart: A. Standard gage (56.5 ) B. Rail cart shall be designed to move under power from the excavator through the hydraulic system. C. The deck shall be designed to load the excavator from the end such that tracks sit parallel to rails in the loaded and secured position. D. Deck shall have a maximum load rating in excess of the operating weight of the excavator with drill attachment plus an additional 6 tons. E. Capable of operating at speeds up to 15 mph. F. Equipped with outriggers and rail clamps to support excavator with drill operating at maximum reach. G. Equipped with tow eyes. H. Equipped with fail safe air braking system (air dump) I. 4 4.01 The exterior shall be painted to conform to the requirements of the SEPTA non-revenue fleet. The exterior shall be NO LEAD orange DuPont color number 031AH with clear coat finish or Original Chassis Manufacturer color Orange. Paint sample to be submitted to SEPTA for approval. A. The equipment shall be delivered from the manufacturer painted as required above. Manufacturer s standard finishing system will be acceptable if the color matches DUPONT number 031AH (orange). B. If the vehicle manufacturer cannot provide an exterior finish, as required above, the parts of the exterior which are delivered pre-painted shall be refinished according to the following schedule: 1. Clean, sand and prepare the surface according to the paint manufacturer s recommendations for overall refinishing. 2. Apply two (2) coats of polyurethane enamel equal to or superior than DUPONT IMRON, orange #031AH to the minimum dry film thickness recommended by the paint manufacturer. PART 5 TRAINING: 5.01 Provide on-site training at no additional cost to SEPTA. A. Minimum eighty-(80) hours of on site instruction. B. Arrangement to be made with SEPTA s Project Manager, or his/her Representative(s), as designated in writing. Training to be performed at SEPTA, Midvale Utility yard., 4300 Wissahickon Avenue Philadelphia, PA PART 6 DOCUMENTATION: 6.01 Submissions shall be made no later 30 days from Notice to proceed and shall include the following: A. Size and type of excavator detailing all pertinent dimensions and features B. Size and type of drill rig attachment with specifications, and schematic shown attached on excavator with all pertinent dimensions C. Size and type of rail cart with specifications, and schematic shown loaded with excavator and drill rig attached with all pertinent dimensions D. Size and type of augers including specifications 6.02 At the time of delivery the vendor shall furnish the following documentation (3 paper copies and one electronic (pdf) copy of each): A. 5 B. Factory service manual C. Factory overhaul manual D. Factory parts manual E. Miscellaneous documentation including wiring diagrams, pictorial hydraulic flow charts, SAE JIC hydraulic schematics, installation manuals, or any other items appropriate to the equipment and its components. PART 7 WARRANTY AND SERVICES: 7.01 The minimum warranty term shall not be less than twelve months for the equipment and all of its components. The warranty shall cover all costs associated with parts, labor, and field travel time to make repairs. A. Where the manufacturer s standard warranty for any individual component or a certain item installed on the equipment is in excess of twelve months that longer warranty shall be in effect throughout its term. Terms and conditions of such additional warranties (if any) shall be clearly stated in the vendor s proposal. B. The term of the warranty shall begin at acceptance of the equipment by SEPTA. PART 8 DELIVERY: 8.01 Delivery of excavator and drill shall be made no later than 180 days from receipt of approved submissions Delivery of rail cart shall be made no later than one year from receipt of approved submissions Delivery location shall be Midvale Utility yard., 4300 Wissahickon Avenue Philadelphia, PA Page: 5 OF 5
