HAZMAT CLASSES & DIVISIONS ALLOWED > Flammable and corrosive: Class 3, divisions 4.1/4.2/4.3 and class 8 > Toxic materials (gases and liquids): Divisions 2.1/2.3/6.1. > Low explosive HazMat, non-flammable gases, Various HazMat: Division 1.4, Division 2.2, Class 9. > Oxidizing products and peroxides: Divisions 5.1 and 5.2. II. FACILITIES AND EQUIPMENT > Rail-road terminal 750m long rail terminal with 3 tracks. 2 one-way traffic lanes for trucks. Handling by stackers. > Storage operated with a bridge crane Lifting capacity: 41 tons. Working speeds: 160 m / min gantry drive and 80 m / min trolley drive. Lifting speed allowing 15 cycles / hour during two 7 hour shift ie 210 cycles / day. > Storage cell capacity: from 36 to 54 TEUs (ISO Tanks and dry containers 20, 23, 30, 40 feet). > Logistics platform connected to Dunkirk western container terminal through Loon-Plage rail siding and just beside Dunkirk RoRo terminal (Dunkirk Dover line: 12 calls every day). > Container storage facility integrated in a Seveso platform > Watertight roof with blow-out panels and shrapnel and explosion protection nets. > No ignition sources in the storage cells. > Independent cells storing 1 or 2 compatible classes, separated by concrete firewalls. > Each cell has its own retention to collect spills. > Cells with a containment device for toxic and flammable gases whose the atmosphere is permanently analysed. > Permanent monitoring of different parameters: toxicity, temperature and explosive level. > Each cell is equipped with fire detection connected to the control room; depending on the types of HazMat, the extinction is achieved by high-expansion foam or deluge system or there is activation of water curtains in order to contain any vapors and smokes. > Inerting (venting), degassing, cleaning, repair, heating, temperature regulation... > Handling outside opening hours.

3 N 2 General cargo and empty container storage facility 20 to 45 Fcl general cargo or empty containers. Maximum capacity in the initial phase: 810 TEUs Maximum capacity after extension: 1890 TEUs I. MATERIALS ALLOWED > Any material other than HazMat. II. FACILITIES AND EQUIPMENT > Storage capacity In the initial phase, 810 TEUs on the rail-road terminal. In the final phase: construction of a park for General cargo and empty container park of m 2 which can store up to 1890 TEUs. > Rail-road terminal 750 m long rail terminal with 3 tracks. 2 one-way traffic lanes for trucks. Handling by stackers. > Logistics platform connected to Dunkirk western container terminal through Loon Plage rail siding and just beside Dunkirk RoRo terminal (Dunkirk - Dover line : 12 calls every day) > Outdoor storage tank farm integrated in a Seveso platform. > The storage is organized in blocks of 30 TEUs (2 rows of 15 TEUs); the blocks are at least 15 meters apart one of each other in order to allow the circulation of stackers and the access of intervention teams in case of emergency. > Rail-road terminal equipped with peripheral water curtains wich are activated automatically as soon as a gas leak is detected. > Container loading and unloading, cleaning, repair, heating, temperature regulation, paperwork...

4 N 3 Cleaning station Four cleaning tracks indoor and a wash gantry for trucks outdoor. Cleaning station for tank trucks, containers, tank cars and IBCs open access. APLICA / EFTCO certification. I. MATERIALS ALLOWED > Powdered products: granulated wheat, flour, ashes... > Foodstuffs: Wine, edible oils, chocolate... > Chemicals: minerals, organic, viscous resins, paraffin waxes, additives, bitumen and similar II. FACILITIES AND EQUIPMENT: > Four cleaning tracks indoor: 1 track for tank trucks and tank containers dedicated to foodstuffs cleaning; 2 tracks for tank trucks and tank containers dedicated to chemical cleaning; 1 Cleaning track (chemicals and foodstuffs) for tank cars connected to the platform rail grid. This track can be used as 3 rd chemicals cleaning track for tank trucks or tank containers. > An indoor cleaning zone of 50 m 2 for IBCs cleaning. > An outdoor wash gantry for tank trucks, tank containers, tautliners. > Offices, changing room and technical rooms. > 4 heating locations (steam, hot water, electric) for tank trucks and containers. > Cleaning station integrated in a Seveso platform. > All cleaning tracks are equipped with central gutters connected to the ETP (Effluent Treatment Plant). > The electrical devices installed in the upper part of the cleaning tracks are ATEX. > The use of non-sparking tools on bridges is mandatory. > Degassing, inerting, drying, heating, waste destruction, sealing...

5 N 4 Leak tests for tanks Leak tests for tank trucks, tank containers, tank cars, IBCs with compliance test certificate. Capacity: 2 test tracks. I. LEAK TESTS PERFORMED ON > Tank-cars. > Tank trucks. > Tank container. > IBCs. II. FACILITIES AND EQUIPMENT: > 2 rail-road tracks to test tank cars / tank container / tank trucks. > Tracks with gateways providing access to tank domes and containers. > Container repair workshop for ground testing. > Offices, changing rooms and technical facilities of 250 m 2. > Cleaning station integrated in a Seveso platform. > Tests performed with water in order to avoid explosion. > A concrete wall designed to support on explosion during leak test separates the test tracks. > Systematic cleaning of the tanks before the leak tests. > Gateways to access the domes of the tank trucks and tank containers. > Disassembly, blind flange fixing, replacement of seals and valves, repair, certification by an independent accredited company, reassembly of accessories, tank gauging...

6 N 5 Tank storage facility for liquid HazMat Storage capacity in the initial phase: 16 tanks of 1000 m 3 Storage capacity in final phase: 32 tanks of 1000 m 3 Storage of flammable liquids Class A to D, acids, caustic soda and other hazardous liquids for the environment in stainless steel tanks. I. LIQUIDS ALLOWED > In initial phase: flammable liquids Class A, B, C and D, alcohols, hydrochloric acid, chlorosulphuric acid and other hazardous liquids for the environment. > In final phase: Flammable liquids Class B or lower, caustic soda and other hazardous liquids for the environment. II. FACILITIES AND EQUIPMENT > Stainless steel tanks, heated and insulated with internal floating roof. > 4 tank farms with 8 cylindrical tanks of 1,000 m 3 each. 2 tanks per retention pool. > 4 loading /unloading facilities for tank trucks and 2 for tank cars under canopy. > Logistics platform connected to Dunkirk western container terminal through Loon-Plage rail siding and just beside Dunkirk RoRo terminal (Dunkirk Dover line: 12 calls every day). > A flare allows the burning of vapours / gases emitted during loading / unloading operations. It burns the vapour coming from the vent collection tank system network. > Tanks equipped with internal floating roof to avoid VOC emissions during filling operations. > Tank farms integrated in a Seveso platform. > The retention pools (2 tanks / retention pool) are equipped with an external gutter to collect spills. > 2 control systems to prevent overflowing permanent heating temperature monitoring. > Mixed extinguishing installation (water / foam); sprinkling crown using water and foam. > Retention pools equipped with: a liquid level detector, 4 foam boxes, a drain valve. > The products inside the tanks in the same retention pool are compatible. > Heating, nitrogen blanketing, temperature regulation, tank cleaning, sampling, sealing...

7 N 6 Storage in silos 3 areas of storage in silos for plastic pellets and other pulverulent products 40 silos of 450 m 3 for plastic pellets and 24 silos of 250 m 3 for other pulverulent products I. PRODUCTS ALLOWED > Area for plastic storage in silos: polyethylene (PE) and polypropylene (PP) pellets. > Area for pulverulent bulk storage silos: various non-plastic products in dedicated silos such as powders, aggregates, granulates. II. FACILITIES AND EQUIPMENT > Semi-automated operating system and continuous on-site staff presence. > The plastic silos area contains 4 modules of 10 silos (capacity: 450 m 3 /silo). > The 2 storage areas for other pulverulent bulk silos contain 12 silos/area (capacity: 250 m 3 /silo). > Logistics platform connected to Dunkirk western container terminal through Loon Plage rail siding and just beside Dunkirk RoRo terminal (Dunkirk Dover line: 12 calls every day). > Silo storage areas integrated in a Seveso platform. > The 10 silos of each module in the plastic pellets storage contain different grades of the same product in order to avoid error during loading / unloading operations. > Filling equipment: Filling tube with an opening valve controlled by the tracking system, explosion blowhole certified ATEX, detector for filling level, manhole with a safety valve. > Truck loading equipment: telescopic remote controlled loading pipe equipped with an electrical hoist and an overflow safety device which controls the loading valve; low level sensor in the bottom of the silo, manual bottom valve and remote controlled automatic loading valve. > Sampling, analysis, cleaning, certified weighbridges.

8 N 7 Storage on tracks for HazMat tank cars Capacity in initial phase: 3 tracks 90 RTCs. Capacity in final phase: 4 tracks 120 RTCs Storage of HazMat in tank cars on secure rail tracks. I. TYPE OF TANK CARS ALLOWED > Empty degassed or with residual product: GPL, CVM, DCE, propane, butane, ammonia, ethylene oxide and propylene, liquefied flammable amines (DMA-type), 33% hydrochloric acid, chlorosulphuric acid, oleum, toxic or very toxic to the environment, organohalogen liquids. > Full of LPG : Crude C4, butene, Butadiene 1-3, 1-butene, butane, propane, vinyl acetate monomer. > Full with other products: flammable (alcohol, methanol...), dangerous for the environment (toxic or very toxic), caustic (sodium hydroxide, potassium hydroxide). > Oxidizing, toxic, caustic soda or caustic potash: only on a dedicated track. II. FACILITIES AND EQUIPMENT > 3 tracks of 650 m long in the initial phase: 2 tracks for long-stay parking (more than 24 hours) 1 track for short stay parking storage capacity of 90 full tank cars > 1 additional track of 650 m long in final phase Extra storage capacity of 30 full tank cars > Storage on tracks integrated in a Seveso platform. > Storage on tracks equipped with a retention pool of 90 m 3 and with sprinkler ramps activated by gas and flame detectors. > Full or empty degassed tank cars are not parked in front of tank farm to avoid direct thermal damages in case of fire. > LPG tank cars are parked only on the tracks nearby the HazMat container storage facility and only on 400 m long. > Tracking system of the tank cars location on the platform by RFID tags and geolocation. > Degassing, cleaning station, tank tests, blanketing...

9 N 8 Handling operations on Rail-Road terminal (RRT) Containers handling on the Rail-Road Terminal by stackers and gantry cranes. 3 rail tracks. I. FACILITIES AND EQUIPMENT > Rail-road terminal 3 rail tracks of 750m long operated on 600m long ; 2 handling areas, one is directly connected to the HazMat containers storage facility. > 2 one-way lanes for trucks on both sides of the rail-road terminal: A parking lane for handling operations, A traffic lane. > Handling by stackers. II. SAFETY > Rail-Road Terminal integrated in a Seveso platform, therefore subject to more restrictive regulatory constraints than a conventional Rail-Road Terminal. > Rail-Road Terminal equipped with 2 independent water curtains around the 5 rail tracks and the 2 service roads which are activated automatically as soon as a gas leak is detected. > Specific procedure for handling containers of toxic products (limited speed for the stackers, limitation of the height of the containers above the ground during handling). III. RELATED SERVICES > HazMat containers storage in dedicated installation, full/empty general cargo containers areas, loading/unloading containers into containers or tautliners Opening hours: from Monday to Friday: 6 am-7,30 pm

10 N 8 bis Rolling highway terminal Horizontal handling of road trailers on special flatcars by Ro-Ro tractors A RoLa terminal able to handle up to 30 road trailers per train I. FACILITIES AND EQUIPMENT > RoLa terminal 1 rail track of 500 m long able to accept up to 15 flatcars (Modalhor type) simultaneously, which represents a potential of 30 road trailers per train. 120 parking spaces for truck trailers. Handling capacity: 4 couples of trains of 30 trailers per day > Double ring road circulation in periphery of the terminal allowing drivers to take or to leave their road trailers. II. SAFETY > RoLa terminal integrated in a Seveso platform. > Specific access, dedicated to terminal users > Loading and Unloading of the trailers only by RoRo tractors operated by qualified personnel > Toxic HazMat non authorized on RoLa terminal III. RELATED SERVICES > Transfer of unaccompanied trailers between HORN platform and Dunkirk ferry terminal located less than 2 km -12 daily connections with Dover (UK) > Cleaning station and heating facilities for road trailers on the platform Opening Hours : From Monday to Friday : 6 am 7.30 pm

11 N 9 Hazmat truck parking Secure parking area for trucks carrying dangerous goods. 30 parking spaces I. FACILITIES AND EQUIPMENT > 30 parking spaces for trucks. > Sanitary building with separation men/women including a containment zone. > Checkpoint at the site entrance. II. SAFETY > Containment zone, integrated in the sanitary building, able to receive 30 drivers. > The access to the parking is done only through the checkpoint, which filters trucks and retrieves the driver ID card. > Parking completely fenced and monitored by cameras. > Restricted access outside normal opening hours of the Seveso platform. III. RELATED SERVICES > Sanitary, food and drink vending machines, gantry truck wash system. Opening hours: 7 days/7-24 hours a day

12 N 10 Maintenance and repair activities Maintenance and repair of locomotives, containers, tank trucks, tank cars and IBCs. A rail maintenance workshop connected to the platform rail network and a container repair workshop. I. SERVICES PROVIDED > In the locomotive maintenance workshop: Pantograph change, electrical and electronic repair services. First level maintenance (monitoring, fluid levels checking, changing small spare parts). Diesel engine mechanic maintenance and axletree replacement. Replacing brake blocks and drivetrain examination. Mechanical maintenance of wagons. > In the repair workshop area: Rehabilitation of containers, tank trucks, IBCs and renovation of IBC. Maintenance of valves and bottom valves on containers and tanks. Small operations on electrical and hydraulic circuits. II. FACILITIES AND EQUIPMENT > Locomotives maintenance workshop with 2 repair tracks above maintenance pits. > A bridge crane for handling heavy parts. > Electrical bench to check catenaries. > Storage area for batteries, engine oils, spares parts. > Petrol station under roof with a buried fuel tank and dedicated rail tracks with a sand silo. > Container workshop capacity: 8 containers 20 simultaneously. > Workshops integrated in a Seveso platform. > The locomotive workshop has its risky storage locals separated from the maintenance zone. > In order to avoid any risk of explosion, the maintenance works are exclusively carried out after degassing/cleaning and under cleanair. > Petrol station for locomotives, diesel and sand filling, periodic inspections by notified company Opening hours: from Monday to Friday: 8am /12pm and 2pm / 5pm.

13 N 11 Freight forwarder Door-to-door services combining our own transport fleet and those of our rail, sea and road partners. I. TRANSPORTATION > By rail: daily connections: In initial phase: to Delta 3, the multimodal platform in Dourges (62) that enables us to cover the French territory, the neighboring countries and Boulou terminal (Container + road trailer); In final phase: addition of connections to Mouguerre / Tarnos (Container + road trailer); Marseille terminal, and a train to Italy 2 times per week. Loon-Plage rail siding just beside HORN platform, 2 weekly connections with Bonneuil sur Marne port terminal (Paris area), Pre and post deliveries by rail for local customers. > By sea: 12 calls every day Dunkirk-Dover line, services to the North of UK, Nordic countries and northern Europe. > By road: daily services to customers in the hinterland. II. FACILITIES AND EQUIPMENT > Rail-Road terminal 3 rail tracks of 750m long. Handling by stackers. > Logistics platform connected to Dunkirk western container terminal through Loon Plage rail siding and just beside Dunkirk RoRo terminal (Dunkirk Dover line: 12 calls every day). > Rail terminal des Flandres, just beside HORN platform directly connected by road and rail. > Easy access to Benelux motorways via A16 (5km) and A25 (15km). > Dedicated means (locomotives, trucks) to achieve pre and post deliveries to our customers in the hinterland. III. SECURITY > Road-Rail Terminal integrated in a Seveso platform, therefore subject to more restrictive regulatory constraints than a conventional RRT. > RRT equipped with peripheral water curtains in case of gas leak. > Specific procedures for handling the containers with toxic products (speed limits for the stackers, limitation of the height of the containers above the ground during handling). Opening hours: from Monday to Friday: 7 am-7.30 pm.

HAZMAT PRODUCTS ALLOWED > Polymers (PE, PP) packed in bags or big bags. > Wooden pallets, > Paper or cardboard. > Stainless steel or plastic IBCs waiting for washing or removing. > Other flammable products requiring a 1510, 1530, 2662 certified warehouse. II. FACILITIES AND EQUIPMENTS > Packed/palletized products warehouse with 6 independent units of 1445 m². > A technical room for ESFR sprinkler system, common to the 6 units > 3 access bays with sectional doors per unit. > Thermal forklift handling. > Storage on racks up to 9.60 m high. > Warehouses integrated in a Seveso platform. > Concrete firewalls (2 hours) between each unit. > Units equipped with fire detection and ESFR sprinkler system. > Handling zone protected by RIA (tap sets fire to armed). > Administrative service, inventory, loading / unloading...
