2 Permit System History 1984 Truck Permit System started by Western Dakota Energy Association to track and monitor overweight (non-divisible loads) and over-dimension trucks on oil county roads Paper Permits, Regulations different for each county 1995 System became uniform for all member counties epermit Management System was developed epermits AND Paper Permits were issued for the next five years 2

3 Road Restriction Communication System In 2012, the County Road Restriction Communication System was implemented Member counties/cities/townships can post their load restrictions, road closings, restriction removals etc. The information is ed or texted out to all who are registered to receive the notifications 3

4 Restricted Road Map In 2015, the Restricted Road Map was added In response to requests from the industry, we introduced an interactive restricted road map to display restricted roads in member counties 4

11 Current LoadPass Work 2016 The WDEA Executive Board approved the expansion of LoadPass Permits to North Dakota counties outside of oil country 2017 HB 1320 passed and signed into law 11

12 HB Truck Permit Compliance and Road Enforcement Requires participation of township governments if the township is in a participating county Sets up notification process for fee changes Allows additional fees when it makes sense Provides counties and WDEA truck permit system an enforcement tool to discourage damage to roads when restrictions are in place WDEA amended its uniform truck permit system bylaws to allow board participation by members from non-oil producing counties. Enhanced mapping/routing software development is underway.

13 HB 1320 What s in the Bill Enforcement Authority Notwithstanding any other provision of this chapter, a city, county, or township having control of roads may not impose additional fees for the use of roads beyond the fees established under a uniform permit program. A city, county, or township may issue a penalty to a person that violates a posted road restriction. If a permit is denied, a person may receive an additional fee or condition from the city, county, or township in exchange for authorization to move an oversized or overweight vehicle on a road under the jurisdiction of the city, county, or township.

14 LoadPass Routable Map Enhancement In 2017, the WDEA Executive Board approved the development of a Routable Road Map Funded by a 0-4% Member Special Project Permit Fee Share Current Special Project fee - 2.5% of Permit Fees 14
