1 EMERGENCY MEDICAL VEHICLE SCOPE & GENERAL REQUIREMENTS SCOTT COUNTY EMS This specification describes a commercial type RV cutaway chassis with a transferable modular body converted into a Type III, Class I ambulance configuration as defined in the FEDERAL SPECIFICATION FOR AMBULANCES, KKK-A-1822F, dated August 1, Unless otherwise specified, described vehicle shall comply with KKK-A-1822F and the current OEM chassis manufacturer s Program Truck Guidelines. The manufacturer of this vehicle: Shall be a current in good standing of the Ford Motor Company Qualified Vehicle Modifier Program, and shall submit a copy of his membership certificate as part of the bid proposal. Shall submit a copy of current certification of compliance with Fed. Spec. KKK-A-1822F for the type vehicle described herein, as prepared by an independent testing laboratory. (In-house certification will not be acceptable.) Shall carry not less than five million dollars ($5,000,000.00) in product liability insurance. Shall employ full-time Parts personnel. Shall employ a full-time electrical troubleshooter. Shall employ a full-time Warranty representative. Shall furnish custom Computer Aided Design (CAD) interior and exterior construction drawings specific to each vehicle produced. Shall furnish custom CAD electrical illustrations (including physical layouts of switch panels and electrical component mounts) and electrical schematics specific to each vehicle produced. Shall offer factory refurbishing and/or remounting services for purchased units at pricing current at the time such services are requested. Does Your Bid Comply? Yes No 1 of 27

2 1.0 CHASSIS TYPE III ABULANCE: The apparatus shall be a Chevrolet G-3500 Class 1, Configuration A, 2-door Cut-a-way van with a transferable, modular, ambulance body O.E.M.: The acronym O.E.M. is Original Equipment Manufacturer. The O.E.M. is the chassis manufacturer and the vehicles Make Origin AMBULANCE PREPARATON PACKAGE: The chassis provided shall be equipped with an ambulance preparation package designed and installed by the O.E.M. The package shall be designed to hold up to the demands and duty cycles inherent with Emergency Medical Vehicles THROTTLE HIGH IDLE: A O.E.M. throttle control shall be provided. The throttle shall be programmed for charge protect. The throttle control module shall be located in the console base GROSS VEHICLE WEIGHT RATING (GVWR): The GVWR of the chassis supplied shall be at least 12,300 pounds FRONT AXLE WEIGHT RATING (FAWR): The FAWR shall be rated no less than 4600 pounds REAR AXLE WEIGHT RATING (RAWR): The RAWR shall be rated no less than 8600 pounds. REAR AXLE TYPE AND RATIO: The axle type shall be limited slip differential with a 3.73 gear ratio shall be provided. 2 of 27

3 1.0.9 ENGINE: A V-8, Turbo-charged Diesel engine shall be provided with a minimum displacement of 6.6 liters (363 cu in). The engine performance shall comply with or exceed KKK-A-1822F 3.4.3, 3.4.4, and thru TRANSMISSION: A 4-speed, electronic automatic transmission with overdrive shall be provided BATTERIES: Two batteries shall be mounted to provide easy access for servicing. The batteries shall be at least 770 CCA BRAKES: 4-wheel anti-lock, power assisted hydraulic brakes shall be supplied by the O.E.M. The brakes shall be 4-wheel Disc type. The parking brake shall be an independent mechanical driveline brake, provided by the O.E.M TIRES: All tires shall be identical make, tread type, size and load range. For aforementioned GVWR the tires shall be LT225/75R16D. A label with the recommended tire pressure shall be located above each wheel opening, unless specified otherwise by the purchaser. All tires shall be balanced per KKK-A-1822F Stainless steel wheel inserts shall be installed. Rear wheels shall have braided valve extenders installed. MUD FLAPS: Rear Mud Flaps shall be provided SPARE TIRE: One (1) spare tire and wheel assembly shall be supplied. When the tire is to be carried on the unit, the tire hold down shall meet KKK-A-1822F O.E.M. Tire tools shall be provided with the spare OCCUPANT RESTRAINT SYSTEM: The front, forward facing cab seats shall be equipped with O.E.M. installed three point seat belts. 3 of 27

4 The seat belts shall have pre-tensioners built into the seatbelt assembly to take up belt slack during a violent frontal collision. The seat belt assemblies shall meet or exceed F.M.V.S.S. 208 and 209. The inside conversion panels shall not interfere with the swivel arc of the shoulder rings SUPLEMENTAL RESTRAINT SYSTEM: An O.E.M. air bag shall be installed on the driver and passenger side. Permanent or quick release ambulance conversion components shall not interfere with air bag deployment. The air bags must be completely operational. Modifications by the secondary manufacturer are not acceptable FUEL TANK: The fuel capacity shall be at least 33 U.S. gallons. The fuel range shall be at least 250 miles per KKK-A-1822F CAB SEATS: O.E.M. High back, velour covered bucket type seats shall be provided in the cab. The seats shall adjust forward and aft. Seat base must be O.E.M. After-market seats and/or bases are not acceptable due to violations regarding S.R.S. (Air bag) deployment geometry CAB STEREO: An O.E.M. AM/FM/CD in dash radio shall be included with the chassis. Located in the ceiling of the patient compartment shall be two speakers with a fader switch mounted in the rear action panel MIRRORS: Dual Velvac electric heated mirrors with built in convex shall be provided DOOR LOCKS: The cab doors shall have O.E.M. power door locks. A momentary rocker type switch shall active (Lock/Unlock) both cab doors TRIM PACKAGE: The highest level trim package shall be supplied from the O.E.M. The package shall include high quality chrome like bright work on the grille face. Chrome plated steel bumper(s) shall also be supplied by the O.E.M. Argent or painted bumpers are not acceptable. The O.E.M. grille work shall remain O.E.M. 4 of 27

5 After market vacuum formed, proprietary grille work made by the ambulance manufacturer is not acceptable due to replacement part cost and lack of immediate availability RUNNING BOARDS: Running boards constructed of.125 aluminum UNDERCOATING: Chassis and module shall be fully undercoated. 1.1 MODULE CONSTRUCTION - GENERAL SERVICE INTENT: The ambulance body shall be all aluminum. The body sheet shall be reinforced with structural members designed to resist deflection and withstand conditions as per federal specification KKK-A-1822F BODY MEMBER ALLOY: The side, roof, front and rear sheets shall be derived from.090 (3/32 ) thick 5052-H-32 Aluminum sheet. The roof sheet shall be one piece, from roof rail to roof rail. The side structure and structural shapes shall be extruded of 6063-T6 aluminum. This Agency will not accept bids from ambulance manufacturers that do not manufacture the ambulance body being bid. All frame and structural members shall be MIG (metal arc inert gas shielded) welded together to form a "roll cage". No rivets, screws, adhesive or other mechanical fasteners shall be used for the attachment of any structural or frame member used to form this "roll cage" BODY WARRANTY: The body shall carry a 15-year warranty following the date of delivery to the end user. The warranty shall cover repairs or replacement of body elements or components that fail due to structural defects in materials and workmanship. The body shall be re-mountable to a future new chassis, of exact specification, without voiding the 15-year body warranty, provided the re-mount is performed by the Original Ambulance manufacturer or its authorized agent. Life Time Warranties shall not be acceptable, unless the protection coverage is CLEARLY specified and attached in its entirety, with the bid. Hollow, no content and/or unclear Life Time Warranties are not acceptable. 5 of 27

6 1.1.4 STRUCTURAL INTEGRITY: The body shall be capable of providing impact, deformation and penetration resistance in the event of a collision. The body structure shall be capable of passing a stand-alone static load test on a type-tested body. The test shall be conducted in accordance to AMD-001 the test weight shall be no less than 13,167 pounds or 1.5 times the curb-weight of the finished vehicle. Complete copy of the testing documents must accompany the bid/proposal, NO EXCEPTIONS. Exceptions to this requirement will not be considered. Non-compliant bids will be rejected REMOUNTABLE: The body shall be designed to be remounted to like chassis with same cab-to-axle dimensions WELD QUALITY: All welds within the modular body shall meet American Welding Society codes for structural and sheet welding. All weld sites shall be cleaned prior to welding. All welds shall be free of cracks, cavitations, oxidation and foreign substances. All M.I.G. welds shall be shielded with Argon, during the process. ` CREVICE PREPARATION: All skin and extrusion surfaces destine to be mated shall be primed with chromate, etching primer prior to assembly. Additionally, all over lapping extrusion to skin surfaces shall be bedded with a one part polyurethane adhesive sealant. The sealant shall be applied immediately prior to assembly. Excess sealant shall be cleaned off after the clamping phase. The adhesive sealant shall eliminate jamb to skin movement. 1.2 SIDE STRUCTURE SHEET: The skin covering the front, sides, and rear walls shall be a single aluminum sheet with an alloy and temper strength of 5052 H32 for strength, ease of welding, and corrosion resistance. Modular bodies fabricated from multi-piece front rear or side skins are not acceptable to this agency. The skin shall be attached to the vertical and horizontal wall structure with a high strength urethane adhesive applied in a vacuum bonding procedure to insure consistent adhesion, and full coverage insulation. In no case shall screws, rivets or any other mechanical fasteners be used to attach the skin to these structural members. 6 of 27

7 1.2.2 SIDE STRUCTURAL MEMBERS: The side assembly shall be reinforced vertically with square aluminum extruded structural on an average of twelve (12) inch centers. These structural members shall be 2 x2 extruded box tubing with an equivalent wall thickness of.125 inch. To minimize the possibility of the extrusion bending, twisting or suffering other deformation when stressed, the extrusion shall be designed that each boxed formed corner extrusion on the sides, front, rear, and roof over lap the opposing extrusion, thus allowing for full length vertical welds on the entire outside of the body and the inside of the body. These structures shall be MIG welded together to form the bodies roll cage and corner impact protection CORNER SIDEWALL ASSEMBLY: The corners of the modular body shall be constructed of an extruded hollow aluminum shape with a material thickness of.125 inch. The cavity of this shape shall be no larger than is necessary to cover the abutment joint created by the adjoining welded components. These extrusions shall be welded to the bottom of the upper corner cap and the bottom of the sidewalls. These extrusions shall be sealed along their entire length with a high bond single stage urethane adhesive. ROOF CONSTRUCTION PERIMETER EXTRUSIONS: The roof's substructure assembly shall consist of perimeter extrusions, lateral roof bows, and interconnecting corner caps ROOF SHEET: The roof skin shall have an alloy and temper strength of 5052 H32. The roof skin will be fully seam welded where the skin contacts the roof rail perimeter extrusions. The skin shall be attached to the lateral roof bows with a high strength urethane adhesive applied in a vacuum laminating process to provide even and consistent adhesion of the wall skin to the structural extrusions. In no case can screws, rivets or other mechanical fasteners be used to attach the skin to the lateral roof bows ROOF BOWS: The lateral roof bows shall be 2" x 2" square aluminum extruded tubing with an equivalent wall thickness of.125 inch. These structures shall be MIG (metal arc inert gas shielded) welded together to form the body's "roll cage". These structural members shall be located so that the roof skin is supported on a minimum "center" distance of 14 inches. The roof bows shall interconnect with the roof side rails and be continuously welded at all contact points. In no case shall a lateral roof bow have free span of more than 46 inches. 7 of 27

8 1.3.4 ROOF CORNERS: The roof rail extrusions shall be welded together along the roof bow mating walls at the corners. In addition, the outer surfaces of the roof rail extrusions shall be continuously M.I.G. welded to cast aluminum corner castings. The castings shall have rail shaped heat risers behind the weld sites to interlock the joint. FLOOR CONSTRUCTION FLOOR MEMBERS: The floor shall be at the lowest level permitted by clearances. The floor structure shall consist primarily of 2" x 2" x.125" structural box tubing extruded of 6063-T6 aluminum. The finished assembly shall be securely welded to the wall structures and exterior compartments. The lateral and longitudinal floor structural members shall be 2" x 2" extruded box tubing with an equivalent wall thickness of.125 inch MOISTURE BARRIER: Over the floor substructure there shall be applied a moisture barrier of.050 inch thick aluminum skin. This skin shall be attached to the floor structural by a full bed of industrial adhesive. This adhesive bed shall be adequate to completely seal the patient compartment from fumes and moisture from penetrating the interior CARBON MONOXIDE PROTECTION: Due to an increased concern over carbon monoxide penetration into the patient compartment, it is imperative that the entire underside of the modular body be sealed. All hollow corners structural shall be sealed with either expansion foam or sealed metal plates screwed into place. DOOR CONSTRUCTION DOOR SKIN: The door skin shall be.090 thick 5052-H32 aluminum sheet pan formed to create a crevice free surface for best paint adhesion and corrosion resistance. The formed edges shall not have elongation cracks due to forming. The formed edges uniformly rounds off exposed edges for better paint adhesion and aesthetic appeal. 8 of 27

9 1.5.2 DOOR PANELS: The inside door panels shall be made of matching mica panels. The center panel shall be removable for easy lock service/lubrication. Exposed, raw, sheared, unfinished sheet-metal edges are not acceptable. The panels shall be fastened to the door with stainless steel, #10-32 UNF machine screws threaded into quality blind fasteners. Each screw shall have an internal tooth lock washer to preclude loosening DOOR JAMB: The door jamb shall accommodate rigid fastening of compartment door hinges. The jamb shall include a hollow cell that shall conceal wiring for the non-mechanical door switch. The door jamb corners shall be mitered and welded to hold the door square and rigidly together at the corners. Additionally, the jamb shall be secured to the body with flat-head machine screws. A weather strip will be attached to the jamb to create a water resistance seal HINGE: All doors shall have stainless steel, continuous, piano hinge. The pin diameter shall be.250 and staked into place to prevent drifting out of the hinge leafs. The knuckle lengths shall be 1. Alternating slots shall be incorporated in the hinge to facilitate fine adjustment. The hinge attachment bolts shall be ¼-20 x 1 long stainless steel Type F hex head bolts. The bolts shall be spaced 4 inches apart on each leaf for the full length of the hinge LATCHES: The latches shall meet FMVSS 206. All latches shall be two-stage, rotary- type. The latches shall be through bolted to the door with 5/16 UNC countersink, Stainless steel, bolts and lock nuts. All entry doors shall have two rotary latches per door. To assure uniform latch timing and functional door reliability, only straight, ¼ diameter rods shall connect the latches to the handle. All latch timing shall be set at the handle site. The rod ends shall be threaded ¼-20, run though a clearance hole on a swivel block and threaded through a long bodied hex nut. The length of the rod shall be locked in with a binder nut on the rod against the long nut. In addition, the swivel block shall include a set screw and shall thread into the rod. At the latch end, the rods shall be bent 90 degrees, inserted into the release lever and held in place with a spring steel rod keeper. Cables are not acceptable because they stretch or pull out of their crimps, rendering the door incapacitated. Other than at the latch site, bends in door latch rods are NOT acceptable. Bends in door rods will straighten at undefined rates and cause latch timing problems. 9 of 27

10 All single hung compartment doors shall have one rotary latch. All double hung compartment doors shall have two rotary latches per door. All striker pins shall be headed to prevent the door(s) from opening under impact EXTERIOR HANDLES: Large die cast paddle handles shall be provided to open all doors. Blind fasteners shall be used to fasten the handles to the door. Exposed fasteners to the outside are unacceptable for security reasons. Every paddle handle shall have an isolation gasket between the paddle body and the door skin. All door skin surfaces shall be painted prior to installation of the hardware. The door handle shall incorporate an extension spring to return the paddle to the home position. Paddles using torsion springs are not acceptable due to cold weather breakage. The handle shall be long enough to accommodate four-gloved fingers for door actuation. All paddles, on single hung and leading double doors shall be locking type and keyed the same. Trailing doors shall; have non-locking paddle handles, mounted on the outside of the door INTERIOR HANDLES: Interior handles shall be supplied on all module entry doors. The interior handle shall be paddle type. A Lock/Unlock lever shall be installed and be clearly marked Lock/Unlock WINDOWS: All entry doors shall be equipped with an upper window. The curbside entry door shall have a side window with a nominal area of 320 square inches. The rear access doors shall have a fixed pane window with a nominal area or 320 square inches. All windows shall have anodized frames and blind inner mounting ring screws, fastened from the inside. The exterior portion of the frame shall have a full perimeter seal mated against the door skin. All glass shall be tinted safety glass DOOR CHECKS: All doors shall be equipped with a door check (hold open). All vertically hinged doors shall have a Rod mounted, mechanical spring type of door check. The spring shall keep positive pressure on the door in the open and closed position. Door check brackets shall be through bolted to preclude coming loose. All doors shall open 90 to 110 degrees, unless otherwise specified by the user. Rear access doors shall open at least 150 degrees. The door checks shall be 2 piece, heavy duty, Cast aluminum, grabber type. The door shall have a ½ round stock loop that plunges into a positive rubber/cast socket. Each half of the door checks shall be insulated from the skin with a rubber gasket. Each door-check half shall be rigidly mounted. Skin flex is not acceptable. 10 of 27

11 DOOR HANDLES: All entry door shall be equipped with two point, 1 diameter, stainless steel, handicap style grab handles to aid in door closure and entry assistance. The handle shall run horizontally, directly above the inside door latch. The door handles shall be fastened directly to the horizontal door structure that is welded to the door assembly DRIP RAILS: A drip rail shall be provided over each compartment to prevent water roll off from spilling into the opened compartment door. Full height compartments are exempt because the perimeter roof rail drip rails will cover these compartments. 1.6 COMPARTMENT CONSTRUCTION MATERIALS: All exterior compartment walls, back and floor shall be constructed of polished aluminum diamond plate. The ceilings and floors shall form around the sides and back to provide an overlapping joint. The floors and ceilings are bonded to the walls and back and intermittent welded on 6 centers. Continuous welds around the compartment seams are not acceptable due to cracking, in time, located just outside the welded heat affected zone VENTILATION: All compartments shall have louvers of ventilation to the outside. Oxygen cylinder compartments shall be louvered through the door with at least 9 square inches of free-vented area DRAIN HOLES: Drainage holes shall be provided on the bottom of the compartments OXYGEN COMPARTMENT: A universal M or H size cylinder rack shall be provided to secure a vertically stored cylinder. The rack shall be through bolted to the compartment wall. The rack shall remain rust free for the life of the ambulance. The rack shall be fastened to the compartment wall with four 3/8-16 grade 8 bolts with grade 8 flanged nuts. 11 of 27

12 1.6.5 STEP WELL: A linoleum covered step well shall be provided at the curbside access door. The step shall have a tread dimension of not less than 10 inches. The step well shall be illuminated. The covering shall be consistent with the floor covering in the patient compartment. 1.8 REAR BUMPER FRAMING: The rear step bumper shall exceed KKK-A-1822F The bumper shall be bolted directly to the chassis frame. In addition the top of the bumper shall be mounted below the body skirt-line, so that minor collisions do not damage the body. Steel framed bumpers with shaker can paint protection is unacceptable CENTER STEP: A flip up step shall be provided to allow closer access to the patient cabin floor. The step shall be as wide as the rear access door jamb. The step shall have aggressive traction. Snow and ice shall not compromise the level of traction on the center step. A stainless steel piano hinge shall have a staked in, ¼ diameter pin, one inch knuckles and one Type-F ¼ through bolt every four inches OUTER PONTOONS: The step bumper shall have an aesthetically pleasing appearance. The outer bumper ends (pontoons) shall be covered in polished aluminum diamond plate. The outer corners shall be rounded to eliminate sharp corners around the working area. Each pontoon shall have a rear dock bumper attached to further protect the bumper. 1.9 BODY PROTECTION AND BRIGHT WORK FRONT OF BODY: The front of the body shall have skirt-line protection plates made of aluminum diamond plate. The corner posts shall have form fit diamond plate protection height matched to the frontal plates. REAR OF BODY: The rear kick plate shall run from corner post to corner post with a recessed, centered tag holder. The height shall be from the skirt-line of the body to the bottom door-jamb on the rear access doors. The corner posts shall have form fit diamond plate protection. 12 of 27

13 1.9.3 SKIRT RAILS: The entire skirt-line of the body, forward and aft on the rear wheels shall have formed diamond plate skirt rails to protect the body. Each skirt rail shall meet KKK-A-1822F Each rail shall be chamfered 45 degrees at each end. The rails shall not have exposed fasteners in the rail when viewed from the standing position. The rails shall not cut into the paint REAR ACCESS DOOR JAMB: At the rear access doors, a full width, formed, stainless steel jamb protection plate shall be provided to prevent the cot frames from chipping the paint FENDER: The rear fender flares shall be formed stainless steel. A diamond plate shroud shall be installed around the rear wheel well openings to protect the paint. MODULE CONFIGURATION OVER ALL LENGTH: The overall length of the vehicle shall not exceed 22 feet (264 ) per Federal Specification KKK-A-1822F The departure angle shall meet or exceed KKK-A-1822F MODULE LENGTH: The module length shall be at least 142. MODULE WIDTH: The module width shall comply with Federal Specification KKK-A- 1822F The module shall be 90 inches wide, excluding lights and accessories. MODULE HEAD ROOM: The module shall be 68 actual measured headroom. The measurement shall be taken from the patient compartment floor to the ceiling panels. BULKHEAD CONFIGURATION: The bulkhead shall be a solid wall. There shall be a sliding window that has at least 968 square centimeters of visual viewing area and voice communications. The window shall be transparent and shatterproof. 13 of 27

14 COMPARTMENT CONFIGURATION: The minimum compartment dimensions are shown below. An O.E.M... jack and tire tools shall also be provided and clamped into place. 2.0 PAINT 100% PAINT FILM COVERAGE: All stages of primer and paint shall cover all weather exposed surfaces. Hinge mating surfaces on the doors and jambs shall be painted. Bare aluminum and primer only preparation is not acceptable under door hinges. Doors shall be painted without actuation handles installed. 2.1 PAINT SCHEME AND LETTERING PAINT BELT AND COLORS: Module shall be painted white to match chassis. There shall be a single reflective Omaha Orange beltline stripe, minimum 10 wide with reflective blue Pin striping installed. Beltline stripe does not cross hood. Unit shall be lettered to match existing Scott County EMS fleet. LETTERING: Federal KKK Stars of Life and Ambulance lettering shall be provided and installed. 14 of 27

15 2.2 CORROSION: Anti-electrolysis procedures EXTERIOR FASTENERS: Dissimilar metal contact is known to cause corrosion at fastener sites. All exterior device fasteners, especially light fasteners, shall not contact the painted aluminum surface. All fasteners that are NOT aluminum or plastic bodied are considered Dissimilar. All screw sites require a replaceable nylon insert for the fastener to thread into to isolate the dissimilar metals. Additionally each hole shall be treated with an Electrolysis Corrosion Control compound prior to installation of the nylon inserts. All exterior screws shall be stainless steel. 3.0 CABINETS MODULE INSULATION: The insulation material shall be 2 thick 1lb. density foam block style insulation SUBSTRATES: The interior cabinets and components shall be constructed of Formaldehyde free, exterior grade, plywood. The glue line between the layers shall be phenol based. The glue shall be of similar chemical make up to the phenol glue used in Marine grade plywood, as designated by the A.P.A. (American Plywood Association). The exposed layers shall be hard wood on both sides of the sheet. The layers shall be 99% void free. Cabinet cases shall be made from at least 12mm (1/2 ) thick, 5-ply plywood. Bench lids and doors shall be made from at least 18mm (3/4 ) thick, 7-ply plywood. Aluminum cabinet construction is not acceptable because comparable units made of aluminum weigh five to ten percent more than the same cabinets made of plywood CABINET INTERIOR FINISH: Cabinet interior shall be laminated with white colored, high impact, abrasion resistant mica. The contact adhesive shall be a high bond contact adhesive, specifically designed to bond plywood to mica. Painted cabinet interiors are not acceptable because the finish can easily become damaged FLOOR AND SUBSTRATE: The floor of the module shall be 18mm (3/4 ) thick 7-Ply, Formaldehyde free, exterior grade, A-C plywood. The glue line between the layers shall be phenol based. The glue shall be of similar chemical make up to the phenol 15 of 27

16 glue used in Marine grade plywood, as designated by the A.P.A. (American Plywood Association). The floor covering shall be Lonplate II Mica LAMINATE: A high impact, phenol backed, high impact, and abrasion resistant mica shall be used. The mica shall be at least 45 mills thick. This material as well as all interior components shall meet or exceed F.M.V.S.S. #302 (Burn rate of interior components) CABINET ASSEMBLY: To maximize fastener bite, cabinet substrate parts shall be stapled with pneumatic fired equipment. Manually hammered in nails are not acceptable. The length of the fastener shall be at least 2.25 times the thickness of the material being pierced through. Staples shall be placed on two-inch intervals along the corner joints. In addition to staples, the entire cabinet assembly must be screwed together with a minimum #8 screw size and a length not less than 2.25 times the thickness of the pierced substrate. Screw heads shall be counter-sink type and driven flush CABINET TRIM: All trim throughout the interior conversion shall be anodized aluminum or formed stainless steel. Mill Finish aluminum trim is not acceptable due to constant oxidation problems inherent in un-finished aluminum. All exposed corners within the patient compartment shall have padded or rounded corners. Excess adhesivesealant shall be removed. Intermittent screws are not acceptable due to cleaning difficulty inherent in screw head design FIT AND FINISH: Mitered joints throughout the interior conversion shall have a gap-less, hairline fit. Openings and misalignments at the corners are not acceptable. Misapplied trim to cover manufacturing mistakes is not acceptable solutions to poor design and/or workmanship. Doors shall be warp free. Sliding polycarbonate door assemblies shall be scratch free and all edges shall be smooth and free of saw marks and sharp edges. Cabinet to cabinet joints shall not require more than 7/32 diameter welting to create a finished/well-fit look. Cabinets shall fit tightly against the ceiling as well. Large sticks of upholstered plywood with screws are not acceptable due to cleaning concerns FUNCTION: Doors and drawers shall fit the opening. When specified, flush fitting doors shall have even door to opening gaps. All doors shall open and close bindfree. Drawers shall slide in and out freely, without drag. All drawers shall be mounted 16 of 27

17 on side mounted, full-extension drawer slides, rated no less than 75 pounds / pair. All hinged wood core doors shall have positive latches. 3.1 CABINET DOORS SLIDING POLYCARBONITE DOORS: Polycarbonate shall hereinafter be identified as P-glass. Unless specified otherwise, all cabinets along the street and curb side of the vehicle shall have a mitered framed, sliding transparent P-glass door assembly. The P- glass shall be at least 3/16 inch thick. Each door shall be fitted with a full length, extruded aluminum door handle. The door pull extrusion shall also add bend resistance to the door. The door track/frame extrusion shall incorporate a flocked natural rubber track insert to prevent the doors from sliding free during transit. All extrusions shall be anodized. Mill finish is raw aluminum and shall not be acceptable. CABINET CONFIGURATION STREET SIDE: A Full wall of cabinetry or CPR seat shall be provided on the street side. The cabinets shall be easily accessible over the primary cot. The cabinet configuration and dimensions shall comply with the drawings attached. CURB SIDE: A three seat squad bench shall be installed. Three sets of two point seat belts shall be supplied. The belts shall restrain three seated occupants or one secondary patient, on a back board. All seat belts and anchorage shall comply with F.M.V.S.S. 209 and 210. The squad Bench shall comply with KKK-A-1822F A back and head rest shall be supplied for all seated personnel along the squad bench. The cabinet configuration and dimensions shall comply with the drawings attached. Squad bench lid shall utilize gas struts as support when opened. Located in the forward section of the squad bench shall be a separate locking door with a drop in area for sharps and trash containers. Access to these containers shall be through a flip up Plexiglas lid red in color. Mounted to the front of the squad bench in the ceiling and the floor via reinforced mounting plates shall be a formed cargo net with quick release buckles. 17 of 27

18 REAR OVERHEAD CABINET: A cabinet will be installed over the rear doors to provide additional storage the cabinet will have P-glass sliding doors and configure to the interior drawings. There shall be storage for four (4) boxes of gloves in this cabinet RIGHT FRONT CABINET: The right front cabinet is hereinafter known as ALS cabinet. The ALS cabinet shall be finished in color keyed mica. There shall be three open shelves. Installed in the front of this cabinet will be dual full length wooden doors. All areas shall be open from the outside which will have a full height door that is lockable. ACTION AREA CABINETS: One cabinet shall be located above the action area for storage of medical tubing, air ways, and ventilation face masks. The cabinet shall comply with the drawings shown ACTION AREA COUNTERTOP: Will be Formica. The edge of the action area shall have a lip to prevent items from sliding to the floor ATTENDANT SEAT: The attendant seat shall be a steel framed, high back bucket style captains chair with built in child safety seat, color matched to other upholstery within the patient cabin. The seat base shall have one front access door, hinged along the bottom. A positive lever style latch shall be installed on the side door. The attendant seat shall be fastened through a black power coated steel frame box. Captains chairs through bolted to plywood alone are unacceptable WALKWAY CABINETS: Located in the walkway of the module behind the attendant s chair shall be three additional storage cabinets. The bottom cabinet shall be minimum 18 High X 10 Wide. This cabinet shall be for storage of the inverter and suction pump. The middle cabinet shall be 8 High X 10 Wide and will be for general storage. 18 of 27

The rail shall exceed federal specification KKK-A-1822F C. The rail shall be 1 diameter, 100% stainless steel and 72 long. The rail shall be located over the primary patient CURB SIDE OVER HEAD ASSIST RAIL: This rail shall be naturally accessible to assist working attendants in maintaining their balance. The rail shall be located over the secondary patient PRIMARY COT & MOUNT: The main cot mount shall be Stryker Brand, mounted to the center, to accommodate a Stryker MX Pro cot. The mounting brackets shall be removable. 4.0 UPHOLSTERY UPHOLSTERY MATERIALS: All padding and upholstered seating shall be covered in vacuum formed ready vinyl. Sewn seams in the seat covers and cushions shall not be acceptable. The color shall be keyed to the mica color selections made. SEAT / BACKREST CORE MATERIAL: The foam shall meet Federal Specification KKK-A-1822F Seat cushions shall be ergonomically contoured to fit 95 percentile of adults. All core material shall be open cell, high resilience foam. The indentation force deflection (I.F.D.) rating shall be between 31 and 35, with a density of 2.5 pounds per cubic foot. Foam with lower density is not acceptable due to poor dimensional memory and low resilience. Foam with higher I.F.D. and density is not acceptable due to the rigidity and low occupant comfort level. 19 of 27

20 ENVIRONMENTAL REAR AIR CONDITIONING: Air Conditioning is hereinafter referred to as A/C. The module shall have an additional, self contained A/C evaporator unit complete with dual blower motor driven, high output fans. The fans shall be three speeds and shall contain a 720 CFM fan. The A/C unit shall also incorporate a hot water heater core for heat. Both discharge and return heater hoses shall have automatic, vacuum operated shut-off valves to prevent water/coolant flow through the coil during A/C operation. The valves shall operate with the heater/defrost controls. The unit shall be rated at least 32,000 British Thermal Units (BTU) in A/C Mode and 36,000 BTU in Heater Mode. The Vehicle A/C Heater system must meet or exceed federal specification KKK-A-1822F and REAR AC CONTROLS: A three-way ON/OFF switch shall be located in the action area and the cab console. The aforementioned switches will not control fan speed. A separate three-speed fan speed control switch shall be located in the action area control panel. 6.0 ELECTRICAL SYSTEM 12 Volt - General MODULE GROUNDING: A minimum of (2) two braided ground strap shall be through bolted to the chassis frame and the floor structure of the modular body. The bolts shall be at least 3/8 diameter. A flat washer shall be provided under the head of the bolt, over the strap lug. Additionally an internal tooth lock washer shall preclude loosening. Conventional stranded copper cables are not acceptable because they do not suppress RFI and does not meet SAE J GENERAL GROUNDS: To comply with federal specification KKK-A-1822F plus enhance ground quality and reduce trouble shooting time, all devices wired within the ambulance conversion shall be centrally grounded. Each device shall have a separate ground wire routed to a central buss bar then grounded via fine strand cable to the module body. Local grounds are acceptable only when the device is drawing at or 20 of 27

21 less than 100 milliamps (0.1 amps). Locally grounded electrical systems are unreliable and unacceptable VOLT WIRE: All wires within the ambulance harnesses shall meet federal specification KKK-A-1822F and All wire insulation shall be GXL crosslinked polyethylene. Permanent wire identification and wire function shall be printed on 4 centers along the full length of the wire. Wire conductors shall be stranded copper. Single strand copper conductors are not acceptable due to vibratory concerns and loosening of the terminals WIRE PROTECTION: All wire within the conversion shall be protected and run in split convoluted loom with a melting temperature of 300 degrees, Fahrenheit. All wire harnesses shall be clamped and routed to eliminate possibility of damage due to cut/chaffed wire. Grommets made of rubber or plastic shall be used where harnesses pass through metal or wood. Large holes and irregular shaped wire passages shall use automotive edge trim to protect the wire conduit/loom. Wire harnesses shall be neatly clamped into protective routing areas away from heat sources, unfriendly edges or moving devices CIRCUIT BREAKERS: All conversion 12V circuits shall be protected by nonproprietary, automatic reset, pole breakers. The trip value for the breaker shall not exceed 80% of the amperage rating of the weakest component in the circuit. Branch circuit wire sizes shall be rated 125% of the expected load per KKK-A-1822F VOLT OUTLETS: Two 12 volt, direct current, 20 Ampere, cigarette style outlets shall be supplied one (1) in the action area and the second in the ALS compartment. Each outlet shall be separately protected and shall be electrically isolated from other electrical functions on the vehicle. The outlets shall be wired per federal specification KKK-A-1822F INTERIOR LIGHTING ACTION AREA LIGHTING: A 12 volt Fluorescent light shall be provided directly over the forward, street side work surface. A near flush, 12 inch type fixture 21 of 27

22 shall be provided. The light shall have an on-off rocker switch on the body of the light housing STEP WELL ILLUMINATION: An interior light shall illuminate the side step well per federal specification KKK-A-1822F PATIENT CABIN DOME LIGHTS: The patient compartment shall have six dual intensity LED dome lights in the ceiling. The domes centers shall be aligned along two three light banks. The left bank shall provide light directly over the patient; the right bank shall provide light directly over the aisle/squad bench. The dome lights and configuration shall meet KKK-A-1822F CHECK-OUT TIMER: A 5 minute check-out timer will activate by opening the rear or side entry door when the battery switch is off. One row of dome lights will come on in the low mode. 6.2 COMMUNICATIONS COMMUNICATIONS RADIO ANTENNA PRE-COAX: Two (2) RG58-U type coaxial cable shall be supplied, termination location TBD. Leave an 18 service loop at the starting point and a 36 termination loop. A tag shall identify each coax provided. 6.3 CONSOLES CAB CONSOLE: The ambulance conversion control console shall be ergonomically designed, ABS plastic and molded to the contours of the engine cover. Sharp and other unfriendly edges shall be rounded. The console body shall harmonize and compliment the O.E.M. interior. The console shall be easily removed from the engine cover to minimize engine repair time. Accommodations shall include an electronic siren and a contoured switch panel. The siren shall be within easy reach of the passenger and driver. The body of the console shall be color keyed to the O.E.M. interior color. There shall be a gooseneck light attached to the passenger s side of the console. 22 of 27

23 6.3.2 CUP HOLDERS: Two (2) large sized cup holders will be provided at the base of the console SWITCH PANEL, CAB CONSOLE: A switch panel made from a thick, translucent, acrylic sheet. The acrylic material shall evenly disperse label and indicator illumination. The Sheet shall be coated with a black colored, rigid plastic film. A router shall engrave permanent switch legends, switch holes, meter holes, and indicator legends. An Indicator light shall provide warning for the compartment doors open and entry doors open CLOCK: There shall be a digital clock installed in the rear action panel. 6.4 PUBLIC ADDRESS (Visual) and EXTERIOR LIGHTING WARNING LIGHTS: The warning light system shall meet or exceed KKK-A- 1822F. A PSF-100 Ambulance Primary/secondary flasher by TST shall be provided for LED warning lights. The warning lights shall flash to KKK-A-1822F. All main warning lights shall be 7 high by 9 wide. LED light heads shall be provided as follows. (7) Whelen Front Facing 9X7 LED s - R-R/C-C/R-C-C/R-R/C-R w/ Bezel Side Facing Whelen 9x7 LED s Red w/ Bezel Rear Facing, High Mount, Whelen 9x7 LED s Red w/ Bezel Center Rear Whelen 9x7 LED Amber w/ Bezel Rear Whelen 9x7 LED s w/ Bezel to Show thru Rear Windows - Red Front Whelen 3x7 LED s Intersection Red w/ Bezel Grille Whelen 3x7 LED s in Cast Housings Red Rear Whelen 3x7 LED s Rear Wheel Well Red/Amber There shall be a Code 3XL headlight flasher installed with a separate switch on the front console. 23 of 27

24 6.4.2 COMPARTMENT LIGHTING: (1) one light shall be mounted in each compartment. The lights shall be surface mount and shall utilize standard bulbs. Each light shall not draw more than 2.1 amperes at 12 volts. The light in the back board compartment shall be recessed flush TAIL LIGHTS: Whelen 6X4 LED Tail/Brake, Turn Signals and Reverse Lights shall be installed w/ Bezels. The lights shall be a stacked orientation, above the diamond plate kick panel, with the top light Brake/Tail (Red), then Turn (Amber Arrow) and the bottom Reverse (Clear) I.C.C. LIGHTS: Weldon LED Clearance lights shall be provided per FMVSS and D.O.T. standards. The lights shall illuminate the height of the vehicle, the width and define the vehicle centerline TAG LIGHT: The tag area shall be illuminated with the park light circuit SCENE LIGHTS: Two scene lights shall be provided on each side of the module. The lights shall be Whelen 9x7 w/ Bezels with 13-degree downward illumination. The right side lights shall come on when the curb side entry door is opened. All lights shall come on with (2) two separate, right and left scene rocker switches in the cab console LOAD LIGHTS: Two load lights shall illuminate the rear of the module. The lights shall be Whelen 9x7 w/ Bezels with 26-degree downward illumination. Both lights shall come on with the leading rear access door, reverse or the switch in the cab console SPOT LIGHT: A hand held 500,000 candle power, blue eye spot light shall be provided in the cab. Additionally, a chromed hook with spring retainer shall be included to stow the light. 24 of 27

25 6.5 PUBLIC ADDRESS (Audible) BACK UP ALARM: The apparatus shall include a 97 to 107 decibel back up alarm, activated by shifting into reverse. The backup alarm shall include a rocker type cut-off switch. ELECTRONIC SIREN: The siren shall be a 200 watt Whelen HFS-7 mounted in the engine cover console. The siren speakers shall not block air-flow into the grille per the OEM chassis manufacturer s guidelines. The speaker shall be dual 100 watt drivers and shall emit through Cast products speakers located below the front bumper. The cast aluminum grille work shall be aesthetically pleasing. The siren and speakers shall meet or exceed KKK- A-1822F Aftermarket ABS grille are not acceptable due to the availability for part replacement from a local supplier VOLT SYSTEM PRIMARY SHORE LINE INLET: A 110 volt, 20 amp (20A) shore line inlet shall be provided on the module left, positioned in front of the left front compartment facing the street side. This inlet shall supply power to all 110 volt outlets, and engine block heater. The inlet shall be grounded to keep continuity with the buildings G.F.I. breaker. The inlet shall have a spring loaded, weather proof cover over the inlet. The inlet must be male. An engraved placard or permanent vinyl label, stating voltage and amperage shall be located over the inlet INVERTER: A Vanner inverter/battery charger shall be installed. There shall be a single on/off switch located on the rear action panel OUTLET No.1: A 110 Volt, Hospital grade, Straight blade outlet shall be provided on the wall of the main Action Area. 25 of 27

26 The outlet must be grounded and protected by a G.F.I. (Ground Fault Interrupted) Breaker. Additionally the outlet body must illuminate when power is applied to the outlet OUTLET No. 2: A 110 Volt, Hospital grade, Straight blade outlet shall be provided in the ALS cabinet.
