5 Purpose Background The purpose of this assessment is to identify the types, amounts, and frequency of hazardous materials transiting through Southwest Florida/Hendry County and identify worst-case scenarios as well as appropriate resources. Various types of transportation systems were assessed by examining existing plans, studies and reports. Movement of hazardous materials were reviewed regarding roadways, railways, and pipelines. Additional information was reviewed and compared utilizing existing data related to hazardous material facilities. All of the gathered information was analyzed and quantitatively reviewed. The data was then compiled to provide preparedness and response planning conclusions. Mission The mission of the Southwest Florida LEPC HazMat Assessment is to identify, through a document review, the types and quantities of hazardous materials and hazardous substances traveling through Hendry County via major transportation routes. This information will be used to assist emergency personnel in developing Standard Operating Procedures (SOP) and/or guidelines (SOG) to mutually respond to hazmat scenarios in remote locations. Goals/Objectives 1) Collect information to increase awareness for preparation, prevention, and response capabilities for hazardous materials responders. 2) Identify hazardous materials, types, amounts, and frequency of being transported through Southwest Florida/Hendry County. 3) Identify the fire departments within Southwest Florida/Hendry County which may be called upon to assist with hazardous materials response. 4) Formulate the estimated time to respond to the most remote locations within Southwest Florida/Hendry County. 5) Describe, through maps and reports, the results of the assessment. 6) Provide results and conclusions to necessary response personnel and the Local Emergency Planning Committee (LEPC). 1

6 Hendry County Profile Geographic and Demographic Information As a part of Southwest Florida, Hendry County is the eighth largest county in Florida based on size, with 1,187 square miles. Hendry County shares land boundaries with Broward, Charlotte, Glades, Lee, and Palm Beach Counties. The County is generally a rural and agriculture-based community, with scattered residential subdivisions, and limited commercial and industrial development. The agriculture industry is predominantly comprised of sugarcane, with some cattle ranches and specialty crops. The population of Hendry County according to the 2010 US Census is 39,140. Included in this number is the estimated population of the City of Clewiston (7,167) and the City of LaBelle (4,547). In 2016, approximately 68% of Hendry County's population lived in unincorporated areas. A large part of the Big Cypress Seminole Indian Reservation is in the southern portion of the county. This is considered seasonal population, or winter residents. The agricultural populations increase during harvesting seasons of the local farms. The seasonal population could increase by approximately 4,700 during the winter months due to an influx of winter residents, as well as seasonal employees. Agriculture Hendry County s agricultural community utilizes over 72 percent of the land to support its main production of citrus, sugar, and fresh vegetables. By far the largest employer in Hendry County, United States Sugar Corporation, has close to 1,500 employees. US Sugar is one of the nation s largest producers of sugar cane and orange juice products, and is a regional short-line railroad operator. 2

7 Analysis Transportation Network Roadway The primary roads penetrating the County are: State Road 80 (east/west), State Road 29 (north/south) through the LaBelle area, and US 27 (east/west) through Clewiston. There are draw bridges in the County which could impact evacuation and response times. The map depicts the major corridors throughout Hendry County. Figure 1: Hendry County Basemap In 2015, a Hazardous Material Commodity Flow Study was conducted where it examined the movement of hazardous materials on the highways and major roads associated with twelve major corridors that transverse the Southwest Florida District. The study utilized trained spotters to gather information at specific locations within the corridors over three months. In Hendry County, specifically the intersection of State Road 80 and US-29 corridor was observed. This included the intersection of northbound/southbound US-29 traffic and the eastbound/westbound traffic of SR-80. During the observation period, thirteen (13) vehicles transporting hazardous materials were recorded. Of the vehicles recorded: five (5) were transporting propane or propane cylinders (Hazard Class 2 Flammable Gas), three (3) were transporting a hypochlorite solution (Hazard Class 8 Corrosive), and three (3) were transporting gasoline (Hazard Class 3 Flammable Gas). The following chart shows the total observed commodity types for the site. 3

First, by far the most frequently carried classification within the region is DOT Class 3 Flammable Liquids, which was observed over 60 percent of the time. Second, the most common vehicle type observed transporting hazardous commodities was the MC 306 tanker representing nonpressure liquids. This was observed 59 percent of the time. Finally, the most common commodities identified within the region were: gasoline (52.6%), propane (9.9%), unknown corrosives (9.9%), and hypochlorite solution(s) (9.2%). (Source: 2015 Hazardous Materials Commodity Flow Study) Road Trailer Identification/Capacities There are four basic tank truck types that carry hazardous materials. The chart below identifies the types of tankers and the average capacities. 9 Railway Rail transportation service is provided by South Central Florida Express (SCXF) in the western portion of the County. SCXF is a Class III railroad serving the agricultural industries of South Central Florida. It is the largest private agricultural railroad in the United States. SCXF operates on 171 route miles on both sides of Lake Okeechobee in South Florida. The line ties into Florida s East Coast and CSX s tracks, connecting the entire region. The Railroad s headquarters are located in Clewiston, Florida. The company transports sugar, citrus products, fertilizer, farm equipment, and other agricultural freight year-round. From the research conducted, the assumption is that the two primary hazardous materials being transported are the components used in fertilizer (generally hazard Class 8 Corrosive Substances and Class 5.1 Oxidizing Substances) and diesel fuel (hazard class 3 Flammable Liquids) which propels the train. 10 Railcar Identification/Capacities There are three basic railcar types that carry hazardous materials. The chart below identifies the types of tankers and the average capacities. 11 Pipelines Hendry county has approximately 18 miles of pipeline (natural gas) which runs west from Florida City Gas existing gas line in Palm Beach County, along the U.S. 27 corridor, and then runs south around the downtown of Clewiston adjacent to S.R The pipeline runs north along Lewis Blvd and west along the U.S. 27 corridor for approximately 10 miles. Natural Gas is extremely flammable and can easily be ignited by heat, sparks, or flames, thus is designated as a Hazard Class 2 Gasses (Flammable Gas). 12 Fixed Facility Hazardous Materials Analysis Fixed Facilities Hendry County is not a major user of significant amounts of hazardous materials, relative to large industrial communities. However, as an agriculture based community, there are high amounts of hazardous materials used for this purpose. The most significant threat exists on the State Road 80, the State Road 29, and the US 27 corridors. Numerous ammonia, chlorine, natural gas, and bulk fuel storage facilities are located in Hendry County. Some of the storage facilities are: the municipal airport, Hendry County Engineering, County Courthouse, the Emergency Operations Center, School District Administrative Offices, Sheriff s Office and Jail. (Source: Hendry County CEMP) Additionally, utilizing Eplan (a database of chemical and facility hazards information) staff identified several facilities in the county which routinely use, produce, or store hazardous materials and substances. Staff specifically looked at those facilities where the presence of Extremely Hazardous Substances (EHS) in quantities at or above the Threshold Planning Quantity (TPQ), also categorized as 302 facilities. 13 For further preparedness and response planning, staff analyzed 302 facilities to identify similarities in relation to hazard classifications. 15 Analysis Conclusions 1. In reviewing roadway commodity flow information, both Hendry County and regional conclusions identified that Class 3 Flammable Liquids, Class 8 Corrosive Substances and Class 2 Gasses (Flammable Gas) are the most prominent hazardous materials transported through the area via road trailers. 2. After researching Hendry County rail transportation, it was identified that the rail line is primarily used for agriculture and it is the assumption that a majority of the hazardous materials transported via rail are components used in fertilizer (generally hazard Class 8 Corrosive Substances and Class 5.1 Oxidizing Substances) and diesel fuel (hazard class 3 Flammable Liquids) which propels the train. 3. There was only one pipeline in the county identified which carries hazardous substances. It is an 18-mile line that carries natural gas around the city of Clewiston. Natural gas is designated as a Hazard Class 2 Gasses (Flammable Gas). 4. A review of 302 chemical reporting fixed facilities identified that the most significant threats exist on the State Road 80, the State Road 29, and the US 27 corridors. Additionally, a quantitative assessment on chemicals reported at these facilities revealed that the highest reported hazard classes are Class 8 Corrosive Substances (27%), Class 3 flammable liquids (17%), Class 6 Toxic Substances (17%). Analysis Limitations The contents of this assessment only reflect a small percentage of the traffic crossing the observed corridors as the available survey was limited on the number and duration of sessions. The rail and pipeline examination identified several conclusions based on existing reports and maps, however, specific studies regarding these commodity transport would beneficial. The fixed facility data collected shows a snapshot of hazard classes associated with hazardous substances reported via the tier II reporting system. To truly define the exact types, amounts, and frequency of hazardous materials transiting through southwest Florida/Hendry County; additional commodity flow studies and more sessions/longer observation periods should be implemented. 11

17 Local Response/Mutual-Aid Each local fire district/department will respond to emergencies involving hazardous materials releases within the capability of their resources and personnel training. If the spill/release is beyond their capabilities then mutual-aid will be implemented. Departments are a signatory of the Statewide Mutual Aid Agreement (SMAA), and as such, participate in cooperative relationships to accept services, equipment, supplies, or materials for emergency response efforts. Any participating party may request assistance (oral or written) during emergency or disaster.
