1 TOC Waiver Reference No Distributed To: ARTC Website Distribution Date: 01/05/2014 Requested By: Subject: Effective Period: TOC Waiver is now cancelled and replaced as follows. ARTC Amendment to ARTC TOC Manual Section 10 Notes to allow revised Speed/Axleload combinations for the Broken Hill to route. Until published TOC waiver issued on 11 March 2011 provided interim interface details on the maximum speed of rollingstock and the inclusion of the Parkes - line as a line for note b and c application as per the ARTC TOC Manual. Further work has now been done between West and Broken Hill and the following table sets out the context for the amendments to the Speed /Axleload combinations now permitted: ROUTE PREVIOUS LIMITS NEW LIMITS Broken Hill to Parkes km/h km/h km/h Parkes to km/h km/h km/h The ARTC TOC Manual only allows these changes to be circulated by reference to the notes placed wagon codes in Section 10. Any wagon code with the Note b will now be able to travel up to 100 km/h on the above routes. At present there are only two codes of wagons published in the TOC Manual that would likely take advantage of the km/h i.e. MGFH and NGXH grain wagons. A new Note w is placed against the MGFH and NGXH wagons when loaded to 25 tonne axleload. More recently registered vehicles already have note w against them in the relevant TOC Waivers. TOC Waiver is now withdrawn. Further detail repeating parts of TOC Waiver and additional detail of new maximum speeds for rolling stock is given on the following pages. 2 A - ARTC TOC Manual - General Instruction pages - Section 10 Refer to Locomotive and Rollingstock pages and all TOC Waivers issued where note b or w is tagged to rollingstock. Explanation of Notes: Replace existing Note b which reads: b b These vehicles must operate on Class 1, 1C, 1XC and Parkes to only when loaded to 92 tonnes (for 4 axles) gross or 23 tonnes per axle at a maximum speed of 80 km/h. Between West & North (both directions) vehicles loaded to 92 tonnes (for 4 axles) gross or 23 tonnes per axle can operate at a maximum speed of 25 km/h. Wheel tread hollowing must not exceed 2mm. These vehicles when loaded to 23 tonnes per axle may operate at a maximum speed of 25 km per hour on the following line: D11 North Junction- West section These vehicles when loaded to 23 tonnes per axle may operate at a maximum speed of 80 km per hour on the following D33 Acacia Ridge to Maitland D45 Enfield West to Leightonfield D51 Macarthur to Albury D52 Moss Vale to Unanderra H1 Islington to Muswellbrook H2 Muswellbrook to Werris Creek H3 Werris Creek to Narrabri H4 Muswellbrook to Ulan Balloon Loop I7 Ulan Balloon Loop to Gulgong section These vehicles when loaded to 23 tonnes per axle may operate at a maximum speed of 100 km per hour on the following D11 West to Stockinbingal section D11 Stockinbingal to Parkes section D14 Parkes to Broken Hill Insert new Note w which reads: w These vehicles when loaded to 25 tonnes per axle must NOT operate on the following D33 Acacia Ridge to Stratford Junction I4 Gap to Dubbo I5 Dubbo to Goobang Junction I7 Ulan Balloon Loop to Gulgong section I7 Gulgong to Merrygoen section I6 Narrabri to North Star These vehicles when loaded to 25 tonnes per axle may operate at a maximum speed of 15 km per hour on the following line: D11 North Junction- West section These vehicles when loaded to 25 tonnes per axle may operate at a maximum speed of 50 km per hour on the following line: D52 Robertson to Unanderra section These vehicles when loaded to 25 tonnes per axle may operate at a maximum speed of 60 km per hour on the following line: H1 Waratah to Islington Junction section These vehicles when loaded to 25 tonnes per axle may operate at a maximum speed of 65 km per hour on the following D52 Moss Vale to Robertson section H1 Islington Junction to Maitland (down main) section These vehicles when loaded to 25 tonnes per axle may operate at a maximum speed of 80 km per hour on the following D11 West to Stockinbingal section D11 Stockinbingal to Parkes section D14 Parkes to Broken Hill D45 Enfield West to Leightonfield D51 Macarthur to Albury H1 Maitland to Waratah (up main) section H1 Maitland to Waratah (up & down coal roads) section H2 Muswellbrook to Werris Creek H3 Werris Creek to Narrabri H4 Muswellbrook to Ulan Balloon Loop 2 of 5
3 Amend MGFH wagon data which reads: MGFH Grain hopper C B MGFH vehicles are permitted to operate when empty, in all areas where Class C type vehicles are permitted to run. These vehicles are only permitted to operate when loaded up to 100 tonnes gross mass, on Class 1, 1C or 1XC track with the following exceptions:- SECTION MAXIMUM SPEED Narrabri Moree Narrabri 40km/h North West North 15km/h Stockinbingal Parkes Stockinbingal 40km/h 2. These vehicles are also permitted to operate, when loaded up to 81 tonnes gross mass, in all areas where Class E vehicles are permitted to run. Refer to the MAXIMUM SPEED OF LOCOMOTIVES AND ROLLING STOCK page for each section in the respective Working Timetable for this information. 3.
