They do not relieve you of your responsibility of observing permissible speeds or enhanced permissible speeds. You must understand the meaning of all lineside boards and indicators in this. signaller awareness You must: control the speed of the train to comply with the permissible speeds or enhanced permissible speeds on all s of the line make sure the whole of the train has passed clear of a of line with a lower speed before increasing your speed. Permissible speeds and enhanced permissible speeds are shown in the Sectional Appendix and other publications. 5

It applies to: passenger trains (loaded or empty) parcels and postal trains (loaded or empty) light locomotives. The top figure applies to all other trains. 2.5 Permissible speed indicators with letters signaller These show the permissible speed or enhanced permissible speed applies only to the trains shown by the letters: HST 100 HST This is what the letters mean: EPS class 221, 390 tilting trains in tilting mode HST class 220/221/253/254, 373/1, 373/2 MU multiple unit trains DMU diesel multiple units EMU electric multiple units SP class sprinter trains.

Warning boards speed indicator white discs Normal Restricted clearance A warning board is placed on the approach to a temporary speed restriction to show there is a temporary speed restriction ahead. An AWS magnet will be used to indicate that a warning board for a temporary speed restriction is ahead. There will also be no AWS in AWS gap areas. Warning boards are retro-reflective with white discs. i Within this module, the person responsible for setting up temporary or emergency speed restrictions is referred to as the. 9

12 SP (issue 1).qxd 16/4/03 1:04 pm Page 12 Speeds direction indicator Normal Restricted clearance A directional indicator on a warning board or speed indicator shows that there is a speed restriction ahead on a portion of line that goes off to the left or right of the straight route at a diverging junction. i Speed indicator A speed indicator shows the beginning of the speed restriction and the permitted speed over the restriction. The speed indicator is retro-reflective. i The straight route is described in module S1 Signals and indicators controlling train movements. 10

Spate indicator The spate indicator shows the speed restriction has been withdrawn or will not be imposed. The spate indicator is retro-reflective. Spate is an abbreviation of speed previously advised terminated early. Repeating warning board A repeating warning board is placed on the end of a platform or a connection from a siding or dead-end platform line to remind the driver there is a temporary speed restriction ahead. The repeating warning board is retro-reflective. Providing and positioning the correct equipment The correct equipment must be provided and positioned at the proper locations, at times shown in the Weekly Operating Notice, for the speed restriction to start. Likewise the equipment should be removed at the time shown for the speed restriction to finish. 11

14 SP (issue 1).qxd 16/4/03 1:04 pm Page 14 Speeds 4 How temporary speed restrictions are set up The people responsible: 4.1 Basic arrangements The diagram SP.1 shows how a normal temporary speed restriction is set up if there are no complications. Portable AWS magnet An AWS magnet will be placed on the approach to the warning board. See 4.2 of this module for more details. Warning board A warning board will be placed on the approach to the speed indicator. The distance between the warning board and the speed indicator will be the appropriate braking distance for the permissible speed at that location. Speed indicator The speed indicator will be placed at the start of the temporary speed restriction. Termination indicator The termination indicator will be placed at the end of the temporary speed restriction. You must arrange for the equipment to be positioned as shown in the instructions you are given for the speed restriction concerned. 12

16 SP (issue 1).qxd 16/4/03 1:04 pm Page 16 Speeds 4.2 Position of the portable automatic warning system (AWS) magnet a) Normal arrangements The portable AWS magnet will normally be placed 183 metres (200 yards) on the approach to the warning board. If this point would cause the portable AWS magnet to be close to a fixed AWS magnet, the warning board will be placed further away from the speed indicator but not nearer. The warning board will not be placed between a fixed AWS magnet and the equipment it applies to. b) When there is already a fixed AWS magnet A portable AWS magnet will not be placed less than 4 seconds running time at permissible speed to a fixed AWS magnet associated with a: signal permissible speed restriction indicator level crossing warning board. The portable AWS magnet will be placed between 4 to 7 seconds running time from the warning board at permissible speed, but not less than 45 metres (50 yards) from the warning board or another AWS magnet. See diagram SP.2. If possible, the portable AWS magnet and the warning board will be kept at the normal distance apart (183 metres 200 yards). 14

18 SP (issue 1).qxd 16/4/03 1:04 pm Page 18 Speeds c) When the existing AWS magnet is used If no other position can be found, the warning board must be positioned at the signal. If the signal has an associated electro-magnet, this will be disconnected and a temporary AWS magnet will not be provided. The driver will always receive a warning in the cab, no matter what aspect is displayed at the signal. The disconnection will be done at the same time as the warning board is put up. The electro-magnet will not be disconnected if the warning board is provided for a route for which the signal cannot give a clear AWS indication. 16

19 SP (issue 1).qxd 16/4/03 1:04 pm Page Differential temporary speed restrictions A temporary speed restriction can show different speeds which apply to different types of trains. The two speeds are shown on the warning board and the speed indicator. The higher speed will be shown under the lower speed. The bottom figure always indicates the higher speed. It applies to: passenger trains (loaded or empty) parcel or postal trains (loaded or empty) light locomotives. The top figure applies to all other trains

20 SP (issue 1).qxd 16/4/03 1:04 pm Page 20 Speeds 4.4 Temporary speed restrictions on single and bi-directional lines On a single or bi-directional line, a temporary speed restriction will be set up and signed in both directions. Diagram SP.3 shows an example of the arrangements. A cancelling indicator will be placed 183 metres (200 yards) beyond the AWS magnet at each end of the restriction facing trains that have already passed through the speed restriction. The cancelling indicator shows that the driver may ignore the AWS warning which will be received. The cancelling indicator looks like this: 18

22 SP (issue 1).qxd 16/4/03 1:04 pm Page 22 Speeds 4.5 Consecutive temporary speed restrictions a) If there is sufficient distance to position the boards and indicators in the normal way If there are two temporary speed restrictions with the second (slower) one immediately beyond the other, they will be set up in the normal way but a termination indicator will not be placed at the end of the first restriction. Instead a speed indicator will be placed showing the speed for the second restriction. The left-hand diagram in SP.4 shows two speed restrictions set up like this, with the second speed lower than the first. b) If there is not sufficient distance to position the boards and indicators in the normal way If the normal position of the warning board for the second speed restriction is on the approach side of the speed indicator for the first restriction then: the second warning board will be placed at least 45 metres (50 yards) beyond the first warning board, and the second portable AWS magnet will be placed immediately beyond the first warning board. The right-hand diagram in SP.4 shows two temporary speed restrictions set up like this. c) Termination indicator Only one termination indicator will be put up. This will be at the end of the second temporary speed restriction. 20

24 SP (issue 1).qxd 16/4/03 1:04 pm Page 24 Speeds 4.6 One temporary speed restriction inside another a) If the boards and indicators can be positioned in the normal way If there are two temporary speed restrictions with the more severe one inside another, they will be set up in the normal way but the termination indicator will not be placed at the end of the second speed restriction. Instead a speed indicator will be placed showing the speed of the first restriction. The left-hand diagram SP.5 shows the outer and inner speed restrictions set up like this. b) If there is not sufficient distance to position the boards and indicators in the normal way If the normal position of the warning board for the second speed restriction is on the approach side of the speed indicator for the first restriction then: the second warning board will be placed at least 45 metres (50 yards) beyond the first warning board, and the second portable AWS magnet will be placed immediately beyond the first warning board. The right-hand diagram SP.5 shows two temporary speed restrictions set up like this. 22

This will be set up using the normal arrangements but also: a speed indicator will be placed immediately on the approach to the junction, and a warning board and speed indicator will have a direction indicator to show the temporary speed restriction is on the diverging route. At a crossover, the warning boards will be placed on each approaching route. A portable AWS magnet will be placed in the normal way (see 4.2 of this module). 24

30 SP (issue 1).qxd 16/4/03 1:04 pm Page 30 Speeds However, if the warning boards for both restrictions need to be placed on the approach to the diverging junction, the second warning board will be placed 45 metres (50 yards) ahead of the first warning board. The portable AWS magnet for the second warning board will be placed immediately beyond the first warning board (see diagram SP.8). A warning board for the straight route will be on the approach side of the first warning board. A portable AWS magnet for the first warning board will be placed in the normal way (see 4.2 of this module). 28

The temporary speed restriction will be set up on both lines on the approach to the junction in the normal way but only one termination indicator is needed. A portable AWS magnet will be placed on the approach to each warning board. 30

34 SP (issue 1).qxd 16/4/03 1:04 pm Page 34 Speeds 4.9 Temporary speed restrictions beyond a station or siding connection These instructions apply to a temporary speed restriction if the warning board is on the approach to a: passenger station, or connection from a siding, or connection from a dead-end platform line. If the speed indicator is more than 300 metres (approximately 300 yards) beyond the station or sidings connection, a repeating warning board is placed as a reminder of the speed restriction. See diagram SP.10. The repeating warning board will be: next to the platform starting signal (if there is one), or the siding exit signal, or immediately ahead of the station, siding connectors or dead-end platform line. A portable AWS magnet will not be placed on the approach to the repeating warning board. 32

36 SP (issue 1).qxd 16/4/03 1:04 pm Page 36 Speeds 5 Published information The people responsible: 5.1 Details of the temporary speed restriction The details of the speed restriction will be published in the Weekly Operating Notice. If the details of the speed restriction are not published in the Weekly Operating Notice, the restriction will be treated as an emergency speed restriction. (See Part C of this module.) When a published temporary speed restriction is not introduced When a temporary speed restriction has been published in the Weekly Operating Notice but the restriction is no longer needed, the details will be published in a special notice at least 24 hours before the speed restriction is due to start. However, the warning boards and indicators will not be provided. If it is not possible to do this at least 24 hours before the temporary speed restriction is due to start, the temporary speed restriction will be set up as planned but the normal permissible speed will apply. This will be done in one of two ways. The warning board and speed indicator will show either: the permissible speed, or a spate indicator. If there are two temporary speed restrictions together and only one is not introduced, a spate indicator will not be used unless both restrictions are withdrawn.

37 SP (issue 1).qxd 16/4/03 1:04 pm Page If a temporary speed restriction is eased If the temporary speed restriction is to be eased to allow a higher speed earlier than that shown in the Weekly Operating Notice, the warning board and speed indicator will be changed to show the higher speed. 5.4 If a temporary speed restriction is removed early When a temporary speed restriction is to be removed earlier than the time shown in the Weekly Operating Notice, the warning board and speed indicator will show either: the permissible speed, or a spate indicator. If there are two temporary restrictions together and only one is removed early, a spate indicator will not be used unless both restrictions are withdrawn. 5.5 If a temporary speed restriction is to be reintroduced If a temporary speed restriction is to be reintroduced after it has previously been cancelled, eased or withdrawn early as shown in s 5.2 to 5.3 or 5.4 of this module, the restriction will be treated as an emergency speed restriction. (See Part C of this module.) 35

38 SP (issue 1).qxd 16/4/03 1:04 pm Page 38 Speeds 5.6 If a temporary speed restriction is to remain longer than planned If a temporary speed restriction is to stay for a longer period than the time shown in the Weekly Operating Notice, the restriction will be treated as an emergency speed restriction (see part C of this module). 5.7 When the temporary speed restriction is withdrawn The following will be removed at the time shown in the Weekly Operating Notice: warning board portable AWS magnet speed indicator AWS cancelling indicator (if provided) termination indicator. If an AWS electro-magnet has been disconnected for the reasons shown in 4.2 c) of this module, this will be reconnected at the same time as the warning board is removed. 36

39 SP (issue 1).qxd 16/4/03 1:04 pm Page 39 6 Driver s responsibilities The person responsible: driver Driving over a temporary speed restriction When approaching and driving over a temporary speed restriction, you must control the speed of the train in response to the warning board. signaller awareness When driving over the temporary speed restriction, you must: keep to the restricted speed between the speed indicator and the termination indicator wait until the whole train has passed the termination indicator before you increase to the normal permitted speed. 37

40 SP (issue 1).qxd 16/4/03 1:04 pm Page 40 Speeds 7 Defective or missing temporary speed restriction equipment The people responsible: signaller driver signaller 7.1 Warning boards or speed indicators missing or incorrect You must tell the signaller immediately, if necessary stopping the train specially, if you see (and you have not already been informed) that a warning board or speed indicator is: missing, or in a different place from the one published in the Weekly Operating Notice, or is more restrictive than that shown in the Weekly Operating Notice. You must report this to Operations Control and make sure arrangements are made to put the irregularity right. You must warn drivers of all trains approaching the temporary speed restriction until the irregularity has been put right. driver signaller 7.2 Warning boards or indicators that are, or are becoming, difficult to see If you see a warning board or indicator that is, or is becoming, difficult to see, you must tell the signaller at the first opportunity. You must report this to Operations Control and make sure arrangements are made to put the irregularity right. 38

41 SP (issue 1).qxd 16/4/03 1:04 pm Page 41 Part C 8 Part C Emergency speed restriction Definitions The people responsible: An emergency speed restriction is a speed restriction which is temporary and: is not shown in the Weekly Operating Notice, or is re-imposed after previously being removed, eased or withdrawn, or applies at a time not shown in the Weekly Operating Notice, or has a slower speed than that shown in the Weekly Operating Notice. A speed restriction must still be treated as an emergency speed restriction even if the details are shown in an amendment to the Weekly Operating Notice. 39

42 SP (issue 1).qxd 16/4/03 1:04 pm Page 42 Speeds Part C 9 How emergency speed restrictions are set up The people responsible: driver signaller 9.1 Signaller s action When an emergency speed restriction is to be imposed, you will be told: the line on which the emergency speed restriction will apply the locations between which the emergency speed restriction has been imposed the speed that has been imposed (which cannot be more than 20 mph until the equipment is in place) whether the speed is less than 20 mph whether the speed restriction is more than 2 km (11 /4 miles) the time the speed restriction has been imposed when the equipment will be installed. To avoid delays, you should, if possible, divert trains away from the line that the emergency speed restriction is on, until the equipment is in place. 40

43 SP (issue 1).qxd 16/4/03 1:04 pm Page 43 Part C If it is necessary to allow trains to pass over the emergency speed restriction before the equipment is in place, you must stop and tell each driver who will travel over the restriction: the location where the emergency restriction begins and ends the speed limit imposed. signaller You must continue with these arrangements until the equipment has been set up. You must tell Operations Control if you have been told about the emergency speed restriction by someone else. 9.2 Information to drivers If the emergency speed restriction is continuing for more than a short time, Operations Control will arrange to issue a special notice to each train operator affected. driver Arrangements will be made for you to be informed of the emergency speed restriction. 9.3 Driver s actions You must reduce the speed of the train to travel over the affected portion of line at: 20 mph, or any other speed you are required to observe. driver 41

44 SP (issue 1).qxd 16/4/03 1:04 pm Page 44 Speeds Part C 10 Equipment used for an emergency speed restriction The people responsible: 10.1 Basic arrangements When an emergency speed restriction is to last for more than a short time, the following equipment will be put up as soon as possible: portable AWS magnet emergency indicator warning board speed indicator termination indicator. Equipment will be put up as shown in of this module and an emergency indicator as shown in 10.2 and 10.3 will also be used Emergency indicator An emergency indicator will be placed on the approach to the warning board. The emergency indicator looks like this: Brilliant white flashing lights 42 The lights on the emergency indicator must be working at all times.

46 SP (issue 1).qxd 16/4/03 1:04 pm Page 46 Speeds Part C If the warning board is less than 400 metres ( 1 /4 mile) beyond a signal which has an AWS magnet: the emergency indicator will be placed at the signal, and the AWS magnet will be disconnected. This will make sure the driver always receive a warning no matter what aspect the signal is showing. The AWS magnet will be disconnected at the same time as the emergency indicator is put up. Likewise, the AWS magnet will be reconnected at the same time as the emergency indicator is taken down. 47 SP (issue 1).qxd 16/4/03 1:04 pm Page 47 Part C 10.4 Emergency indicator to stay in position The emergency indicator will stay in position until: details of the speed restriction appear in the Weekly Operating Notice, or the speed restriction is withdrawn Blanket arrangements If it becomes necessary to impose an emergency speed restriction over a wide area, for reasons such as adverse weather affecting the infrastructure (for example, overhead line damage or condition of track), this will be done by Operations Control. Operations Control will advise: train operating companies signallers. signaller If the arrangements are to continue for more than 24 hours, Operations Control will arrange to readvise all concerned. You must comply with the speed restriction throughout the defined area. driver Emergency indicators and other track equipment will not be provided. 45

48 SP (issue 1).qxd 16/4/03 1:04 pm Page 48 Speeds Part C 11 Severe or long emergency speed restrictions The person responsible: signaller signaller When the equipment has been put in place, you must continue to tell drivers who will travel over the affected line until you are told that all drivers passing over the affected route are being informed by a special advice or notice if the restriction is: a speed lower than 20 mph, or longer than 2 km (11 /4 miles). 46
