3 Morgan County Expo General Rules and Regulations PLEASE READ CAREFULL Persons desiring to become exhibitors at the Morgan County Expo, whether for competition or not, should carefully read the following Rules and Regulations, which if strictly observed, will alleviate any annoyance either to the officers of the fair or to exhibitors. Please refer to departments for specific rules and regulations. All entries must be made in strict compliance with the Premium List in accordance with which all awards are given. Exhibitors should, therefore, be particular to their articles entered in the classes in which they properly belong. If any exhibitor has made, or caused to be made, a false statement in regard to any article entered, or if any exhibitor shall attempt to interfere with or influence any judge in the awarding of premiums, such exhibitor shall be excluded from competition, and any premium awarded shall be forfeited. Articles can be entered in more than one class, or take more than one premium, unless specified for in the catalog. When there is no competition in a class, premiums will be given at the discretion of the judge. The Expo reserves the right to interpret all rules and regulations and resolve any situation which may arise and is not restricted by the lack of or omission of a specific rule or regulation. Every attempt is made for the safe keeping and well-being of the exhibit; however the Expo does not assume any liability regarding damages. There will be no refund of entry fees, for entries not brought to the expo grounds. Every article upon the Expo grounds shall be under the control of the Fair Association during the Expo and while every precaution will be taken for the safekeeping of the exhibits, the Fair Association will in no case be responsible for any loss or damage that may occur. The Fair Association reserves the right to cancel any event, contest or race without notice, prior to the actual holding of the event, without liability except for the return of any entry fee. The Fair Association defers to its Board of Directors the final and absolute right to interpret these rules and regulations and arbitrarily settle and determine all matters in regard thereto and to add or to amend them as they may be deemed advisable. Exhibits All proper care will be taken of articles on exhibition, but the Expo will not be responsible for loss or damage by fire, accident or irregular entry. The terms for all commercial exhibits are cash in advance. Space for commercial and non-profit exhibits will be assigned by the Site Committee.

4 Exhibit Pre-Registration Pre-registration of entries (all departments including youth organizations) should be completed no later than Monday, July 17, 2017 and can be mailed or delivered in person to the Morgan County Extension Office. There will be no entry fee for entries received on or before July 17. There is no limit on the total number of entries unless specified in individual categories section. Late Registration Late entry registrations will be accepted after Monday, July 17, 2017, but will be charged $3.00 per entry per class. Anyone exhibiting more than 10 entries will be charged the maximum total entry fee of $ Late registration will be accepted till Thursday, July 20, o entry registration will be received after 4:30 p.m. on Thursday, July 20 or at the Expo on Friday, July 21. Entry Check-In All entries can be checked in on Thursday, July 20, 2017 from 4:00-7:00 p.m. and on Friday, July 21, 2017, from 9:00 a.m. to 12:00 noon at Berkeley Springs High School. o entries will be accepted after 12:00 noon on Friday no exceptions. Judging will begin at 1:00 p.m. on Friday, July 21, All entries, whether open class, youth class, or organization (4-H/FFA, Girl/Boy Scouts) must be the bona fide products of their own work or organization during the current year. All open class exhibitors must be a resident of Morgan County or a member of a legitimate non-profit organization in Morgan County. First, second, third and Best of Show ribbons will be given to all category winners. Each exhibitor shall be limited to one entry in each class except where otherwise specified. Gender shall be no bar to competition in any class listed in the catalog. Exhibits may be removed from the Expo between the hours of 5:00 6:00 p.m. on Saturday, July 22, o exhibit will be allowed to be removed before these times. All exhibits must be removed by 6:00 p.m. on Saturday, July 22. Any entries left will become the property of the Expo. All references made to the Morgan County Fair and Morgan County Expo are one and the same. The Morgan County Fair is transitioning into the Morgan County Expo. The Morgan County Expo reserves the right to cancel an event without prior notice.

Only one entry in each class will be allowed an exhibitor. 6. o wax or oils may be applied to an exhibit. 7. Entries showing excessive spray residue may be downgraded or rejected. 8. When there are less than 4 entries a ribbon may be given (if worthy). The decision of the judges is final. 9. If in a class no entries are worthy, neither ribbons will be awarded. 10. o responsibility shall attach to the Morgan County Expo, or employees thereof, for loss or damage to exhibits or any part thereof.
