1 DML -- MTT-S/TCC--Rules and Procedures The Roll of DMLs A MTT-S Distinguished Microwave Lecturer (DML) serves a 3 year Term. During this Term the DML will travel to MTT-S Chapters, Universities, and MTT-S sponsored Meetings (not IMS or EUMW). The DML will present a 45min. - 1 hour Technical Lecture on a Technical Topic and also present material that promotes the MTT-S. DML Selection Process 1. Election of DMLs DML Term The normal Term for a DML is 3 Years, the Term may be extended for an additional year at the request of the MTT-S AdCom President. Funding for the 3 year Term is discussed in a later section. Following the DMLs 3 year Term, the DML becomes a DML-E (SB) for 3 years. During this Period additional Talks may be presented by SB guidelines. A Total expenditure for a year is presently estimated at $ 5,230 (2x $ $ 2250). Following this period the DML-E may apply to become a permanent Member of the SB. Newely Elected DML Duties 1. Following DML Selection, the DML will provide the TCC Administrator with: Material for posting on MTT-S Website including - Contact information, Abstract of Talk, Short Biography. This material will be posted on the MTT-S Web site.

2 2. It is the responsibility of each newly elected DML to Attend a DML Training Session at the Winter Technical Meeting (WTM) conducted by TCC Administrator, TCC Officers and MGA Officers. 3. It is the responsibility of each new DML to present a 30Min shortened version of his/her DML Talk at the WTM which is held in January each year in conjunction with the MTT-S AdCom, TCC, and IMS-TPRC Meeting. DMLs are reimbursed for Travel Expenses. 4. (New Task added November 2015) First Year of DML Term Promotional Material - DMLs Record minute "Introduction-to-the-field" promotional material - Scripted and Rehearsed. Produced by IEEE Media. Presenting DML Talks MTT-Chapters, MTT-Pre Chapters, IEEE Student Chapters, IEEE Sections, MTT-S Sponsored Meetings (Not IMS, RFIC, ARFTG, or EuMW) and Universities should contact a DML to Invite and schedule DML Talk. Once the DML reaches agreement with Chapter Officers on a date and location of a DML Talk, the DML needs to contact other nearby Chapters and offer the DML Talk so that a single Trip may accommodate 3 or more Talks. Arranging DML Talks near Meetings the DML plans to attend is encouraged. The MGA Regional Coordinators may assist the DML in setting up a group of Talks within a given IEEE Region. A Limit of 5 Talks on a single trip should allow a DML to complete a Trip within a week. When a DML is asked to speak by a MTT Sponsored Meeting, the DML may request that the Meeting support the DML Program by paying part of the DMLs Travel Expenses such as Lodging etc. Responsibilities of Inviting MTT Chapter The host MTT Chapter shall offer hospitality to the visiting DML. As a minimum, the host Chapter should assist with directions to Meeting and may want to provide dinner for the DML.

3 Pre Travel Form A Pre Travel Form must be completed and submitted for each DML Talk or group of Talks. Detailed Instructions are provided as an attachment to the Pre-Talk Form. The Form should be submitted to the TCC Administrator with a copy to the TCC Chair 2 months before scheduled Talk if Possible. Approval/Rejection will be made within one week of submission. All DML Talks shall be Approved in advance of DML Talk. As a part of the Pre-Talk Form the DML is requested to estimate the expected attendance for each Talk and estimate the cost/head based on expected attendance. A copy of the 2015 Pre-Travel Form is attached as Attachment 1. DML Travel Schedule At the end of each month the TCC Administrator shall compile a listing of DML Travel based on Pre-Travel Forms received and Approved during the month. The distribution list will include the President of the MTT Society, President -Elect, TCC Chair and MGA Administrator. DML Expense Limit and Travel Rules The AdCom/TCC has encouraged DMLs to give as many Talks as their schedule will allow during the 3 year Term. DMLs are encouraged to combine Business Travel with DML Travel when possible. A maximum budget per DML of US $ 10,000 per year or US $ 30,000 for the 3 year Term has been established by the TCC. Expenses in excess of the US $ 10,000 limit may be adjusted by the TCC Administrator, with Approval by TCC Chair, and MTT-S AdCom President. Allowed DML Expenses follow the same travel reimbursement policy as AdCom travel, quoted as follows: "travel must be preapproved by the cognizant AdCom Standing Committee Chair or Society treasurer with oversight of the budget from which the travel will be Reimbursed" "The nominal maximum reimbursement for a domestic or within a single continent trip is US $ 1500 (within Region) unless a more restrictive budget limit is specified by details of the particular travel grant or award"'

4 "The nominal maximum reimbursement for an international or multicontinent trip is US $ 2250 unless a more restrictive budget limit is specified by the details of the particular travel grant or award". Regions within the IEEE include Regions (1-7), 8, "Additional legs on a trip increase the maximum reimbursement by US $ 500 per leg. An Additional leg is defined as stopping in a 2nd (or 3rd) city to attend multiple events for Society business on a single trip. Note that such multi-segment trips are a time and cost effective way to conduct business and are encouraged where possible". Approval and Payment of DML Trip Expenses After a DML has completed a Talk or Group of Talks, the DML shall complete a DML After Talk Report, IEEE Expense Form, and optional Bank Transfer Form. These with copies of necessary receipts will be submitted to the TCC Administrator for Review/Approval. After review/approval the material will be passed on to the MTT Assistant Treasurer for Reimbursements. A copy of the 2015 After Talk Report is attached as Attachment 2. Reporting of DML Activities The TCC Administrator shall maintain an EXCEL Sheet of all DML Activities. A summary status Report shall be presented at the June MTT-AdCom Meeting and a yearly Summary Report will be presented at the January MTT-AdCom Meeting. The complete detailed Report shall be available for review by TCC/AdCom. DML After T erm Responsibilities As indicated earlier, a DML will serve as a DML-E for 3 years following the 3 year DML Term. 1. Additionally, within 1 year following the 3 year Term the DML will prepare a featured Article for the Microwaves Magazine. 2. An archival presentation of the DML Talk will be prepared in a format prescribed by the TCC to be uploaded to the MTT-S Web Site. 3. DML Archival Talks (Added New November 2015)
