3 Program Overview (1) Climate Change Action Plan (CCAP) In June 2016, Ontario released the Climate Change Action Plan which instructed the Ministry of Transportation (MTO) to work with school bus companies and school boards on a pilot program in five communities that provides incentives to make it more affordable to switch school buses from diesel to electricity. This Electric School Bus (ESB) pilot program is intended to determine if these buses can operate reliably and cost effectively in Ontario. CCAP actions are intended to reduce greenhouse gases (GHGs) and will receive funding from the proceeds of the Cap and Trade program, captured in the Greenhouse Gas Reduction Account (GGRA). GGRA funds are mandated to be spent on initiatives that reduce or support the reduction of GHGs. Minister s 2016 Mandate Letter Launch a ESB pilot in at least five communities, including urban, suburban, northern and rural areas Consider the impacts of ESBs on operational costs, toxic emissions and the potential to fight climate change Slide 3
4 Program Overview (2) Program Objectives Determine the operational reliability and cost effectiveness of ESBs in Ontario Determine GHG, air quality, noise and health impact co-benefits of ESBs Produce a business case for operators who are considering adding an ESB to their fleet Ensure regional representation by running pilot in rural, urban, northern and suburban communities Results of the pilot will inform the development of future action plans and initiatives to increase the use of low-carbon trucks and buses Key Partners Ministry of Education, Ministry of Energy and Ministry of Environment and Climate Change School Board Consortia School Bus Operators Independent Researcher Slide 4
5 Current Status Key Dates Activity Deadline Application Deadline 5:00:00 p.m. (EDT), October 13, 2017 Recipients Announced November 15, 2017 Agreements Finalized November 30, 2017 Deadline for receipt of ESB and EVSE purchase orders December 15, 2017 Funding Approved Funding: $8M Funding covers: Purchase of ESBs, purchase and installation of charging infrastructure ESB funding is from the GGRA and has no relationship to the Ministry of Education s funding for student transportation services. Independent Researcher Request for Bids to be issued fall 2017 and researcher hired by end of 2017 Slide 5
6 Application Process Grants Ontario (1) Overview On the Grants Ontario website, new and returning applicants must register or update registration with the Transfer Payment Common Registration System (TPCR) Slide 6
7 Application Process Grants Ontario (2) User guides are available on Grants Ontario to assist with the TPCR registration process. Registration may take up to one week. - Slide 7
8 Application Process Grants Ontario (3) Key Points: TPCR registration may take up to one week The ESB Program Guide and Appendix are accessible now on Grants Ontario. TPCR registration is not required to view these documents Slide 8
9 Program Key Points (1) Applicant Types School bus operators of any size may apply. School bus operators from Indigenous communities may apply. Sourcing ESBs and Electric Vehicle Supply Equipment (EVSE) Applicants are required to research potential suppliers. School bus operator associations may be a good starting point. MTO cannot provide recommendations. ESB manufacturers may have recommendations for compatible EVSE. EVSE that can be programmed for charge times are eligible for funds and may save on electricity bills. Owned vs. Leased Property for EVSE EVSE must be installed at a yard facility owned or leased by the applicant. Applicants are required to provide confirmation of ownership OR permission from land owner of the garage/yard/site on which the EVSE will be installed. Slide 9
10 Program Key Points (2) Independent Researcher Will be hired by MTO. All funding recipients are required to collaborate with the Independent Researcher. Telematics & Data Collection Independent Researcher will source and install telematics units in all ESBs funded by MTO. Funding recipients must purchase an ESB equipped with a standard interface to plug in an external telematics unit. Two-Part Evaluation Process Part 1: Scoring Applicant Experience - 40%, Applicant Financial Record - 25% and Capacity to Deliver an ESB Project - 35% Part 2: Diversity A diverse range of operator sizes, route types, route locations and municipalities which best enable pilot objectives to be met. 11 Program Key Points (3) Retrofitted & Hybrid ESBs Retrofitted diesel or hybrid-electric buses are not eligible for funding. Eligible ESB Types Type A, B, C and D buses are eligible for funding as long as they meet the technical requirements of the pilot. In-Service Date for ESBs and EVSE As the pilot will run for a 19-month period from December 1, 2017 to June 30, 2019, ESBs and EVSE can go into operation as soon as the successful applicants purchase, install, test and deploy the equipment. This can happen as early as December Slide 11

13 Appendix - Required Documentation Applicants are required to submit the following documentation for a complete application: Proof of commercial liability insurance Copy of proof of registration with Ontario s enterprise registration system Copy of valid Canada Revenue Agency business registration number Copy of audited financial statements or most recent income statement and balance sheet Copy of public Commercial Vehicle Operator s Registration abstract (Level 1) Intended route maps for the electric school bus Slide 13
