12 Region I Legislative & Regulatory National Issues FTA Charter Service Registration VERY Low number of charter operators registered with the Federal Transit Administration to receive notices. (241/3000) The that you provide when you register is THE they will send renewal information to in two years. If you are NOT registered you ARE NOT have no standing with the Federal Transit Administration and cannot make a complaint or oppose a transit providing charter service.

Hours of service suggestion amend the adverse driving conditions to include traffic congestion for trips 500 miles or less. This would allow 2 additional hours to complete a trip that traditionally takes less than ten hours. EXAMPLE: Harrisburg International airport to JFK 201 Miles one way 402 Miles round trip 3 hours & 45 minutes one way 7 1/2 hours round trip With traffic congestion this trip can take 5 1/2 hours one way, 11 total hours PLEASE SHARE YOUR THOUGHTS!!

14 Region I Legislative & Regulatory Regional Issues San Francisco International Airport (SFO) SFO requires bus inspections prior to access. Inspections violate 49 USC 14501/14506 UMA & ABA are working with the California Bus Association (CBA) to eradicate inspection requirements. National Park Service (NPS) Some parks require the charter bus operator to have a Commercial Use Authorization (CUA) as well as the tour operator. Charter bus operators are not required to have a CUA unless the operator is selling tours; however, the rule does allow each park superintendent discretion when applying this rule. UMA is seeking a sponsor for an amendment that restricts NPS from requiring more than one CUA per trip and an elimination of the park superintendent s discretion. UMA is proposing a uniform, online registration system at the national level.

16 Region I Legislative & Regulatory Regional Issues Chicago, IL Party Bus Ordinance Update Chicago passed an ordinance requiring a security guard and video cameras on each coach that may stop somewhere where alcohol is sold. UMA & Midwest Motorcoach Association are working to amend the ordinance to exempt traditional charter bus. Austin, TX Permit update Austin amended their charter bus ordinance requiring charter bus operators to do the following: obtain chauffeur permits for all drivers. submit to fingerprints & background checks. Austin inspection of all buses to be used in Austin. Insurance issued through a Texas insurance broker. UMA intervened and prevailed out of court to exempt Charter Companies from the new rules.

18 Tech Corner Electronic DVIRs Faster inspections Digital is just quicker. Eliminates finding the right form, a pen (that works) and complete a paper form, often repeating the same information each time such as name and truck number. The completed form then needs to be filed and reviewed by someone for safety defects. Minimize errors Both drivers and back office teams need to be able to read the DVIR; drivers to sign off on the last report and back office to review the report, pass on to maintenance when necessary and file it. Handwritten reports and manually filing increase the chance of errors, time lost searching or purging reports, violations and fines. Easier reporting The FMCSA requires that at least three months of DVIRs be available on request for the purpose of reviews and audits. With the FMCSA putting more effort into cracking down on safety related issues and most CSA scores getting hit due to vehicle maintenance problems, all fleets should be well prepared for a review. Quicker turnaround on repairs Defect reports can usually be instantly routed to the service department for attention and scheduling repairs. Photos included with the report speed up investigation and isolating the fault. Minimizes downtime. Many use existing ios or Android devices In many instances, no special hardware or inspection tools are required; drivers simply install the app on their smartphones and complete the electronic form. Photos can be used to verify visual inspection or included for the maintenance team, and the report signed off with a digital signature on the touchscreen.
