2 SCHEME OF TESTING AND INSPECTION FOR CERTIFICATION OF PROTECTIVE HELMETS FOR MOTOR CYCLE RIDERS ACCORDING TO IS 4151: LABORATORY A laboratory shall be maintained which shall be suitably equipped and staffed where the tests shall be carried out in accordance with the methods given in the specification. 1.1 All the testing apparatus shall be periodically checked / calibrated and records of such checks / calibrations shall be maintained. 2.0 TEST RECORDS - All records of inspection and tests shall be kept in suitable forms approved by the Bureau of Indian Standard (BIS). 2.1 Copies of any records or charts that may be required by BIS shall be made available at any time on request. 2.2 QUALITY CONTROL It is recommended that, as far as possible, Statistical Quality Control (SQC) methods may be used for controlling quality during production as envisaged in this Scheme [See IS 397(Part 1 to 4)]. 2.3 In addition, effort should be made to gradually introduce a Quality Management System in accordance with IS/ISO STANDARD MARK The Standard Mark, as given in Column (1) of the First Schedule of the licence, shall be stencilled on the body in indelible ink or applied in form of transfix label on each helmet provided always that the helmet to which this mark is applied conforms to all requirements of the specification. 4.0 MARKINGS - In addition the following information shall be clearly and indelibly marked on inside of each helmet: a) Manufacturer's name or trade mark ; b) Size ; c) Mass of helmet to the nearest 20 g; d) Year of manufacture, Identification in code or otherwise to enable tracing back date of manufacture & factory test records ; and e) Made in India, if required. 5.0 Each helmet shall be supplied with a printed card fixed with a tag having the following information: a) For adequate protection, the helmet shall fit closely and the chin strap shall be under tension at all times of vehicular use; b) The helmet is made to absorb some of the energy of a blow by partial destruction of its component parts and even though damage may not be readily apparent, any helmet subjected to severe impact should be discarded ; and 1

3 c) To maintain the full efficiency of the helmet, there shall be no alteration to the structure of the helmet or its component parts. 5.1 In case visor is provided with the helmet it shall be marked with manufacturer s name or trade mark and year of manufacture, Identification in code or otherwise to enable tracing back date of manufacture and factory test records It shall also be tagged with a printed card having following information with regard to visor: a) To maintain a good field of vision, formation of scratches and accumulation of dirt on the visor screen shall be avoided; b) No organic solvents or materials containing organic solvents such as metal polish, wax and polish shall be used to clean the visor screen; c) A soft cloth shall be used to wipe the visor for removing dust, dirt etc. 6.0 LEVELS OF CONTROL - The tests as indicated in Table 1 attached and at the levels of control specified therein, shall be carried out on the whole production of the factory covered by this scheme and appropriate records and charts maintained in accordance with paragraph 2. above. All the production which conforms to the Indian Standard and covered by the licence shall be marked with standard mark of the Bureau. 6.1 CONTROL UNIT - For the purpose of this scheme, the helmets of same shape and size manufactured under similar conditions in a day shall be considered as one control unit In case of failure of any sample in any of the requirements of clauses 9.1, 9.2, 9.3,9.4,9.5,9.6, 9.7,9.8 & 6.5 the control unit shall be rejected and frequency of tests shall be increased to every control unit for the requirement. Only those control units shall be marked, the samples belonging to which meet all these requirements. The original frequency shall then be restored only after five consecutive control units are found satisfactory On the basis of tests and analysis of results, the decision regarding conformity or otherwise of a control unit to a given requirement shall be made. 7.0 In respect of all other clauses of the specification and at all stages of manufacture, the factory shall maintain appropriate controls and checks to ensure that their product conforms to the various requirements of the specification. 8.0 REJECTIONS A separate record shall be maintained giving information relating to the rejection of the helmets, which do not conform to the specification and the method of their disposal. Such rejected helmets shall be in no case be stored together with those conforming to the specification. 9.0 SAMPLES The licensee shall supply, free of charge, the samples(s) required in accordance with the Bureau of Indian Standards (Certification) Regulations, from his factory or go down(s). BIS shall pay for the samples taken by it from the open market. 2

4 10.0 REPLACEMENT Whenever a complaint is received soon after the goods with Standard Mark have been purchased and used and if there is adequate evidence that the goods have not been misused, defective goods or their components shall be replaced or repaired free of cost by the licensee in case the complaint is proved to be genuine and the warranty period (where applicable) has not expired. The final authority to judge the conformity of the product to the Indian Standard shall be with BIS STOP MARKING The marking of the product shall be stopped under intimation to the Bureau if, at any time, there is some difficulty in maintaining the conformity of their product to the specification or the testing equipment goes out of order. The marking may be resumed as soon as the defects are removed under intimation to BIS. The marking of the product shall be stopped immediately if directed to do so by BIS for any reason. The marking may then be resumed only after permission by the BIS. The information regarding resumption of markings shall also be sent to the BIS PRODUCTION DATA The licensee shall send to BIS as per the enclosed Proforma to be authenticated by a Chartered Accountant or by the manufacturer by giving an affidavit/undertaking, a statement of quantity produced, marked and exported by him and the trade value thereof at the end of each operative year of the license. 3
