1 SCHEME FOR TESTING AND INSPECTION FOR CERTIFICATION OF DOMESTIC GAS STOVE FOR USE WITH LIQUIFIED PETROLEUM GASES ACCORDING TO IS 4246:2002 (FIFTH REVISION) 1. LABORATORY: A laboratory shall be maintained which shall be suitably equipped and staffed where different tests given in the specification shall be carried out in accordance with the methods given in the specification. 2. TEST RECORDS: All records of tests, inspection and calibration shall be kept in suitable forms approved by the Bureau. 2.1 All testing apparatus/measuring instruments shall be periodically checked and calibrated and records of such checks/calibration shall be maintained. 2.2 Copies of any records and other connected papers that may be required by the Bureau shall be made available at any time on request. 3. QUALITY CONTROL: It is recommended that, as far as possible, Statistical quality (SQC) methods may be used for ling the quality of the product during production as envisaged in this scheme [See IS 397 (Part I):1972, IS 397 (Part 2):1985 and IS 397 (Part 3):1980]. 3.1 In addition, effort should be made to gradually introduce a Quality Management System in accordance with IS/ISO 9000 series as appropriate to the activities of the organization. 4. STANDARD MARK: The Standard Mark, as given in Column (1) of the First Schedule of the license, shall be printed on the metallic plate, which shall be fixed at the front of each provided, always that the to which this mark is thus applied conforms to every requirement of the specification. 4.1 MARKING AND PACKING: MARKING: In addition the following information shall be legibly and indelibly marked on each gas : a) Manufacturer s name and/or initials, or registered trade mark; b) Total Gas consumption in g/h (with commercial LPG); c) Rating of burners in keal/h (with commercial LPG); d) Any special instructions for safe use of the appliance; e) Country of origin; f) The words For use with commercial LPG at KN/m 2 (30gf/cm 2 ); g) Words Stainless steel Body in case the body is made of stainless steel and Nickel chromium Plated Body in case the body is Nickel chromium Plated; h) License Number (CM/L.); i) Identification in code or otherwise to enable the and other relevant details of the manufacture to be traced back to factory records;

2 j) Thermal efficiency of 68 per cent and above, when declared in accordance with clause 26 of IS 4246:2002 (see Note below); (Note: In case the thermal efficiency is declared, as provided in clause 26 of IS 4246:2002, each lot of such s shall be offered to BIS for inspections and permission of BIS obtained for fixing the name plate having marking of declared efficiency. The base colour of the name plate of such s shall be given. However, the words printed on the name plate may be in any colour provided they are legible and indelible. For other ISI marked s green colour name plates shall not be used. Details of lot inspection procedure is given in Annex A enclosed. 4.2 each appliance shall also be accompanied by an instruction card as per clause 28 of IS 4246: The gas shall be packed in accordance with clause 30 of IS 4246: CONTROL UNIT: Gas s having same design (Nutan or conventional) and material of burners, total gas consumption in g/h and rating of individual burners in kcal/h manufactured during a day shall constitute a for the purpose of this scheme. 6.0 LEVELS OF CONTROL: The tests, as indicated in Table 1 attached and at the levels of specified therein, shall be carried out on the whole production of the factory which is covered by this scheme and appropriate records and charts maintained in accordance with paragraph 2.0 above. All the production which conforms to the Indian Standards and covered by the license shall be marked with certification mark of the Bureau. 6.1 TYPE: Type would include material of Gas body and its finish, design (Nutan or conventional) and material of burners, automatic ignition (if provided), total gas consumption in g/h and rating of individual burners in kcal/h. NOTE: This definition of type has been included to cover individual model in the license and any particular model shall be included in the license through procedure as given below in and any other instructions issued by BIS on the subject from time to time. 6.2 Gas s shall be tested for type tests at levels of specified in table 1. In case of failure in any requirements, the marking of the s with certification mark of the BIS shall be stopped and cause of failure investigated and necessary corrective actions taken. The s with improvements incorporated therein shall be tested and marking shall be resumed only after the satisfies all the requirements of type tests. BIS shall be kept informed. The modified gas shall be marked only after the sample has been found conforming to the Standard and permitted to do so by the BIS.

3 7.0 of metallic and non-metallic components and parts shall be in accordance with section 1 of IS 5116:1996. Only those components and parts which are found conforming to the relevant clauses of the specification shall be utilized for the manufacture of BIS certified gas for use with LPG. 8.0 In respect of all other clauses of the specification the factory will maintain appropriate and checks to ensure that their product conforms to the various requirements of this specification. 9.0 REJECTIONS: A separate record shall be maintained giving information relating to the rejection of the production not conforming to the requirements of the specification and the method of its disposal. Such material shall in no circumstances be stored together with that conforming to the specification SAMPLES: The licensee shall supply, free of charge, the samples required in accordance with the Bureau of Indian Standards (certification) Regulations, 1988, as subsequently amended, from the factory or godowns. The Bureau shall pay for the samples taken by it from the open market REPLACEMENT: Whenever a complaint is received soon after the goods with standard Marks have been purchased and used and if there is adequate evidence that the goods have not been misused, defective goods or their components are replaced or repaired free of cost by the licensee in case the complaint is proved to be genuine and the warranty period (where applicable) has not expired. The final authority to judge the conformity of the product to the Indian Standard shall be with the Bureau In the event of any damages caused by the goods bearing the Standard Mark, or claim being filed with the consumers against BIS Standard Mark and not conforming to the relevant Indian Standard, entire liability arising out of such non conforming product shall be of licensee and BIS shall not inany way be responsible in such cases STOP MARKING: The marking of the product shall be stopped under intimation to the Bureau if, at any time, there is some difficulty in maintaining the conformity of their product to the specification, or the testing equipment goes out of order. The marking may be resumed as soon as the defects are removed under intimation to Bureau The marking of the product shall be stopped immediately if directed to do so by Bureau for any reason. The marking may then be resumed only after permission by the Bureau. The information regarding resumption of markings shall also be sent to the Bureau PRODUCTION DATA: The licensee shall send to BIS as per the enclosed proforma-1 to be authenticated by a Chartered accountant or by the manufacturer by giving an affidavit/undertaking, a statement of quantity produced, marked and exported by him and the trade value thereof at the end of each operative year of the license. 10 ANNEX A (Cl to ST1) LOT INSPECTION PROCEDURE WHEN LICENSEE DECLARES THERMAL EFFICIENCY 68 PER CENT AND ABOVE. 1. The licensee shall declare the Brand name under which he will manufacture higher efficiency (efficiency of 68 per cent and above) gas s as per clause 26 of IS 4246:2002. The licensee shall be allowed to manufacture such s under one Brand only. 2. The Brand shall be exclusive to the manufacturer and embossed on the body of the gas. 3. The licensee shall declare the efficiency of the gas s. The declared efficiency shall not be less than 68% and shall be in steps of1 per cent. 4. Before the lot is offered for inspection, it shall have been subjected to the provisions of the latest STI applicable for gas s as per IS The licensee shall offer higher efficiency s in lots between 80 and 120 s of one Type (for definition of type reference to clause 6.1 of STI may be made). 6. Design Approval: 6.1 The licensee shall submit the drawings of the gas s and main components such as burners, gas tubes, injector jets, gas cocks and mixing tubes to BIS for approval. set of drawings, after approval, shall be returned to the licensee and one set shall be retained by BO. 6.2 The main components of the gas s, as stated in 6.1, shall bear identification mark of the manufacturer. It is also desirable that these components bear the identification mark of the component manufacturers as well. 6.3 selected at random out of the lot submitted by the manufacturer shall be sent for independent testing on priority basis. If the sample passes in independent test, the design of that particular type of gas shall be considered to be approved. In case the sample fails in the design approval test, the licensee may re-offer a fresh lot, after making improvements which shall be documented. The BO after satisfying itself about the improvements effected by the licensee, shall once again select the sample at random out of the lot and send the sample for independent test. On receipt of the satisfactory test report, the design of the gas shall be considered to be approved. The testing charges for the above independent tests shall be borne by the licensee. 7. The lot offered by the licensee shall be serialized and stored separately for evaluation after the design approval. 8. After the design has been approved, the following lot inspection procedure shall be adopted. 8.1 Immediately after the approval of design, the BO shall arrange an inspection of the lot of gas s lying with the manufacturer.

11 s shall be selected at random from the lot. 8.3 Out of the 10 s selected, components of 2 s shall be checked as per the approved drawings lodged with BIS and the certified copy available at the licensee s premises. If the components are found to be conforming to the drawing, 3 s out of the remaining 8 s shall be tested for thermal efficiency test (clause 25) and fire hazard and limiting temperature test (clause 24). If all the 3 s pass in these two tests, one out of these three s shall be tested for all the other requirements as per IS 4246: In case any of the fails in any of the requirements of the standard, including the higher declared efficiency, the lot shall be rejected. The licensee may re-offer the lot after necessary modification. This shall be allowed only at a subsequent inspection. In case the lot is found to be passing in all the requirements tested as per 8.3 above, a shall also be drawn for independent test on priority basis after the first lot and also after every fifth lot. 8.5 The lot conforming to all requirements shall carry name plate which shall clearly indicate the declared efficiency by the manufacturer and the serial number of the. The other markings, as required by this STI for IS 4246:2002 shall also be marked on such s. To distinguish such higher efficiency s from the other ISI marked s, the name plates shall be in green colour. 8.6 In case a failure is reported in any of the independent test reports for samples (drawn at 8.4) no further lot shall be inspected till the licensee provides documentary evidence for the improvement effected in maintaining the higher efficiency values. After the BO has satisfied itself about the improvements effected, a sample shall be dr4awn out of the offered lot and sent for independent testing on priority basis. Thereafter, the procedure outlined from 8.1 to 8.4 shall be followed. The testing charges for the independent test, carried out for re-evaluation of sample, shall be borne by the licensee. 9. A certificate shall be issued by the BO to the licensee which shall bear the serial number of the s, declared efficiency, brand name and other details asper IS The licensees shall inform the BO the names of the parties to whom the supplies of higher efficiency s have been effected together with the individual serial number. The BO shall also send this information to CMD for further co-ordination with the Ministry of Petroleum and Oil Companies. 11. Market Samples shall be drawn as per the existing procedure. 12. Special inspection charges shall be levied as per the existing norms. For testing the sample drawn for independent test after every fifth lot, no testing charges shall be levied on the licensee and these shall be borne by BIS.
