4 1. INTRODUCTION 1.1. Introduction The ISEUM RALLYE 2018 will be run in compliance with the FIA International Sporting Code and its appendices; the 2018 FIA Regional Rally Sporting Regulations and the MNASZ General Sporting Rules & Regulations issued by the National Automobilsport Federation of Hungary (MNASZ); the (RVSZ) which comply with the FIA regulations and these s. Modifications, amendments and / or changes of these s will be announced to all entrants by numbered and dated Bulletins (issued by the organizer or the Stewards). The FIA ISC and 2016 FIA Regional Rally Sporting Regulations (RRSR) in English and in French are published on: Hungarian version on The MNASZ General Sporting Rules & Regulations and National Sporting Regulations of Hungary (RVSZ) are published on the MNASZ website. This version of the Supplementary regulations applies to all championships, which are part of the ISEUM RALLYE Any differences (time, location, length, or other) are shown separately in the text for individual championships. These Supplementary regulations are issued in Hungarian and English language. The competitors have the responsibility for the appropriate handling of the time card (at the time control gates placed at the exit of the Technical scrutineering and the entrance of the Service park) even in the case of the contribution of their representatives. Early arrival is allowed to the startwaiting area of the Service park. Late arrival from the start-waiting area of the Service park can be qualified as late arrival to the time control gate by the Clerk of the Course and can be penalized by the same regulations. After the Technical scrutineering and placing the car in the Service Park, cars that are successfully fulfilled the requirements of Technical Scrutineering can only leave the Service Park for the qualification and/or for the start ceremony First Stewards meeting: 25. May 2018 Friday 24: Entry procedure Starting: PUBLICATION OF SUPPLEMENTARY REGULATIONS Entries for Hungarian Rallye Championship, Hungarian Rallye Challenge, Hungarian Rallye2 Championship, and competitors outside of the championships and for Historic Challenge competitors: Competitor is compulsory to made on-line entry by means of the official RSB website ( the filled entry form with relevant signatures and stamp must be send to organizer by post or submit to the Organizer up to Road Book issuing. 4.3 Number of entrants accepted and classes Organizer will accept to the Hungarian Rallye Championship and Hungarian Rallye Challenge maximum of 120 entries together; to the Hungarian Rallye2 Championship a maximum of 90 entries; Organizer can refuse the entry in compliance with ASN prescriptions Eligible cars in Hungarian Rallye Championship, groups and classes: Class Groups S2000-Rallye: 1.6 T engine with a 28-mm restrictor 2 S2000-Rallye: 2.0 Atmospheric R5 group Group N over 2000ccm (Group N) Earlier class 3., group N4 (with homologisation expired in 2016) until 31. December with the following requirements: - they correspond to their earlier homologisation - previously possessed an ASN technical passport 4 RGT cars: in accordance with FIA sporting regulations. Cars with valid FIA homologisation for larger cylinder capacity are allowed in this class with corresponding body and engine. R4 group, that are participated in FIA regional 11

12 championships earlier, are also allowed to participate if the car still has a valid homologisation. The application for and issuing a start permission is free of charge. 13 they cannot earn points in the Rally2 title classification they will earn a surcharge advertised for the first three ranked competitors with individual start permission Terms of competing in a Rally2 race with individual start permission: valid MARB license at least one race completed as a driver in the given and actual season application for start permission submitted together with the entry form for the given race to the RSB and a successful Rallye2 regulation-knowledge exam registration by a crew that possesses a crew license authorization Entry procedure of competitors with individual start permission in compliance with RSZV II. article 2, with correspondence to the given s. The entry fee of competitors with individual start permission is the same as the entry fee of Rally2. 14 Total payment made after closing date for entries to any Hungarian National Championships according prescriptions of RVSZ 2018 Chapter I. Art ,000 HUF additional fee must be paid Usage of GPS device: For all Participants competing for the National Championship classification it is compulsory to use GPS monitoring & Safety Tracking System during the rally and also during reconnaissance on the ISEUM Rallye 2018 event! The usage and appropriate operation of he device is compulsory during the race! The competitors contribute to the GPS system operator that data can be given to the Organizer and RSB with their signature on the entry form. The renting fee of the device is included in the entry fee. In case of entries made after closing date for entries or payment made after this deadline, the Organizer may impose surcharge. Payment of the surcharge is the basic condition to get the road book. 15 4.7 Entry procedure of Safety Cars (ORB + ORC, R2 + His) The Organizer only accepts safety car entries with prior written conciliation: marcoracingteamkft@gmail.com. Procedure: 1. Submission of a written application 2. Receiving a positive, written confirmation + detailed description of the conditions 3. Submission of a Safety Car entry form and paying the entry fee Without prior conciliation and/or without a positive confirmation issued by the Organizer, the Organizer can reject the entry of a Safety Car without justification. 5. Excluded under this role those Organizer s optional advertising that can be declined in accordance with RRVSZ The not straightforward application of the identifications and advertisements and/or cutting around considered as refusing the Organizer s optional advertising. In case of the rejection of the Organizer s optional advertising an increased entry fee (category of Without org s proposed ads ) must be paid. During the competition for missing advertisements a penalty maximized in the entry fee can be charged. Rally plate, start number, front door panels + start number advertisement panel, start No Stripe reserved for MNASZ/RSB, and front bomber cannot be rejected. 15

16 Start numbers and advertisements cannot be longer as the car body. For advertisements placed on the windows the FIA MNASZ and Hungarian road traffic rules must be considered. For more information please see appendix 4. Exception: In case of the National Championship according to appendix 4: Organizer s optional advertising for which in both rare and back bumper 4 pcs. 20 cm long and 33,5 cm wide place must be accommodated on the race cars. 6.3 Identification of other vehicles During the event Organizer uses the following stickers for identification of other vehicles: PÁLYABEJÁRÁS (RECCE) - for the rules of usage see Art 9.1 SZERVIZJÁRMŰ (SERVICE) - for the rules of usage see Appendix 5. Art 5.2 TANKOLÓZÓNA (REFUELING ZONE) - for the rules of usage see Appendix 5. Art 5.2 SEGÍTŐJÁRMŰ (AUXILIARY) - for the rules of usage see Appendix 5. Art 5.2 CSAPATVEZETŐ (TEAM MANAGER) - for the rules of usage see Appendix 5. Art TIRES Tires can only be used during the Rally for ORB, ORC, Rallye2 and Historic Challenge: see RVSZ Chapter I. Article 30. During reconnaissance: According to Appendix 2, Article 4. After the service park the Parc Fermé the race cars must have the bar codes of the tires outside so they can be read. The breaking of these rule can be sentenced with disqualification by the stewards. 8. FUEL In the qualification of ORB, ORC, Rallye2 and Historic Challenge, in all classes, fuels permitted by the FIA regulations can be used exclusively. In the National Rally Challenge, Historic Challenge and Historic Hobby Car Cup besides the FIA compatible fuels all unleaded fuel available in commercial trade can be used (except AVGAS air plane fuel) but it cannot be mixed with any additive. The Organizer gives the permission to refuel the rally cars on individual service places within the Service Park. The competitor is responsible for refueling. It is obligatory to keep on standby a minimum of 2 pieces of fire extinguisher, under refueling. Missing or invalid fire extinguisher, will incur at least , - HUF cash penalty by the Stewards. 9. RECONNAISSANCE 9.2 Procedure of registration Before reconnaissance crews must fill in registration form (Appendix 9., - Statement) and submit it the latest at the date of the road book issuing. After filling in and checking the data Competitors will get an identification card and they must submit 1-1 pc of id photos. This card must be fixed in the racing cars rear right window, and it must well appear from outside. Every crew will receive an identification PÁLYABEJÁRÁS (RECCE) sticker from the Organizer, which must be fixed on the right upper part of the windscreen to a visible place and must be kept there during reconnaissance. A missing or not used sticker will mean failure of the reconnaissance prescriptions. In the case, that sticker is damaged or in the case of the changing of the recce car, the crew need to ask for new sticker. Competitors must have their license with them during reconnaissance and they must present it by the request of the Marshals. 9.3 Specific / national prescriptions speed limit on the super stages We emphasize to all entered competitors that reconnaissance is not practice! All Hungarian traffic laws must be strictly adhered, and the safety and all rights of other road users must be respected. In the case of the infringement of the traffic rules during reconnaissance the Stewards will incur a penalty according to prescriptions of RVSZ 2018, Chapter I. Art , RECONNAISSANCE and RVSZ 2018, Art 17. OBSRVANCE OF THE RULES OF TRAFFIC. 16

17 The amount of the penalty is not affected by any fine imposed by the Police. Other infringements or speeding during reconnaissance may be referred to the stewards. Only series vehicles can be used during reconnaissance. It is forbidden to use a race car entered to the rally. Concerning the competitors safety equipment The rules for driver s safety equipment for competitors in Historic Challenge and for foreign participants are the same as for crews in Rallye Noise level RVSZ Chapter I. It will be checked at entry of Scrutineering. Without the proper placement of the prescribed advertisements and identifications the race cars cannot report at Scrutineering. For the rejected cars late arrival to the Scrutineering, and for the possible penalties resulting from that, exclusively the crew members are responsible The cars should be presented fully prepared and ready for all necessary sealing and marking. All parts need to be marked (turbo, spare turbo etc.) must be prepared (appropriate holes for the wires, wire for the sealing, previous marks taken off) If the car and spare parts are not prepared for the sealing, wiring included, the car may not be authorized and for the possible penalties resulting from that, exclusively the crew members are responsible Organizer permits to use tinted films on competing car windows during whole rally. Colored or silver films are permitted on both side windows and on the rear and sliding sunroof upon the following conditions: The driver and the cabin must be recognizable from the outside through the film gap cutting, according to FIA Appendix J Article Cutting in to the safety foil on the windows is forbidden Installation of Safety Tracking System The installation of the GPS system to the race car and its correct operation in case of ORB+ORC and R2 competitors will be checked on 25 May 2018, Friday before the Ceremonial start, Service Park OUT, (according to the road book TC0B) Technical Checks during the rally and after finish Competing cars retired from the event by technical, mechanical or whatever reason can only be transported from the area of the rally, with the approval of the technical delegate of the rally. TO AVOID A POSSIBLE LONGER WAITING, THE ORGANISER RESERVES THE POSSIBLITY TO RUN THE CEREMONY IN ARRIVAL ORDER Allowed early check-in ORB+ORC scrutineering TC: QC, 0E, 6D, 10C, 10E RALLYE2+His Ch: scrutineering, TC: 0E, 2D, 6C, 6E Qualification: According to RVSZ 2018 appendix Circuit Special Stages Description of round course (ORB+ORC SS6, SS8,10; Rallye2+His SS2, SS4,6) At the Round course car start one after the other as ordered by Marshalls but in accordance with regulations of special stages and in accordance with the road book. Cars start the stage as ordered by the Marshalls in the order they arrive at the TC. To start the Round course an electronic start light device is to be applied. Crew will enter the SS when the signal red light goes out. The start location must be left within 5 seconds after the red light goes out. If this is not happening the marshal will stop the start procedure by showing a red flag and the start procedure must be started over. The start over of the start procedure, if it is not caused by the Organizer. - regardless of the reason counts as detention of the start and will be penalized in accordance with the RVSZ. Marshalls write only hour/minute on time card. The actual start time for the following section and target time will be entered in the time card at the STOP. Number of laps to be completed is clearly given in the Road Book. Completed laps are to be recorded by marshals responsible for counting laps at signed places. In case of less number of laps has been completed, the slowest drive time in group plus 10 minutes penalty will be counted for the relevant crew. In case of exceeding the number of laps, the actual driving time will be counted. Flags applied at round courses In accordance with FIA International Sport Codex, appendix H, point 5., Rallye races,

22 If the red flag is to be used the following procedure must be applied: a) every check point must have a red flag (placed approx. 5 km from each other) b) the read flag can only be used on check points and only for the order of the Clerk of Course. Only a marshal can show it who, wears a distinctive short jacket with a check pint symbol on it or a white tabard, as suggested in The use of the flag most be noted, and the Clerk of Course must report it to the Stewards. c) During the recce a mark with given symbol from article must be placed to the check points. The mark can be smaller, but it must be visible, so the crews can make a note about it. d) All competitors who drive by the red flag must decrees the speed and they must continue with the decreased speed until the end of the special stage and they must follow the orders of any marshals and the orders of any safety car driver whom they meet. The red/yellow flag is shown at all check points prior to the accident. For any infringement in connection with this the marshals can penalize by their judgment. e) Only red flags can be used on the special stages. f) On the super special stages other signing system can be used (for example blinking light). These must be described in detail in the s Super Rallye ORB+ORC: according to RVSZ Chapter I., point 23. Rallye2+His Ch: according to RVSZ Chapter VI. point Special regulations including organizer s promotional activity Procedure in the case of the accident If the accident happened on the place with spectators, the driver is compulsory immediately stop and be sure that nobody was not injured and nobody is at risk. If yes, the drivers are compulsory to help. In case of injury, the SS Chief must be informed and take care that the marks are saved good condition. The crew cannot continue the race may leave the place of the accident only with Police approval. Any infringement of this regulation will be penalized by the Stewards, penalty may go as far as exclusion. Requirements in the case of accident and safety requirements 1) All participants must thoroughly know Art. 40 of the FIA Prescriptions: SAFETY OF COMPETITORS. 2) In case of a major injury when urgent medical intervention is needed if it is possible, the red SOS sign must be displayed to the next competing car by any of the crew. 3) When a red SOS sign is displayed, or an accident can be seen in which crews are in the car and unable to display the SOS sign, it is MANDATORY for the next competing car to stop immediately to render assistance. Stopping is MANDATORY for all other competing cars arriving to the scene. An empty lane has to be left for the ambulance and special ambulance. The second competing car must proceed and inform the next check point. 4) The second competing car must proceed and inform the next check point (which can also be the SS final) about: Competing number of the involved crew Number of injured persons members of crew or spectators and nature of their injury Number of crew members or spectators trapped inside or outside the car Location of the accident, i.e. the closest road book junction or kilometer post Any other vital information, i.e. fire, water, electric shock hazard. 5) All competitors stopped in the SS must place their red triangle on the side and at least 50 m before (driving direction) where the car is stopped even if the car is clear of the road or even if the car is not on the road and the road is completely clear. 6) In case of an accident with no need for medical intervention and in case of technical failure, green OK sign must be displayed clearly visible by any of the crew members for the next competing cars. 7) In case the crew leaves the car behind they must place the OK sign in a position that can be seen by the other competitors from the driving direction. 23 9) Competitor retired from the competition are compulsory submit their time cards in the next TC as soon as possible It is forbidden for the crew, and will be penalized by the Organizer up to HUF, to perform doughnuts (burn out) with car in the Parc fermé area, the Service Park, regrouping area, overnight regroup (PF), start podium and finishing podium and its surrounding area! In case of accident or technical problem on the super stage a warning triangle must be placed out by the competitor at least 100 m before the car on the side of the road where the fallen-out car can be found Additional Road Books can be bought by the competitors. The price is 5,000 HUF (including tax) and it has to be paid at Road Book issuing. Additional Road Books are also given out according to the schedule Members with valid Team Manager License receive their Csapatvezető card only at the time of administrative check, where they have to present their team manager license and entrant licenses. Approaching TC stations and special stages is permitted only with Team Manager card, which have to be placed on right upper side of front windscreen (driving direction) Damages on the rally cars caused by wild animals are excluded according to the Civil Code (2013) Act V. 6:563.. (2) In case of any report may arrive about forbidden (with no permission) tests in Vas county as of the publication time of present supplementary regulation until the beginning of the event ( ), the Organizer will regard it as the violation of reconnaissance regulations and will report its the Committee of Stewards. Relevant crew can be fined up to 250,000 HUF All rights, printed or electronical publications reserved by the Organizers of ISEUM RALLYE 2018, including shortened or broadened versions of publications. Complete publications or their abstracts can NOT be published in any form and cannot be presented in a open presentation without a written permission from Marco Racing Team Kft organizer of the event. At the event ISEUM RALLYE 2018 utilization of the property rights for example: commercial, hostess, advertising) belongs to the organizer of the event. Marco Racing Team Kft. is entitled to provision of these rights. Based on this the Organizer draws the attention of any individual or organization taking part in ISEUM RALLYE 2018 that any activities mentioned above can be given by the Organizer only, to contracted parties in case of signing a written agreement until 23. May : Media accreditations will be run according to RSB Media and Rallye Media Committee at ISEUM RALLYE Organizer of the ISEUM RALLYE 2018 declares here and also in other ways acceptable to anyone, that everyone is taking part of the race at their own responsibility and is the Organizer is not responsible for any claims which occur to the participants of the rally. MOTORSPORTS ARE DANGEROUS! PARTICIPATE AT YOUR OWN RISK! 12.9 On-board cameras Crews using on-board camera on the race, must inform the staff in a written form during the administrative check. Installation of on-board cameras may be checked at scrutineering. Ceremonial scenes only on foot without time limit. 2.2 Special / National regulations Driving direction and number of visits Driving direction during reconnaissance of SS is according to the itinerary. Consequences of failing this rule will be fined by the Organizer with the penalty that is applied for the violation of the rules of reconnaissance. During reconnaissance of SS the Hungarian Republic s policy of traffic must be followed as well as restrictions of private area roads. During reconnaissance 4 passes of each SS are allowed for the crews within the reconnaissance times! Passes will be checked at signposted stages of SS. Competitors are required to stop and handle their reconnaissance card to Marshals for signature. During reconnaissance on SS cars must stay on the route indicated in the itinerary. Leaving the SS or turning around is forbidden. During reconnaissance SS roads are not closed, therefore, other participants (especially forest and agricultural machinery) in traffic can also be expected. Competitors who do not comply with regulations of reconnaissance of these Supplementary regulations based on report of the Organizer, Stewards can fine even with exclusion and must inform RSB. Cash penalty can be up to 250,000 HUF. Competitors who do not comply with regulations of reconnaissance of these Supplementary regulations can be fined with time penalty by the Stewards based on report of the Organizer, in that case cash penalty cannot be imposed. During reconnaissance or during reconnaissance time in official rally route competitors will be excluded if they commit demonstrably traffic low violation OR accident OR damage to property. Entry fee will not be given back, RSB must be informed. Reconnaissance rules can be monitored also by Members of RSB independently from Organizer, and those who does not follow the rules, can be fined by RSB. We emphasize to the entered competitors, that reconnaissance is not practice! All Road Traffic Regulations of Hungary must be strictly adhered to and the safety and rights of other road users must be respected. Additional regulations: RVSZ Chapter I. point 16. RECONNAISANCE and RVSZ Chapter I. point 17. COMPIANCE WITH TRAFFIC RULES Time penalty will be applied by the Clerk of the Course based on the report of nominated officials (stewards, police) of the event about violating the regulating rules of reconnaissance, traffic code of the Hungarian Republic or other rules applied in present supplementary regulations with special 31

32 emphasize on exceeding the given speed limit. Mentioned penalties must be applied in case of violations during the competition, as well. Amendments to the points of and of the regional Rally Championships. The Clerk of the Course can apply the following time penalties during the whole time of reconnaissance and competition in case of speeding: till 10% no penalty over 10% - till 40% 10 second time penalty over 40% -till 70% 30 second time penalty over 70%- till 100% 60 second time penalty over 100% withdrawal of start permission and exclusion. Penalty applied cannot be effected by the fine applied by the Police. Amendment to point of Regional Rally Championship rules; penalty in case of other traffic law or reconnaissance violation that is NOT speeding: 1 st violation, which is not speeding: based on the decision of the Clerk of the Course 2 nd violation: time penalty of 60 second (1 min) 3 rd violation: exclusion by Stewards. Degree of penalty is not affected by the fine applied by the Police. Neither can the two fines be regarded as dual penalty. Operation and evaluating principles of GPS monitoring system and detailed description of exceeding speed limit can be found in Appendix 6 of RVSZ. During reconnaissance only street cars can be used! Using the competing car entered into the competition is forbidden. Restrictions for the recce cars: the exhaust shall be a series production exhaust with a maximum noise level within the permitted Hungarian noise level the safety roll bar is permitted in accordance with Art Appendix J 2 additional road-homologated headlamps are authorized the crew may use a "light" intercommunication system (without helmets) In the recce car only entered competitor plus 1 person can be present Amendment to RVSZ I.17.3.: Speed detection devices [Stalker PRO and Kustom Pro Lite (serial no.: ) type certified radar] will be operated during reconnaissance by the Organizer. Based on the result of the speed detection the above-mentioned penalties of exceeding the speed limit can also be applied. Speed limit on all SS during reconnaissance is 60 km/h! Penalties are based on the report of Inspectors participating in controlling forbidden reconnaissance: Members of Organizing Committee; Colleagues of Marco Racing Team; MNASZ Marshalls; Colleagues of Szombethelyi Erdészeti Zrt and affected Hunters Committee; Members of Hunters Associations (territorial competent). 2.3 GPS monitoring system installation Use of speed checking GPS monitoring system is compulsory in recce cars during reconnaissance for ORB, Rally2 and Hungarian Rallye Challenge participants. Guidance regarding reconnaissance and competition can be found in appendix Rules for tires during reconnaissance Tires types are regulated by the director of the event: Winter tires or tires with sign M+S for vehicular use cannot be used during the reconnaissance! Gravel racing tires cannot be used (not even with E sign) Cut summer tires produced for road traffic cannot be used during the reconnaissance! 32
