1 4 INVOLVEMENT OF VEHICLES AT FAULT The vehicle wise analysis of accidents provides a broad overview of the involvement of vehicles at fault in accidents (Table 4.1). In the year 2014, Car/Taxis accounted for the maximum number of fatal accidents (17.3%) closely followed by the HTVs (14.5%) and two wheeler (8.4%). In the year 2015 too, car/taxi s caused maximum of 292 fatal accidents (18.5%) while HTV s came next to those viz. 249 (15.7%). Two wheelers accounted for 9.3% of fatal accidents this year which is almost marginally greater then 8.4% recorded in the year 2014 (Tables 4.1 & 4.2). In case of simple accidents the scenario is different. Cars/taxis caused 38.1% of all simple accidents in the year 2015 which is a little higher than share of 36.1% in the year Two wheeler riders (scooter/m.cycles) were next to cars/taxis viz. 16.6% this year which is almost at per with the year 2014 viz.16.7% (Tables 4.1 & 4.2). Hit and run cases have showed decrease in the year 2015 as compared to last year i.e (662 in the year 2014 to 623 in 2015). This makes 39.4% - almost 2/5th of total fatal cases. Similar trend is seen in case of simple accidents i.e. the figure has reduced from 1543 to This makes 21.8% of all simple cases. Lack of proper identification of vehicle viz. faulty/smeared number plate is mainly responsible for these fleeing criminals. Passers-by witnessing the accident also refrain from reporting the matter to police. There is a steady increase in simple accidents caused by TSR/ Taxi during last 3 year. Around 1-2% of accidents are caused by delivery vans (Table 4.1). These have become most popular in carrying commercial goods in the city due to small size and relaxed entry restrictions. However, the share in the total number of accidents caused by goods vehicles is less. Light Goods Vehicles have been showing decrease in their share of simple as well as fatal accidents (Table 4.2). Private cars/taxis have shown a increase in % share of simple accidents this year (36.10% in 2014 to 38.10% in 2015). City buses (DTC Buses) have caused less number of fatal accidents this year over 2014, but (Cluster Buses) have caused more fatal accidents this year over The percent share of buses has decreased in simple and total accidents but it has increased in fatal accidents (Table 4.2). Similarly, Accidents by tractors have also marginally increased during 2015 over the year Gramin sewa caused less number of fatal accidents in 2015 then in the year

Total 94 deaths have been reported in 2015 against 109 deaths in Further Two-wheeler riders top this category. In 2015 the figure was 46 and in 2014 (52) for self fatal accidents. Cars/jeeps/taxis occupants are the next victims of self fatal accidents. There has been increase in Cyclist fatal accident during the year 2015 (69) over 2014 (64). These cyclists have been worst hit by Cars followed by HTV s and LGV (Table 4.3). Map 4.1 (HTV s), Map 4.2 (Buses), Map 4.3 (Cars) shows the traffic circle wise regions with repect to concentration of offending vehicle wise fatal accidents. There are more fatal accidents by trucks in Narela, Burari, Kalkaji and Sarita Vihar area. Similarly, more fatality by Buses near ISBT Kashmiri gate, Anand Vihar, Janakpuri, Civil lines and Mandawali regions (Map 4.2). In Bawana, Kalyanpuri, Dwarka, Mangolpuri, Najafgarh and Vivek Vihar regions cars are major offending vehicles (Map 4.3). 25

6 The identification of Vehicles (number not known) of about 48.6 % remain unknown in fatal accidents,while this figure was around 33.9 % in case of simple accidents. The vehicles carrying Delhi state number were most involved in fatal accidents (63% of known state vehicles) followed by the Haryana numbers (26.8% of known state vehicles) (Table 4.4). This scenario was similar in the year 2014 also. In case of simple accidents, Delhi numbered vehicles constituted 76.5% of all known state vehicles while Haryana numbered vehicles staked 15%. U P numbered vehicles caused around 4.2% fatal and 5.2% simple accidents of known state vehicles. The numbers of accidents caused by other state vehicles is insignificant from analysis point of view. Among the vehicles of other state involved in accidents in Delhi, cars/jeeps were involved in maximum 26

7 number of fatal accidents followed by Buses, LGV s and two wheelers (Table 4.5). The Delhi numbered cars accounted for 187 (75.4%) of all fatal accidents by known state cars/jeeps. Among HTVs, the Haryana numbered vehicles topped in committing 129 (63.5%) fatal accidents of all known state vehicles. In the buses category, 95 (84.8% of known states) Delhi buses were involved in causing fatal accidents in 2015 (Table 4.5). This is another surprising fact that the state identification of 6 tractors out of 13 total tractors caused fatal accidents, were not known. 23% tractors of all tractors which caused fatal accidents in Delhi, belonged to Haryana state (Table 4.5). On reviewing Victim versus Offending state wise vehicles table, it has been revealed that 388 pedestrians were killed by unknown state vehicles which accounted for 57.1% of all pedestrians killed in the year About 29.3% pedestrians were killed by Delhi numbered vehicles followed by 9.13% by Haryana numbered vehicles (Table 4.7). In the category of two wheeler victims, 51.5% two wheeler rider victims were killed by unknown state vehicles, 27.12% killed by Delhi numbered vehicles and 16.5% were killed by Haryana numbered vehicles. These trends for pedestrians as well as two wheeler victims were similar in the year 2014 with a deviation of few percent. Similar trends as described above were observed in case of total accidents caused by different states vehicles (Table 4.8). A further analysis of fatal accidents caused by Haryana number vehicles showed that 59.2% of all offending Haryana vehicles were HTVs followed by 21.6% cars/jeeps and 7.3% LGVs. 41.7% victims in fatal accidents by Haryana number vehicles were two 27

8 wheelers while 28.45% were the pedestrian. Victims killed by Haryana numbered HTVs were 48.8% two-wheelers and 24% pedestrians. A further analysis of total accidents caused by Haryana number vehicles showed that 44% of them were HTVs followed by cars (37.4%) & LGVs (7.8%). Most of the victims of these Haryana number vehicles were two wheeler riders (38.4%) & pedestrians (26.2%) (Table 4.10). Haryana number vehicles are killing and injuring more two wheelers than pedestrian. The order is opposite for other state vehicles. On analyzing the fatal accident category of the offending vehicles belonging to Delhi state, it is found that private cars were responsible for most number of fatal accidents (187 i.e. 36.5%) followed by scooter/motor cycles (95 i.e. 18.5%) and Buses (95 i.e.18.5%). Most victims of Delhi numbered vehicles were pedestrians (199 i.e. 38.9%) followed by scooter/motor cyclists (150 i.e. 29.3%). In Self accident category of 68 fatal accidents 47.5% were scooter/motor cycles while 33.8% were cars. In total accident category of Delhi state n u m b e re d vehicles, M aximum accidents have been committed by private cars (1873 viz. 49.3%) followed by scooter/ motor cycles (840 viz. 22.1%). A total of 183 Self accidents were caused by Delhi state number vehicles out of which, 59 were two wheelers and 49 were cars. 28
