6 Draft Regulation: Adaptation of the wet grip test method for C1 tyres.aim:» replace current test method (as defined in Annex I part B of Regulation 1222/2009) = Annex V of UNECE Regulation 117 by» a revised wet grip testing method for C1 tyres to improve its accuracy NOUVELLE LÉGISLATION EUROPÉENNE POUR ÉCONOMISER L ÉNERGIE 6

7 Link with type approval.tyres are subject to compliance with the minimum wet grip requirements set out in Regulation (EC) No 661/2009 and UNECE Regulation 117 (R117)» In practice: Tyres will be subject to two tests the one set out in R117 (with the SRTT 14") for type approval the one set out in our draft Regulation (with the SRTT 16") for labelling» Possibility that Regulation (EC) No 661/2009 recognises both test methods? under consideration.impact on tyre manufacturers:» Marginal increased cost of testing compared to Reg 117» Increased legal certainty (reduced risk that a Member States or consumer organisation finds a different test results than the one declared on the label).impact on consumers:» Increased safety» Will be ensured that the wet grip class reflects the real performance of the tyre.impact on trade:» Probably positive Greater legal certainty» No comments received through WTO within the TBT notification» Marginal increased costs of testing» In the medium term: intention to align both test methods at UNECE level proposal by EC. 8 Costs of testing.no additional investments necessary for facilities already having the equipment to test wet grip performances according to R117.Similar test procedure of the new test method is similar from the procedure of the one set out in Regulation 117 costs should be similar.marginal additional costs:» Need to buy the new reference tyre SRTT 16 tyre in addition to the SRTT 14» Tighter BPN variation of test track only in the case of vehicle method test (new BPN range is as Reg117, while for vehicle test the allowed BPN range in R117 is 40-60» Narrower testing temperature conditions for winter tyres compared to R117 could limit the period during the year when it will be possible to test wet grip (but in the interest of end-users) Increased costs of testing will not derive from the introduction of a new test method but from the mandatory wet grip grading itself NOUVELLE LÉGISLATION EUROPÉENNE POUR ÉCONOMISER L ÉNERGIE 8

10 Content of the revised test method.main differences between the two test methods reference tyre SRTT16" (ASTM F ) instead of SRTT 14" (ASTM E1136); revised formula for the calculation of the wet grip index, including temperature and friction coefficient correction on wet grip index values computation refined test conditions for normal and snow tyres;.improved accuracy» standard deviation decreased from 7.2 and 5.2 point index for winter and summer tyres when measured according to the current Reg. 117 test method to 4.4 and 3.4 respectively NOUVELLE LÉGISLATION EUROPÉENNE POUR ÉCONOMISER L ÉNERGIE 10
