3 Foreword This Code is organized by China Metallurgical Construction Association and specifically prepared by China Twentieth Metallurgical Construction Company, jointly with other organizations concerned according to the requirements in Notice on Printing and Distributing Engineering Construction Standard Specifications Preparation and Revision Plan (Second Batch) for 2005 (Jiao Biao Han [2005] No.124). In preparation process, specification preparation group studied the relevant existing national laws, regulations and standards, made an investigation, summed up experience on quality acceptance of engineering installation for mechanical equipment of rolling mill, conducted repeated revisions and discussions for provisions of the Code, extensively solicited opinions of relevant organizations and experts and finalized it after review. This Code is divided into 15 chapters, including general principles, basic regulations, foundation bolt and base plate, equipment and material approaching, installation works of host rolling mill column equipment, installation works of shearing machine, installation works of recoiling machine uncoiling machine, installation works of roller way, installation works of cooling bed, installation works of rolled products transportation equipment, installation works of overturn and transfer equipment, installation works of straightening machine, installation works of looping equipment, installation works of heating furnace, installation works of other devices of rolling mill as well as 4 annexes. Clauses of chapter 3 Equipment foundation, foundation bolt and base plate and chapter 4 equipment and material approaching involve sub-divisional works and are quality control elements that sub-divisional works have common character, so it is listed in a separate chapter. Boldface clauses in this Code are mandatory and must be strictly enforced. Ministry of Construction is in charge of this Code and responsible for interpretation of mandatory provisions of this Code; China Twentieth Metallurgical Construction Company is responsible for interpretation of specific technical contents. 7 1 General Principles In order to strengthen engineering installation quality management of rolling mill, unify inspection and acceptance of engineering and installation for mechanical equipment of rolling mill and ensure engineering quality, this Code is hereby developed This Code applies to quality acceptance of engineering installation for new and renovated mechanical equipment of rolling mill Engineering technical document and contract adopted in engineering installation for mechanical equipment of rolling mill shall not be lower than the specification in this Code Besides conforming to provisions of this Code, quality acceptance of engineering installation for mechanical equipment of rolling mill shall also conform to the provisions of relevant existing national standard. 8 2 Basic Regulations Installation and construction-organization of mechanical equipment of rolling mill shall have appropriate engineering construction qualification; construction site shall have appropriate construction technical standard, sound quality management system, quality control and inspection system as well as construction organization design, construction scheme, job design and other technical documents that are approved by technical director of project Revision of construction drawing must be subject to design change notice or technical verification certificate of design-organization Quality inspection and acceptance of engineering installation for mechanical equipment of rolling mill must through measuring instrument that passes metrological verification and calibration Welders for engineering installation for mechanical equipment of rolling mill must take exam and obtain a certificate of qualification and conduct welding for qualified items in approval scope Engineering installation for mechanical equipment of rolling mill shall follow required procedures; there shall be handing over inspection between related types of professional work to form a record; working procedures of the profession shall follow construction technical standard for quality control; inspection shall be carried out to form a record each time after a working procedure is completed. The construction shall not be continued if previous working procedure is not inspected and approved Second grouting and other concealed works of equipment in engineering installation of mechanical equipment of rolling mill shall be inspected for acceptance by the organization concerned before concealing that is notified by construction-organization; acceptance document shall also be formed Quality acceptance of engineering installation for mechanical equipment of rolling mill shall be conducted based on sub-divisional work, partitioned project and organization s project. Division of partitioned project and sub-divisional work better follows the provisions in table 2.0.7; organization s project may be divided based on process system or production line. For large scaled production lines with a large number equipment, division of organization s project may also be based on entrance section, technology section and exit section. 11 out of nut or flush to nut; exposed threads shall be free of damage; except construction reason, bolt screwing directions shall be consistent. 2 Sealing conditions: No serious oil spill, water leakage or air leakage phenomena. 3 Pipe laying: reasonable layout, neat arrangement. 4 Sound insulation and thermal insulation material laying: uniform layer thickness, firm binding, smooth surface. 5 Oil paint brushing: uniform coating, free of missing coating, peeling, obvious wrinkled skin and air bubbles, basically consistent color. 6 Walkway, ladders, railings: fixed firmly, without obvious visual defects. 7 Welding line: Weld marks are uniform; welding slag and splashes are basically cleaned up. 8 Incision: free of slag. 9 Finished product protection: Equipment has no defects; exposed machined surface is well protected. 10 Civilized construction: Construction site is orderly managed; there is no construction debris around equipment. At least 10 sites shall be randomly inspected for above items Quality acceptance of engineering installation for mechanical equipment of rolling mill shall conform to following provisions: 1 Quality acceptance record of sub-divisional works shall be based on annex A to this Code. 2 Quality acceptance record of partitioned project shall be based on annex B to this Code. 3 Quality acceptance record of organization s project shall be based on annex C to this Code. 4 Test run record of equipment without load shall be based on annex D to this Code If engineering quality does not meet requirements, it shall be handled timely or reworked and there shall be re-acceptance inspection Acceptance is forbidden if engineering quality does not meet requirements and still cannot meet requirements after handling and rework Quality acceptance of engineering installation for mechanical equipment of rolling mill shall be organized based on following procedures. 1 Acceptance of sub-divisional work shall be organized by supervising engineer (or Page 17 of 183

12 3 Equipment Foundation, Foundation Bolt and Base Plate 3.1 General Provisions This chapter applies to engineering quality acceptance of mechanical equipment foundation of rolling mill as well as foundation bolt and base plate Acceptance inspection of foundation must be carried out before installation of equipment; equipment may not be installed if foundation that does not pass acceptance inspection Foundation of main mechanical equipment of rolling mill shall receive settlement observation and there shall be corresponding record. 3.2 Equipment Foundation I Main-controlled Items Equipment foundation strength must conform to requirements of design technical document. Inspection quantity: full inspection. Inspection method: Inspect foundation handover data Before equipment are in place, it is necessary to draw center target and elevation reference point arrangement plan based on surveying control network according to construction drawing, set center target and elevation reference point according to arrangement plan and measure setting point. Continuous production line and the subject equipment shall have permanent center target and elevation reference point. Inspection quantity: full inspection. Inspection method: Inspect sheet of measurement results; adopt observation inspection. II General Items Axis position of equipment foundation, elevation, size and position of foundation bolt shall conform to requirements in design technical document or existing national standard General Code for Construction and Acceptance of Mechanical Equipment Installation Engineering GB Inspection quantity: full inspection. Inspection method: Check re-inspection record Oil, gravel, gravel, soil, water on surface of equipment foundation and reserved hole of foundation bolt must be cleaned; embedded foot screw and nut shall be well protected. Inspection method: observation inspection. 3.3 Foundation Bolt I Main-controlled Items Specifications and fastening of foundation bolt must conform to requirements of design technical document. Sampling quantity: 20% for random inspection, not less than 4 sites. Inspection method: Check quality conformance document and measure with ruler; check fastening record; hammer nut to inspect. II General Items Oil stain and oxide skin of foundation bolt shall be cleared away; threads shall be coated with an appropriate amount of grease. Inspection quantity: full inspection. Inspection method: Observation inspection Foundation bolt of reserved hole shall be installed vertically; distance between any part and hole wall shall be greater than 15mm; bottom of hole shall not be touched. Inspection quantity: full inspection. Inspection method: observation inspection. 3.4 Base Plate I Main-controlled Items When base plate is set through bed-mortar method, strength of bed-mortar concrete for 48h shall meet design strength of foundation concrete. Inspection quantity: Inspect batch by batch. Inspection method: Check bed-mortar test block test report. II General Items Setting of equipment base plate shall conform to requirements of design technical document or the provisions in General Code for Construction and Acceptance of Mechanical Equipment Installation Engineering GB Inspection quantity: 20% for random inspection. 14 Inspection method: observation inspection, measurement, feeler gauge inspection, base plate tapping When base plate is placed through grinding method, surface of concrete foundation shall become smooth through chipping; contact points of concrete surface and base plate shall be evenly distributed. Inspection quantity: full inspection. Inspection method: Check bolt fastening record Fastening force of rack and connecting bolt or hot charging bolt of upper beam and lower beam shall conform to provisions of design technical document; beam shall be free of skew. Inspection quantity: full inspection. Inspection method: Check bolt fastening record; adopt observation inspection. II General Items Rack fixed bolt shall be installed vertically and fixed reliably; there shall be good contact between nut, washer and base; bolt after fastening shall come out of nut or flush to nut; exposed threads shall be free of damage; except construction reason, bolt screwing directions shall be consistent. Rolling bearing temperature rise is less than 40 C and maximum temperature is less than 80 C; sliding bearing temperature rise is less than 35 C and maximum temperature is less than 70 C. 11 Fasteners and connectors may not become loose. 12 In test run of region or unit, there are no faults after 3 continuous operation based on design linkage procedures.
