4 RESA SCHOOL BUS OPERATOR TRAINING AND CERTIFICATION PROGRAM MISSION The RESA School Bus Operator Training Program is designed to provide certified, well trained, and highly qualified school bus operators for all counties throughout West Virginia. The trainers will, first and foremost, ensure the safety of the passengers, the motoring public and the school bus operators, while meeting all the requirements of the West Virginia Department of Education, the West Virginia Board of Education, and the State of West Virginia Department of Transportation. Finally, the program will provide a thorough and efficient program of instruction, examination and certification of school bus operators. PURPOSE The purpose of this manual is to provide an efficient systematic approach to the entire certification process for new school bus operators. PROCEDURES 1. COUNTY RESPONSIBILITIES Advertise and accept applications for school bus operators. Screen and interview prospective school bus operator candidates. Recommend candidates to RESA for the training program by completing the New School Bus Operator Request for Training form (Appendix A) and submitting it to the RESA Coordinator. Provide support, facilities and equipment to the Training Coordinator, Trainers and Examiners. Forward all required documentation to RESA Coordinator. Maintain all final records of school bus operator trainee. 3
5 2. REGIONAL EDUCATION SERVICE AGENCY (RESA) RESPONSIBILITIES Provide a School Bus Operator Training Coordinator. Provide State certified School Bus Trainers and Examiners. Provide support and guidance to Training Coordinator, Trainers and Examiners. Invoice counties for all related training costs. 3. COORDINATOR RESPONSIBILITIES Receive New School Bus Operator Request for Training form (Appendix A). Establish a folder for the county containing individual files for each trainee in the class based upon the New School Bus Operator Request for Training form. Coordinate the setup of dates, times and location of training classes with Trainers. Coordinate distribution of information, forms and instructions. Review all documentation and verify that all requirements for certification are met. (Appendix E 9 Check List) Facilitate CPR and First Aid training provided by certified trainer. Administer or delegate proctoring of the online certification examination. Trainees shall be given two opportunities to successfully complete the exam. In extenuating circumstances and with proper documentation and training, and with the Coordinator s approval, a third examination attempt may be given. Coordinate certification skills test with approved regional Examiner. Trainees shall be given two opportunities to successfully complete the certification skills exam. In extenuating circumstances and with proper documentation and training, and with the Coordinator s approval, a third examination attempt may be given (Appendix E 2). Trainee documents are transferred to county for employment. Upon successful completion of the program, all documentation will be transferred to the County Transportation Director for employment. Maintain trainee s record for a minimum of one (1) year. Review and approve all payroll submitted by Trainers and Examiners. Coordinate with Workforce WV in recouping a portion of the training expenses for those who qualify. Provide a file complete with all certification documentation to the county. Schedule periodic meetings with Trainers, Examiners and Transportation Directors to assure that all training is consistent. Observe and monitor Trainers and Examiners to assure quality training and fair and consistent examinations are administered. 4
6 Monitor the behind the wheel training. If a trainee reaches 20 hours behind the wheel, the RESA Coordinator shall be notified. The RESA Coordinator, in conjunction with the County Transportation Director and the assigned Trainer, shall approve or disapprove continuation of training. Should a trainee reach a maximum number of 36 hours, the trainee shall be disqualified from the program and may be placed in a new class if approved by the West Virginia Office of School Transportation. Monitor the classroom training. If a trainee reaches 52 hours of classroom training, the RESA Coordinator shall be notified. The RESA Coordinator, in conjunction with the County Transportation Director and the assigned Trainer, shall approve or disapprove continuation of training. Should a trainee reach a maximum number of 62 hours, the trainee shall be disqualified from the program and may be placed in a new class if approved by the West Virginia Office of School Transportation. Monitor that all training for driver candidates is conducted by a certified trainer. 4. TRAINER RESPONSIBILITIES Instruct the course in accordance with the WV School Bus Operator Training Manual and applicable policies. According to Policy 4336, , the candidate shall successfully complete a minimum of 40 hours of non-driving instruction and a minimum of 12 hours of behind the wheel training provided by a WV Department of Education certified school bus trainer. Instruction shall include the WV School Bus Operator Instruction Manual, including Policy 2421, Policy , Policy , Policy 2423, Policy , Policy 2525, Policy 4373, and Policy 5902, and online training modules, or a combination thereof. All RESA training provides the necessary information for successful school bus operator certification. Additional training by the county of employment may be necessary to cover all county policies and procedures. Training shall not be duplicated in order to reach the required 40 hours of initial instruction. Only the number of hours per section of training designated by the WVDE shall be used to reach the initial 40 hours of instruction. Example, if a bus operator trainer determines an applicant requires five hours additional training on pre-trip inspection, the additional hours shall only be completed after the initial 40 hours of required instruction. Maintain current certifications. Maintain availability to conduct training expeditiously. Provide training and support to the trainee. Submit all documentation, including time and travel forms, to the RESA Coordinator in a timely fashion. 5
7 Check that classroom and behind the wheel verification forms are properly filled out prior to being submitted to the RESA Coordinator (Appendix B). Schedule behind the wheel training with trainee. Check that the trainee has at least their CDL permit with P and S endorsements before each on road driving session. (Note: a candidate can operate the bus as a trainee with at least a Class B license or permit and a P Endorsement.) Schedule test with WV CDL examiner for trainee. Obtain approval from the Coordinator and jointly schedule the bus operator skills examination. 5. TRAINEE (STUDENT) RESPONSIBILITIES Apply and be interviewed at the county level. Complete and return forms (Appendix C) to County and/or RESA Coordinator: Form 7 Form 126CSR99 DMV-101-PS2 (If the trainee was licensed in another state within the past three years, then they must provide a driving record from that state) Signed New School Bus Operator Request for Training form (Appendix A) Be available to obtain: DOT Physical Drug and Alcohol Testing Fingerprinting for criminal background check Apply for CDL permit with P and S endorsement. Schedule CDL permit test. Provide Coordinator and the Trainer with copy of CDL permit with P and S endorsements. Report to all scheduled training sessions on time. Pass WV Bus Operator Online Certification Exam. Schedule behind the wheel training sessions with Trainer. Complete a minimum of 12 hours behind the wheel training. Be available to schedule with Trainer examination with the WV DMV CDL examiner. Provide a copy of CDL to Coordinator. Complete and submit all training verification forms. Complete and submit to trainer at end of class the Bus Operator Class Evaluation form (Appendix D). 6
8 6. EXAMINER RESPONSIBILITIES Maintain current certifications. Be available for examinations. Conduct examinations per State procedure (Appendix E 3-8). It is not permissible for examiner to administer exam to: a trainee to whom he/she is related a trainee to whom he/she has provided training in preparation for the exam, or a trainee in the same county in which examiner works. Submit time and travel forms to the RESA Coordinator. Schedule certification examinations with Trainers and Coordinator. Complete required forms and submit to Coordinator(Appendix E): Certification of School Bus Operator Examination (Appendix E 1) Certification Check List (Appendix E 9) Official Pre-trip Check List (Appendix E 4) School Bus Driver Physical Test (Appendix E 6) Behind the Wheel Test (Appendix E 8) Submit completed School Bus Driver physical performance test form to county. 7. STATE RESPONSIBILITIES Provide a liaison to coordinate the statewide training program. Provide guidance per policy Provide guidelines and curriculum for instruction. Provide guidelines for examinations. Certify Trainers and Examiners. Provide results of criminal background checks to RESA and County. Certify School Bus Operators (issuing certification cards). Reimburse Counties for costs incurred from training per State policy. Observe and monitor the program to ensure compliance. 7

21 Appendix E 3 Examiner s Verbal Instructions to Be Given to Driver Applicants for the Pre-Trip Introduce Yourself as the examiner o Hi my name is I will be administering the exam today. How would you like to be addressed? May I see your driver s license? Verify certification form and CDL. If all is correct proceed. There are three parts to the exam, and each part has specific instructions. Here are the three exams: Pre-trip Physical Performance Skills/On Road Exam o Only give instructions for the exercise that you are testing on. We are starting with the Pre-Trip. (only give instructions for one exercise at a time) o Here are a few things that I would like to discuss with you. o You do not have to be perfect to pass. You will be allowed to miss up to 24 items. (23 you pass, 24 is a failure.) o However there are 3 automatic failures Failure to operate the loading lights as designed Exiting of the bus at any time during the exam with the engine running Failure to chock the wheels before the start of the air brake test You are not graded on your sequence/pattern, however, I strongly urge you to perform the pre-trip exam as you have been trained. You need to be specific when describing what you are looking for when checking a component in order to receive credit for it. (Do not generalize; ex., Tire looks good.) Let me give you one example, When checking lug nut, what are you looking for? Is it shiny? Rust trails coming off in a star pattern. Loose lug nut? You do not have to know the name of the component (but should), but you must be able to convince the examiner that you know what you are checking the component for by pointing to or touching the component. Do you have any questions? You may ask questions at any time, but once the exam has begun, I may not be able to answer them. 20
22 Appendix E 3 Once the applicant has successfully completed the Pre-Trip and Air Brake, move on to the next portion of the Physical Performance exam. Physical Performance which you have detailed instructions to follow. Read word for word from those instructions until you have them memorized. Once they have successfully completed the Physical Performance, move onto the Road Skills portion of the exam. Rev

24 Appendix E 5 TEST STANDARDS Standard #1 Exiting through emergency door. You will begin this test in the driver s seat, with your seat belt fastened. You must exit your seat, move down the aisle, and go out the rearmost floor-level emergency exit. There are 20 seconds provided to pass this standard move at a reasonable speed, don t run and injure yourself. When you exit the bus, don t jump to the ground from a standing position you could be injured. Instead, sit and slide : first sit down in the exit door, put your hands on the door sill next to your hips, and carefully push yourself out of the bus to the ground. Standard # 2 Installing tire chain. The applicant will have to install one usable tire chain. Starting with the chain in the chain box. (Note: Inform the applicant if the chain is not in usable condition it is their responsibility to recognize this, and if they do, the test will be paused while a usable chain is obtained). The applicant will have 10 minutes to install one chain correctly unassisted, and the chain must be road ready. Standard #3 Climb and descend bus steps. To meet this standard you must walk up and down the bus steps three times in 30 seconds. You must use the handrail, turn around at the top of the stairs, and come down facing forwards each time. Move at a reasonable speed and don t slip. Standard #4 Manually operate entrance door. (If the door is automatic, the applicant is now standing on the ground and can perform this procedure now). You will be asked to manually open and close the entrance door three times in a row. If it is not a manually operated door, you must stand and open and close the door using the handle on the door. Standard #5 Move quickly from throttle to brake. You will be asked to move your foot from the throttle to the brake and back to the throttle ten times in ten seconds. This is the one standard that you really have to hurry to complete in the allotted time. Standard #6 Repeatedly hold clutch and/or brake pedals. This test requires you to depress the brake pedal fully (all the way to the floor) and hold it for three seconds. This must be done five times in a row. If you will ever need to drive a clutchequipped vehicle, you must take this portion of the test in such a vehicle and hold the clutch to the floor for the duration of the brake test. (If clutch is not present, place left foot flat on floor). Standard #7 Operate hand controls while driving in a parking lot or street with minimum traffic. Inform the applicant that they are not to exceed 5 MPH while performing this procedure. This test requires you to demonstrate your ability to operate hand controls, such as light and heater switches while driving the vehicle. You have 8 seconds to respond to each request, which is plenty of time. You must keep one hand on the wheel at all times. Take a moment to familiarize yourself with switch location before the test begins. Example of how standard is to be performed: The applicant must activate and de-activate one control with their right hand and one with their left hand. Example: Master switch on and place hand back on wheel / Master switch off and place hand back on wheel. Standard #8- Roof Hatch: To meet this standard you, the applicant, must take a roof hatch frame, place it over your head and drop it over your shoulders down to your feet and step out of it. 23

26 Appendix E 7 Examiner s Guide for Road Skills Test Remember to give clear and precise Instructions at all times. Make sure the applicant understands the instructions. Inform the applicant that all procedures are simulations (pretend) and if at all possible should be performed on a parking lot. If this not possible, at least on a street with very little traffic. Make sure that the applicant understands and recognizes the land markers so there is as little confusion as possible as to where the procedure is to be performed. Remember to inform the applicant to be very verbal and give good details as to what they are doing as they perform the procedure. They also need to provide good details as to what they would have the children performing. 1. The first procedure is a Student Pick Up on highway with the students coming across the roadway from the left hand side of the roadway. (Remember to remind the applicant of this.) The students are crossing the roadway in front of possible traffic. 2. The second procedure is the Rail Road Crossing. Inform the applicant that they are to perform a proper Rail Road Crossing, and again they must be verbal and explain what they are performing. 3. The third Procedure is the Student Drop Off on Highway with the students crossing the roadway to the left again. (Remember to remind the applicant of this, that the students are crossing the road way in front of possible traffic.) Remember: Once the applicant is on the road driving any instructions given the applicant informing them to make any maneuvers should always contain the verbiage when safe to do so. Remember the applicant is to maintain the vehicle in a safe manner at all times. Just a few examples are maintaining proper starts, stops, following distances, and speed. Remember to advise the applicant he/she cannot legally transport students until they receive their CERTIFICATION CARD. 25
