6 Authority Acceptance This document is the culmination of a cooperative effort made during the period of March 2018 through September 2018 between the Florida Department of Transportation (FDOT) District Offices, Central Office, and the 28 regional transit providers. The development of this Management (TAM) Plan included interviews with each provider to inventory the assets (equipment, facilities, and rolling stock) in a consistent manner pursuant to Federal Administration guidelines. The FDOT worked with the Florida Metropolitan Planning Organization Advisory Council (MPOAC) in a collaborative role to share information to improve the TAM Plan. The data collected was used to develop the Group TAM Plan consistent with the FTA s Final Rule on TAM. Ed Coven State Manager Public Office Florida Department of Transportation 5

8 Executive Summary The Florida Department of Transportation (FDOT) is decentralized in accordance with legislative mandates. Each district is managed by a District Secretary. They vary in organizational structure, but in general, each has major divisions for Administration, Planning, Production and Operations. Each district also has a Public Information Office that reports to the District Secretary and a District Chief Counsel, who report to the DOT General Counsel in Tallahassee. There are seven geographic districts: District One represents 12 counties in Southwestern Florida; District Two represents 18 counties in Northeastern Florida; District Three represents 16 counties in Florida's panhandle; Broward, Palm Beach, Martin, St. Lucie and Indian River counties make up District Four; District Five comprises nine counties in the metro-orlando area of Central Florida; District Six encompasses Miami-Dade and Monroe counties in South Florida; and District Seven represents the five counties in the Tampa Bay area. The FDOT Public Office (PTO) is committed to fostering a safe, mobility focused public transportation system throughout the state. Public transportation is a vital part of Florida s multimodal transportation system. It is a transportation option that relieves congestion, helps maximize capacity on roadways, improves air quality, reduces fuel consumption and connects people of all ages and abilities with their surrounding communities. Maintaining a transit fleet in a state of good repair is critical to providing a safe, reliable and comfortable environment for operators and the traveling public. The FDOT-PTO has developed this Group Management (TAM) Plan on behalf of 28 Tier II transit providers located in six FDOT Districts across the state in accordance with Federal Administration (FTA) requirements. Management is a business model that uses the condition of assets to guide the optimal prioritization of funding at transit properties and keep transit networks in a State of Good Repair (SGR). In accordance with the FTA regulation, this TAM Plan, which covers a four-year (FY 2019 FY 2022) period, includes the following core elements: Inventory of Capital s used to provide public transit, within three categories:, Equipment and Facilities. Condition Assessment of inventoried assets for which a transit provider has direct capital responsibility. Use of a Decision Support Tool to analyze asset and condition data and develop a methodology to prioritize those assets state of good repair re-investment needs. Prioritized list of investments based on decision support tool and projected funding estimated to be reasonably available over the four-year period. 7

9 The 28 participants in FDOT Group TAM Plan are comprised of the Section 5311 Rural Program and open-door Section 5310 Enhanced Mobility of Seniors & Individuals with Disabilities FDOT subrecipients. FDOT has developed this TAM Plan in collaboration with the participants. The FDOT Group TAM Plan encompasses a total of 813 assets, including 752 revenue vehicles, 13 pieces of equipment (including support vehicles), and 48 facilities. The FTA TAM regulation requires the setting of annual SGR performance targets for each asset class. As the Group Plan sponsor, FDOT is principally responsible for setting these targets applicable to all participants. This Plan includes the uniform performance targets to be in effect for FY Looking ahead, these performance targets will be reviewed and updated on an annual basis. 10 Key summary outputs from this TAM Plan include the following: Approximately 27% of all inventoried assets have met or exceeded their (ULB). The Inventory includes a total of 752 revenue vehicles with an average age of 5.5 years, of which 271 (or 35%) have met or exceeded their ULB. Based on the Investment Prioritization, vehicles that are rated poor or marginal in the cutaway class and the van class will be prioritized for replacement. As required by FTA, this TAM Plan will be updated at a minimum of every four years. Performance targets will be updated on an annual basis. 9

11 INTRODUCTION Management Vision The purpose of developing the Florida Department of Transportation, Public Office s (FDOT-PTO s) Management (TAM) Plan is to aid FDOT-PTO in achieving and maintaining a state of good repair (SGR) of all public transportation assets in the State of Florida. SGR is the condition in which a capital asset is able to operate at a full level of performance. This means that the asset: 1. Is able to perform its designed function, 2. Does not pose a known unacceptable safety risk, and 3. Its lifecycle investments have been met or recovered. TAM and SGR Policy The Moving Ahead for Progress in the 21st Century Act (MAP-21) required the Secretary of US Department of Transportation to develop rules to establish a system to monitor and manage public transportation assets to improve safety and increase reliability and performance, and to establish performance measures. The Fixing America s Surface Transportation (FAST) Act reaffirmed this requirement. On July 26, 2016, FTA published the Management (TAM) Final Rule. Management is the strategic and systematic practice of procuring, operating, inspecting, maintaining, rehabilitating, and replacing transit capital assets to manage their performance, risk, and costs over their life cycles for the purpose of providing safe, costeffective, and reliable public transportation. TAM uses transit asset condition to guide how to manage capital assets and prioritize funding to improve or maintain a state of good repair. The Final Rule groups providers into two categories: Tier I and Tier II. Tier I providers own, operate, or manage: rail, more than 100 vehicles across all fixedroute modes, or more than 100 vehicles in one non-fixed route mode. Tier II providers are subrecipients of 5311 funds, or an American Indian Tribe, or own, operate, or manage less than 101 vehicles across all fixed route modes, or less than 101 vehicles in one non-fixed route mode. The TAM rule requires every transit provider that receives federal financial assistance under 49 U.S.C. Chapter 53 to develop a TAM plan or be a part of a group TAM plan prepared by a sponsor (FDOT-PTO). All TAM plans must contain: An inventory of assets, 10

12 A condition assessment of inventoried assets, Documentation of the use of a decision support tool, and A prioritization of investments Tier II providers may develop their own plans or participate in a group plan such as FDOT-PTO s TAM Plan. Regardless of whether an agency develops its own TAM Plan or choses to participate in a group plan, each must designate an Accountable Executive to ensure that the necessary resources are available. An Accountable Executive is a single, identifiable individual within a transit agency who has direct control over the resources needed to implement an agency s safety plan and transit asset management practices, and who is responsible for the implementation of both of those requirements. Participants choosing to opt-out of the FDOT-PTO TAM Plan must notify FDOT-PTO no later than 12 months prior to the next TAM plan due date. No participants chose to opt out of the FDOT- PTO TAM Plan for the FY period. FDOT-PTO TAM Plan will be updated in its entirety, at minimum, every four years. With the resulting information from FDOT s grant management system, TransCIP, and FDOT District inventories, inventory and performance targets will be reported annually to the MPOs and the National Database (NTD). Group TAM Plan Sponsor The Final Rule indicates that state departments of transportation may sponsor Group TAM Plans for their Tier II subrecipients, and allows other Tier II providers who are not subrecipients to join in the Plan on a voluntary basis. The Florida Department of Transportation (FDOT), who administers the FTA grant funding for subrecipients of Section 5310 and 5311 programs, is sponsoring this TAM Plan on behalf of a group of Tier II Providers within the State of Florida to support subrecipients compliance with the FTA Final TAM Rule. The transit providers within this Group TAM Plan are subrecipients of either FTA Section 5310 or 5311 funds for which FDOT is the designated recipient. Subrecipients of Section 5310 included in this plan are opendoor providers. FDOT, as the primary grant recipient for FTA funding provided to 5310 and 5311 transit systems within Florida, has undertaken development of this Group TAM Plan based on 49 CFR The Group TAM Plan covers a four-year period, from fiscal year (FY) 2019 through FY FDOT, as sponsor, is responsible for the process of coordinating the development of and submitting the group plan. This also includes the setting of performance targets applicable to 11

13 the participants in the Group Plan. As sponsor, FDOT will also be responsible for the future reporting of TAM asset performance measures to the National Database (NTD) in coordination with group plan participants. Group TAM Plan Participants There are 28 participants in this Group TAM Plan. Table 2 provides a summary of the group plan participants. 15 s The FTA defines a useful life benchmark (ULB) as the expected lifecycle of a capital asset for a particular transit provider s operating environment or the acceptable period of use in service for that operating environment. ULB is not the same as an asset s useful life. ULB considers a provider s unique operating environment such as geography, service frequency, etc. s FDOT s ULBs for service vehicles are based on the unique operating environment of the transit agencies, their maintenance programs, and their vehicle overhaul programs. Since the default ULBs for FTA were not used, FDOT will ensure the values are adjusted when reporting to the NTD. The ULBs for vehicles the Department controls, and for which the Department maintains an up-to-date inventory, are defined as: Type A, es Heavy Duty: Heavy Duty es, approximately feet, manufactured as Fixed Route Equipment, using diesel (or alternative fuel) engines, and are considered to have a minimum useful life of twelve (12) years, and 500,000 miles. Type B, Medium Duty: es, approximately 30 feet in length and under, manufactured as Fixed Route Equipment, using diesel (or alternative fuel) engines, and are considered to have a minimum useful life of ten (10) years, and 350,000 miles. Type C, : May be purpose built which are assembled using add-on bodies installed by a manufacturer other than the original equipment chassis supplier. These 118 vehicles are usually under 30 feet in length. These units shall be classified as having a minimum useful life of seven (7) years, and 250,000 miles. Type D, : Assembled using add-on bodies installed by manufacturers other than the original equipment chassis supplier and usually under 28 feet in length. These units shall be classified as having a minimum useful life five (5) years, and 200,000 miles. Type E, (Modified Mini Vans): s with modified original equipment by manufacturers of the body and chassis which may include the installation and use of manual ramps for accessibility. s are subject to design and specifications approval by FDOT. They must comply with all state and federal requirements. They shall be classified as having a minimum useful life of five (5) years, and 200,000 miles. Type F, Sedans/Station Wagons/Vans: s supplied by original equipment manufacturer only with capacities of up to 12 passengers. These units shall not be structurally modified by aftermarket manufacturers. They shall be classified as having a minimum useful life of four (4) years and 100,000 miles. 14

16 Type G, Service Trucks: (up to 1/2 ton capacity) shall be classified as having a minimum useful life of five (5) years and 150,000 miles. 18 Required Management Plan Elements The TAM final rule requires every transit provider that receives federal financial assistance under 49 U.S.C. Chapter 53 to develop a TAM plan or be a part of a TAM group plan prepared by a sponsor (FDOT PTO). All TAM plans must contain four major components: 1. Inventory of assets: A list of capital assets (vehicles, facilities, and equipment) that support the delivery of public transportation services in Florida. 2. Condition assessment of inventoried assets: Includes the current asset condition and how the actual condition compares to the target set for each asset category. 3. Decision support tool: An analytic process or tool that (1) assists in capital asset investment prioritization and/or (2) estimates capital needs over time. 4. Prioritization of investments: Outlines the proposed investments and any applicable capital investment activity schedules. The requirements for a TAM Plan fit within the overall context of transportation planning and the emphasis on performance planning that was established by MAP 21. Table 4 lists eight topic areas for performance planning as mandated by MAP 21 and carried forward by the FAST ACT. The development of a TAM Plan is just one of the linked planning efforts to be developed under the FTA and the FHWA. Table 4: Performance Planning Mandated by MAP 21 FTA Management Plan National Public Safety Plan Public Transportation ncy Safety Plan FHWA Highway Management Plan Pavement Bridge Condition Safety Performance Highway Safety Improvement Plan System Performance and CMAQ FTA Requirements for a Group TAM Plan The TAM Plan process is illustrated in TRB s Cooperative Research Program (TCRP) Report 1723, which proposed a framework for developing a TAM Plan as a logical, multi step approach which can be tailored to the needs and size of the transit provider agency. The same approach has been used to develop this TAM Plan. Figure 1 shows how TCRP Report 1723 charts the flow and the relationship between TAM Plan elements. 17

19 Figure 1: Multi-Step Approach in Developing a TAM Plan Goals of the Group TAM Plan and its Processes The Group TAMP is meant to be a management tool for monitoring the assets owned by Florida s Section 5310 and 5311 providers. The overall goals of the tool are to: Improve the efficiency of the system by providing more accurate and timely data to communicate with providers and customers. Develop a more current and reliable set of data on the condition of transit assets. Develop a condition based approach to transit asset management. This is to include the supporting data, predictive tools to manage preventative maintenance, a tool to prioritize asset replacements, and a decision making tool for selecting projects. All data, tools, and processes to be developed for the Group TAM Plan should consider the implementation of the updated TransCIP system in Florida. This is the first Group TAM Plan in Florida. This first iteration of the plan will of course meet the new FTA requirements, but it is expected to reveal issues and opportunities which will best be addressed in subsequent updates. All issues and ideas will be documented for future consideration. Addressing the fundamental questions on prioritized capital investment, meeting all applicable FTA requirements, and developing a process that provides a useful and beneficial tool to MPO s and Florida s 5311 and open-door 5310 transit providers defines the purposes of a TAM Plan. 18

20 Roles and Responsibilities Table 5 lists the 28 public transportation providers covered by this Group TAM Plan. FTA requirements call for each provider to designate a single Accountable Executive, who is ultimately responsible for carrying out the plan. While this group Tam Plan is sponsored and developed by FDOT, the individual Accountable Executives for each Section 5310 and 5311 provider is responsible to self certify the TAM Plan. FTA will update their Certifications and Assurances to reflect the TAM Plan requirements. The current TAM Plan and its annual Narrative Reports and data submittals to NTD will be reviewed by FTA as part of their Triennial Reviews, State Management Reviews, and MPO Certification Reviews. 22 Inventory Data Collection Effort The required asset inventory is a listing of providers capital assets which meet certain criteria as specified in TAM rules. s include vehicles, facilities, and equipment that support the delivery of public transportation services. All assets must be reported in the TAM regardless of whether or not they were purchased with FTA funds or are still under lien. Defined assets include: Revenue vehicles Backup revenue vehicles Non revenue vehicles Facilities with a replacement value of $50,000 or greater Equipment with a replacement value of $50,000 or greater The FDOT included in person interviews, group discussions, and surveys as varied methods to gather information. Following up, a survey template was developed to gather more detailed information from each provider to meet TAM requirements. Information was gathered in person and inputted into the template by the provider. The Department utilized the FTA transit asset management guide for Tier II providers and sponsors to collect data. The data portion of the survey template is shown in Figure 2, showing the data that was gathered from each provider. Figure 2: FTA Capital Inventory 21

23 Overview of Inventory and Condition The combined asset inventory contains 813 assets with a total replacement cost of over $100 million. This comprises 752 rolling stock assets, 13 equipment assets and 48 facilities that support public transit service. 32 Decision Support Tools This section describes the tools used to support the decision-making for the FDOT group TAM plan, including project selection and prioritization. FDOT staff within the Office and District offices utilize a variety of management practices, policies, and technology to manage, maintain, and plan throughout the lifecycles of our transit assets. The decision support tools FDOT uses for asset management and investment planning include both computer software and written policy. 34 Investment Prioritization Approximately 27% the total assets in the FDOT State Group Plan inventory have exceeded their ULBs. Investment decisions will be made with the goal to maintain or improve the FDOT Group Plan percentage in adequate or better condition. The cutaway group has 121 vehicles, the largest absolute number of vehicles out of all classes, that are beyond their ULB. The priority is to replace cutaway vehicles currently rated as poor or marginal. The van class has the second highest number of vehicles beyond their ULB at 55. The second priority is to evaluate fleet needs in this category with the goal of having no vehicles with a poor condition rating. Should enough funding be available, the third priority will be to reduce the number of vehicles in all other service categories that have a rating or poor or marginal. FDOT and its subrecipient transit providers shall monitor all assets for unsafe conditions. Identifying an opportunity to improve the safety of an asset, however, does not necessarily indicate an unsafe condition. When an unacceptable safety risk associated with an asset is identified, that asset will be ranked with higher investment prioritization to the extent practicable. The investment prioritization table can be found Appendix 2. 33

36 Performance Targets and Measures When determining performance targets and measures, it is important to first identify what factors are taken into account and what that data entails. FDOT PTO utilizes the following data when determining performance targets and measures: Mileage Condition (ULB) To comply with the FTA requirements associated with State of Good Repair (SGR), performance measures for capital assets have been established for each asset class along with performance targets. Targets for vehicles and equipment are expressed in terms of percentage of assets that are at or beyond the (ULB). Targets for facilities are expressed in terms of percentage of assets that are rated below the benchmark condition score. All targets are reflected below in Table 8.
