3 Traffic management system - status quo Built mainly in 1960 s (the first stations even in 1957) lack of reliability One station (Paldiski) still manually operated CTC not originally designed and used Station layouts not corresponding to actual and future needs Several bottlenecks between Tallinn-Keila-Paldiski: - Tallinn station capacity exceeded - Keila-Pääsküla section second track missing - Keila station hub station has only waiting platform between tracks - Paldiski station only one track for incoming/outgoing passanger trains
