3 SECTION 1. INTRODUCTION Background European motor insurers are major purchasers of spare parts, currently spending some 17 billion Euros per annum on replacement parts for the repair of post accident vehicle damage. They therefore have an obvious interest in the prices of these parts since they represent such a significant portion of their material damage claims costs, which ultimately have to be passed onto the motorist via insurance premiums. The CEA Spare Part Price Survey has been carried out for a number of years. Its primary aim is to give the European insurance associations an awareness of part prices being charged by vehicle manufacturers across Europe. This enables individual member associations in their own countries to challenge manufacturers, should they wish to do so, where discrepancies exist (trends rather than individual part prices). Method The principal method of compiling this report remains the same as for earlier years, in as much as a group of popular cars are selected for the survey along with a list of 11 insurance sensitive parts. The vehicle models have been selected on the basis that they are widely available in Europe, thus allowing the same model to be compared between participating countries. It was also considered important that the sample should include vehicles ranging from small three-door models to luxury four-door vehicles. The participating countries supply base prices (no transport costs, import taxes, etc.) in their own currencies. The report is then compiled using a table for each country with the basket of 11 parts for each vehicle. The total basket of parts cost for each vehicle in national currency is compared with the previous year. It is then converted into Euros and divided by the sum of the parts to give a generic average part price. The generic average part price for each vehicle and country are finally brought together in a number of tables and comparisons made across countries and vehicles. The analysis looks at the disparities in parts prices between the same model in different countries and between equivalent models in the same country. In addition it is now possible to make parts price comparisons between this year and 2008, emphasising significant price movements. The comparison is realized with regard to the year 2008, because in 2009 it was not possible to realize this survey. The survey data is presented in tabular and graphical formats in each country s currencies and in Euros. Thus parts prices can be compared between countries and models, and across years. In the 2010 CEA PARTS PRICE SURVEY there are 13 countries involved, without changes from 2008: Denmark, Greece, Portugal and Sweden are absent, (See Table 1). Finland and Germany are new participants for this year. 1

Italy Finland Malta The same models are used, permitting price comparisons between this and last year s surveys. The 2010 survey also includes the new Ford Fiesta 08, the new Peugeot 308, the new VW Golf VI, the new Audi A4 09 and the new Mercedes E series 09. The Opel Corsa C, Fiat Stilo 02 and Ford Mondeo 00 have been removed and replaced by the Opel Corsa D, Fiat Bravo 07 and Ford Mondeo 07, which previously appeared alongside in the 2008 survey. The Peugeot 307 and the Mercedes E series 02 have been removed and replaced directly by the Peugeot 308 and the Mercedes E series 09. Comparisons may be made between the old (Ford Fiesta 02, VW Golf V) and new (Ford Fiesta 08 and VW Golf VI) model, respectively, and next year only the new model will be retained. Also, models are divided into the size categories A, B, C and D (See Table 2). Table 2. Shows the 20 vehicles included in the study. 5 The basket of parts is unchanged from the 2008 survey. The parts are listed in (Table 3) below. Table 3. Norway has the highest generic average part price at 371,98 Euros. Golf V has the lowest generic average part price at 194,85 Euros. Mercedes E Series has the highest generic average part price at 469,93 Euros. Germany has the lowest generic average part price in all categories. Norway is the most expensive country for all categories. In category A, the Ford Fiesta 08 has the lowest generic average part price, and new Peugeot 207 has the highest. In category B the VW Golf V has the lowest generic average part price, and Peugeot 308 has the highest. In category C, Audi A4 has the lowest generic average part price, and Opel Vectra C has the highest. In category D, the BMW 5 Series 04 has the lowest generic average part price, and Mercedes E series has the highest. For the most representative vehicle, Malta is the most inexpensive for A and C categories, Czech Republic is the most inexpensive for B category, and Germany for D category. Norway is the most expensive for A and B categories, Slovenia is the most expensive for C category, Malta is the most expensive for D category. For a given part Bonnet for all categories, Norway is consistently seen as the most expensive country, with Germany appearing most frequently as the cheapest. The ratio between the generic average part price and vehicle price shows that the higher the price of the vehicle the greater the differential between generic average part price and vehicle price. In other words, the parts prices do not generally increase in proportion to the vehicle price. The generic average part price to vehicle price ratio has increased in this year s survey compared with last year, for 13 out of 20 vehicles and for 2 models has decreased. The rest of models ( 5 ) are new. 3

In general, there are not important price differences for the Bonnet, Boot Lid and Front Wing, except the increase of the Peugeot 207 Bonnet, and the Fiat Grande Punto and Fiat Bravo Boot Lid. Problems encountered with the Survey In spite of a great number of countries send the original questionnaire with the data by , some countries remains sending the data using other different format (word). Currency fluctuations affect part prices when making comparisons in Euros. (Except countries Euro Zone.) 4

STATISTICAL ANALYSIS OF 2010 DATA Main Vehicle Parts Cost Tables (Pages 26 to 38) These single country tables show the individual cost of 11 parts for the 20 vehicles expressed in Euros or in local currency. The generic average part prices are also expressed in Euros for comparison purposes. An Exchange Rate Movement Table (Table 23 and 24) is provided on Page 25. Tables of generic average part prices in Euros (Pages 39 to 47) The generic average part prices are held in 5 tables. The first contains all vehicle categories and all countries. Realistic comparisons should only be made between the average for each country since it would be unfair to compare dissimilar vehicles, though it is interesting to note the trends within the vehicle categories. In this table Norway holds first place with the highest generic average part price for 20 vehicles at 371,98 Euros, with Germany having the lowest at 254,97 Euros. The remaining 4 tables refer to each specific vehicle category. The Generic Average Part Price Table Analysis: Category A (Page 40) (a) (b) Norway holds first place with the highest generic average part price for 6 vehicles at 301,01 Euros, with Germany having the lowest at 225,27 Euros. The new Peugeot 207 has the highest generic average part price at 296,25 Euros, with the Ford Fiesta 08 having the lowest at 201,22 Euros. The Generic Average Part Price Table Analysis: Category B (Page 42) (a) In this category Norway has the highest generic average part price for 7 vehicles at 375,50 Euros, with Germany having the lowest at 235,45 Euros. (b) The Peugeot 308 has the highest generic average part price at 398,03 Euros, with the VW Golf V having the lowest at 194,85 Euros. The Generic Average Part Price Table Analysis: Category C (Page 44) (a) (b) Norway has the highest generic average part price for 5 vehicles at 367,70 Euros, with Germany having the lowest at 270,88 Euros. The Opel Vectra C has the highest generic average part price at 376,71 Euros, with the Audi A4 having the lowest at 242,92 Euros. 10 1. The generic average part price pertaining to the most representative vehicle across the European market for the four categories A, B, C and D. Indicating for 2010 the country where the average was the most expensive, the least expensive, and the country whose average was closest to the average price. The differences between the three prices are also shown. The result of this analysis is shown in Table 6. Table 6. 13 SECTION 3. ANALYSIS OF PART PRICE MOVEMENT For the analysis of part price movement 2008 to 2010 three tables in national currency have been used and one in Euros for comparison between countries. Table 12 shows part price movements that are higher than 100%. Table 13 shows part price movements that are between 50% and 100%. Table 14 shows part price movements that are between 30% and 50%. 1.
