1 2nd Quarter 2015 Summer Safety Within the past month the Homes Association has received multiple reports of small groups of teens banging on residents doors late at night. Deputies from LCSO have been called to our community on several occasions and were successful in apprehending at least one group of them. When residents call the LCSO to investigate these types of incidents, it wastes the valuable resources of law enforcement. It takes them away from responding to other crimes that may be life threatening. It is also both frustrating and terrifying for residents to be awakened in the middle of the night by someone banging on their front door. Most importantly, kid s safety is at risk. On the surface, this seems like just another harmless teenage prank. However, it is never safe to approach someone s home late at night. The first instinct a property owner may have is that your child is a vandal, thief, or someone else in the process of committing a serious crime. Please let your kids know that what they intended to be fun and innocent, someone else could perceive very differently especially late at night. Now that summer is upon us, let s go the extra mile in keeping our kids safe. Ask your teens where they are going when they leave the house and take the additional step of calling to make sure they made it to their destination safely. Driving golf carts at night is dangerous, even for adults. Many carts aren t well lit, and with our dark and winding roads it s easy for vehicle drivers to have difficultly seeing them. We kindly ask that you discourage your kids from driving carts after sunset. Please look for a listing of our golf cart rules in a separate article in this issue. Your Homes Association has already started the process of looking for members for the 2016 Board of Directors. Past experience or expertise in a particular area is not necessary. All that is required is that you care about your community. We re all busy so don t let a lack of extra time be the primary reason for not volunteering. You may be surprised to find out that board service requires only a few hours a week. Please consider doing your part by serving one year on your community Board. We ve listed a few great reasons to join: To protect your property values and maintain the quality of life you expect in Golden Eagle. To correct a problem you see within Golden Eagle. Perhaps parking is an issue, or you d like to see some other aspect of daily living changed. Board service is a great place to start the process. To give back to your community and neighbors. To be sociable, meet your neighbors, and make friends. To become knowledgeable on the many facets of running our community association, such as; our governing laws and regulations, maintenance and repair of our gates and other infrastructure, and understanding our financial obligations. To stay abreast of everything happening in your neighborhood. Be the first to know about new construction, neighborhood improvements, and any other issues that affect Golden Eagle. To stay busy. If you are retired, board service is a great way to stay active by donating as much or as little time as you have available. 3 A New Park is on the Horizon Join Us for a Free Barre Fitness Class Hosted by The Refinery The Refinery is hosting a special event exclusively for Golden Eagle residents at the Golden Eagle Country Club. Summer Fit, Summer Strong, come out and try a free Barre Fitness class hosted by The Refinery. This class is great for all ages and fitness levels. The low impact movements will help tone, sculpt and lengthen your muscles, as well as improve your flexibility and posture. All you need to bring is your water bottle, mat, and good energy! Shoal Creek Park before improvements Plans for improvements to an area affectionately known as the Shoal Creek Park are in the works. This area is located between 9179 and 9167 Shoal Creek Dr. Look for enhancements to the pond, additional landscaping, a walking path, designated parking, and much more to be added throughout the next year. TAPP is a state program that provides child care, transportation, and health and social services for teen parents who are students at Leon County schools. Their goal is to encourage teen parents to complete their high school diplomas. They care for children from 4 weeks to 4 years old whose teen parent is a student at any Leon County school. TAPP is in need of a number of things your kids may have outgrown, such as larger plastic kitchens and climber-slide items, sturdy infant/toddler educational toys (non-electronic), toddler books, (especially washable cloth or plastic books or the heavier board books), and any other toddler toys that are in great shape. Please consider donating to this important organization. You may drop items off at the Association Office during regular business hours (9:00 am 3:00 pm weekdays) or, we can arrange for someone to pick up your donation at your home. 4 Summer is Golf Cart Season! 2015 Roads and Drainage Projects By Bob McAnally Your 2015 Roads and Drainage committee has selected the following asphalt paving projects to be accomplished in 2015: As home to the most beautiful golf course in Tallahassee, Golden Eagle has embraced golf cart driving as one of the distinctive features that makes our neighborhood such a unique place to live. The Board of Directors and most residents would certainly like to see this continue. However, due to the Homes Association s experience with litigation, rising insurance premiums, and most importantly, to increase safety within our neighborhood, we must look for ways to make golf cart driving a safer and more enjoyable amenity that better enhances our community. Golden Eagle is a golf cart community. Golf carts are motor vehicles designed and manufactured for use on a golf course for sporting or recreational purposes and are not capable of exceeding speeds of 20 miles per hour. Swamp buggies, hunting ATVs, and other similar off road vehicles are not appropriate for use in a residential neighborhood like Golden Eagle. Go Karts and 4-wheeler type ATV s are specifically prohibited from use anywhere in Golden Eagle. These vehicles cannot safely share the road with motor vehicles in our neighborhood. Parents please do not insist your kids are different and are somehow immune to misfortune. In all cases, it is irresponsible to allow children to drive them on our roadways. Please take a moment to review Golden Eagle s Golf Cart Rules. Thank you for abiding by them and relaying them to all golf carts drivers in your home. All drivers of golf carts must be at least 14 years of age. Only golf carts and licensed motor vehicles are permitted on Golden Eagle roadways. Only Golden Eagle residents may drive golf carts within Golden Eagle. Please see, Summer is Golf Cart Season! Continued on Page 5 Resurface Genevieve Court. Pave driveway at boat storage area. In the latter part of 2014, you may have noticed the many asphalt patching projects in our community. The committee selected twenty two roadway areas where the asphalt had cracked or buckled. The old asphalt was removed, the area repacked with road base material, and then resurfaced. The Roads and Drainage committee, Board of Directors, and Association management are constantly observing and working to assure that our roadways remain the best in Leon County. Kinhega Roundabout Improvements By now you ve noticed that big things are underway at the entrance to Kinhega Dr. near Thomasville Rd. Leon County has undertaken this project to promote faster, safer travel by car and foot. This will also support the new development in the area which will include both commercial and residential projects. Construction of the roundabout will continue through mid-august. The shops and business in the area will remain open. These include the businesses near Bradfordville Commons and Z Bardhi s Italian restaurant. 5 Summer is Golf Cart Season! Continued from Page 4 The speed limit on all Golden Eagle roads is 25 mph. Go Karts and 4 wheeler type ATV s are prohibited. Golf carts are subject to the same rules of the road commonly applied to licensed motor vehicles. This includes obeying all traffic signs such as yield and stop signs. Pedestrians and bicycles shall, at all times be given due consideration and reasonable right of way. The number of passengers in a golf cart must not exceed the golf cart s seating capacity. At a minimum, all golf carts should be equipped with working brakes, safe tires, and all lights, mirrors, signals and other safety equipment which may be required by FL state law. Electric turn signals are highly encouraged. If not equipped, the use of standard hand signals is mandatory. Golf carts driven in the evening hours or during times of low visibility must be equipped with both headlights and taillights. Golf carts are not permitted to drive or park on any common areas or green spaces. Nothing shall be pulled behind a golf cart for any reason. Golf cart owners and/or operators assume all risks will be held personally liable for all injuries and any damage caused to Association property or private residential property. We encourage all golf carts owners to review their individual homeowner s insurance policies regarding golf cart property and liability coverage. In recent years, many insurance companies have changed their rules regarding golf carts. Neighborly Contact We all can just get along. The key? Communication. It s often the best way to prevent and resolve conflict between neighbors before it escalates. You don t have to be friends or spend time together to achieve a peaceful coexistence, but you should try to be a good neighbor and follow these tips: Say hello. At the mailbox, while walking the dog or when you see a moving van arrive, introduce yourself. Learn your neighbors names and regularly offer a friendly greeting. Provide a heads up. If you re planning a construction project, altering your landscaping or hosting a big party, contact your neighbors beforehand. Do unto others. Treat neighbors as you would like to be treated. Be considerate about noise from vehicles, stereos, pets, etc. Know your differences. Make an effort to understand each other. Differences in age, ethnic background and years in the neighborhood can lead to different expectations or misunderstandings. Consider the view. Keep areas of your property that others can see presentable. Appreciate them. If the neighbors do something you like, let them know. They ll be pleased you noticed, and it ll be easier to talk later if they do something you don t like. Stay positive. Most people don't try to create problems. If a neighbor does something that irritates you, don t assume it was deliberate. Talk honestly. Tolerance is important, but don t let a real irritation go because it seems unimportant or hard to discuss. Let your neighbors know if something they do annoys you. Be respectful. Talk directly to your neighbors if there s a problem. The Homes Association cannot get involved in neighbor to neighbor disputes. Remain calm. If a neighbor mentions a problem they have with you, thank them for the input. You don t have to agree or justify any behavior. Wait for any anger to subside before responding. Listen carefully. When discussing a problem, try to understand your neighbor s position and why he or she feels that way. A beautiful bass caught in May at a local lake. Take your time. Take a break to think about what you and your neighbor have discussed. Arrange to finish the conversation at another time. 5

6 Real Estate Update By Donna Biggins As I write this article, there are currently 39 homes on the market and 3 getting ready to welcome new owners in June. 19 homes have sold in Golden Eagle since January 1st. 18 homes had sold by this date last year, so we re up from 2014! I am sure you have read a lot of the articles about the rise in property values and sales across the nation. This is the case in Florida and in Golden Eagle. In Golden Eagle, the average price per square foot was $131 in 2014 for homes sold from January 1st to the beginning of June. For that time period in 2015, the average price per square foot is $136. Again, this is an average and a lot of factors go into determining a sales price but all in all, they are rising. If you drive around the neighborhood, you will see a lot of people updating their yards. I am amazed at how replacing existing landscaping, trimming over grown landscaping, edging the street and walkways, and freshening up pine straw can really make a home look move inviting. A little bit can go a long way! Another item to add is landscape lighting. What a dramatic difference lighting your plants and home can make. Enjoy your summer and our beautiful neighborhood! Your Architectural Control Committee (ACC) is charged with maintaining the standards of Golden Eagle and ensuring the beauty of the community on behalf of all homeowners. This committee preserves all of our property values by assuring that beautiful, healthy trees remain in the community; exterior modifications to homes are in keeping with the surroundings; new homes complement existing construction; setbacks and easements are maintained; and the recorded covenants and restrictions, which we all agreed to follow when we purchased property in Golden Eagle, are enforced. This friendly and hardworking, volunteer committee meets on the first Tuesday of the month at 1:00 at the east gate office. They conduct site visits for every tree removal and architectural request. If they visit your home, be sure to thank them for generously donating their time to our community. Call the Association office if you have any questions about the ACC process. The Architectural Control Committee reminds you of the following this spring: All trees over 6 in trunk diameter, including those that appear to be dead or diseased, require ACC approval prior to removal. Tree contractors will be denied entrance if the ACC approval process is not complete. All exterior changes to the front or rear of your property (roofs, decks, pergolas, painting of shutters and front doors, driveway refinishing, paver patios, playhouses, pools, fences, etc.) require ACC approval. ACC approval is not required for landscaping changes, adding trees to your property, or interior modifications to existing homes. Use Care and Caution at Entrance and Exit Gates Always stop at every entrance gate and activate your remote opener. At exit gates, come to a complete stop, even if the gate is already open, and proceed through it slowly. Eyes, loops and other safety measures that are designed to keep the gate open as a car travels through it, do not work instantaneously. The gates are very large and are operated by mechanical equipment. It can take up to 30 seconds for the gate to reverse itself which is definitely enough time for it to hit a vehicle. Never try to rush a gate or speed through it while it is open for another vehicle. The gate may be in the early process of closing and could hit your vehicle. The damage caused will likely include damage to your vehicle, the gate, as well as the gate operator. Save yourself a costly repair bill by taking your time and proceeding with caution when driving through any Golden Eagle gate. Lake Diane Maintenance Continues In May, Lake Diane was sprayed for filamentous algae by our environmental engineer. Blue dye was also added in two shallow cove areas to prevent the growth of algae. We re happy to report that both treatments were very successful. The water in Lake Diane water is clearer than ever and the growth of algae has been abated. Our Lakes Committee will continue to monitor the lake to assure algae growth is kept to a minimum. Lake Diane is truly a gem in Golden Eagle. We invite you to visit this beautiful amenity at the landing on Winged Foot Dr. Also, for the first time in many years we have open rack spaces for rent at the boat storage area.
