1 HOWELL HIGH SCHOOL Freehold Regional High School District 405 Squankum-Yellowbrook Road Farmingdale, New Jersey x 4004 Dear Parent and Senior Student of Class of 2019: Congratulations on reaching another milestone in your high school career! As seniors you will be eligible to obtain student parking. Enclosed you will find a copy of the FRHSD Parking Registration Form, Senior Driving Privileges/Campus Vehicle Procedures, and Disciplinary Consequences for Driving/Parking Violations. In order to maintain a secure and safe environment that is fair to all students, it is important that you review the parking guidelines listed below and in the enclosed documents. 1. Parking at Howell High School is a senior privilege. The senior driving privilege is being given to the student exclusively and the transporting of other students is an action that is not authorized by Howell High School or the Board of Education. Bus transportation is provided for every student in the district. Student drivers may lose driving privileges for violation of school rules and regulations, particularly for truancy, tardiness, cutting, leaving school grounds, or for continual disciplinary referrals. Students must abide by all school regulations. Parents and students are to review the Student/Family Handbook distributed at the beginning of the school year. 2. The number of spaces available requires that seniors who wish to park on campus must find a partner, unless they are enrolled in the Cooperative Education or Vocational School classes, and complete the following: a) Prior to issuance of a Parking Permit (Hang Tag), all fines owed to Howell High School must be satisfied. b) Students that apply for parking must be eligible for the 12 th grade as of September 2018, and both they and their parent/guardian must have completed the FRHSD Teen Driver Safety Program. c) Seniors must select a partner and determine a fair and equitable parking schedule agreed to by both partners. (Be aware that you are not required to drive your partner to school and doing so is not recommended by Howell High School and is strictly a parental decision). d) Students MUST SUBMIT the following documents: i. A completed Parking Registration Form ii. Copy of a valid New Jersey driver s license. If a student does not yet have a license, the packet should still be completed and turned in with the rest of the required documents. Your parking tag will be issued after a license is received and a copy is turned into the Main Office. iii. Copy of current registration of the vehicle(s) they will be driving to school iv. Copy of current insurance card for the vehicle(s) Partners will submit the above required documents stapled together. It is not the school s responsibility to make copies of this information. Forms must be completed and signed by a parent/guardian or they will not be accepted. e) All completed forms should be submitted to the main office prior to June 8 th. Parking spaces will be assigned and may be picked-up the week of August 20 th to 24 th from 8:30 A.M. to 2:30 P.M. 3. Cooperative Education or Vocational School students that violate the school s parking rules are subject to the same disciplinary action as all students. Any student issued a parking permit based on his/her curricular program must have the schedule verified prior to the parking pass being issued. Any student who withdraws from Cooperative Education or Vocational School will then have a parking pass under the same conditions of all other students, including the need to find a partner for the remainder of the school year. Please note that these rules are subject to revisions when the change impacts the safety and security of the school. With your cooperation we are sure that our seniors will have a successful school year. Please retain both this letter and all procedures/disciplinary consequences for your records. 3 Freehold Regional High School District Senior Driving Privileges/Campus Vehicle Procedures The FRHSD does not advocate the driving of private vehicles by students to school. Transportation, including late buses, is provided for all students. Limited parking space and concern for student and staff safety, as well as security, necessitates that the following rules, regulations, and procedures be adhered. It is understood that campus parking is a privilege and not a right. Parking spaces are assigned on a first come, first serve basis. All students who drive/ride a motor vehicle to school must register with school administration and must have attended (along with their parents) a FRHSD Driver Safety Awareness Program. Only seniors are permitted to park on campus. Parking space is limited and application deadlines must be adhered. Any student riding a moped to school must possess a valid NJ moped license. Students with special needs will be allowed to bring a registered vehicle to school only with the prior approval of the assistant principal in charge of parking. The parking lot is monitored by school security officers. Disregarding parking policies may result in parking privileges being revoked. PARKING PROCEDURES REGISTRATION OF VEHICLES: (Cars, trucks, mopeds, etc.) All students who drive to school must register their vehicles with the main office/security office, as appropriate. Parking applications may be down loaded from the District website and must be completed and returned to the office. Parent/guardian written permission must accompany the Parking Registration application. DISPLAY OF PARKING PERMIT HANG TAG/PARKING PERMIT DECAL Place the hang tag on the rear view mirror (number facing outward); affix the decal to the rear, right window. Defacement, destruction, alteration, of the hang tag/decal will result in the loss of parking privileges. Transferring a hang tag/decal to another student or to a family vehicle not noted on the Parking Registration application will result in the loss of parking privileges. A $20 fee will be charged for replacement of a lost hang tag/decal. DRIVING/PARKING RESPONSIBILITIES & REGULATIONS All New Jersey motor vehicle laws apply on school grounds. Student vehicles must be parked in their assigned spot in the student parking lot. Although each parking space is assigned/shared by two students, only one hang tag will be issued per parking space, as applicable. The District discourages students from driving to school with their parking space partner and urges all students to use the school bus on their off days. The administration is not responsible for disputes that may arise between students who share a parking space or for any changes in student situations during the course of the year. Students are not permitted to use their cars or to go to their cars during school hours without prior approval from a building administrator. Students must exercise extreme caution when driving on school grounds. Maximum speed is 10mph. Students going to vocational school may not use their cars without the prior written approval of both the home principal and the vocational school principal. Keys to vehicles should be removed from the car after parking. Vehicles should be locked. Revised March 2011
4 Students who drive to school must maintain regular attendance. The District will not accept any transportation related excuses for being tardy to school. Excessive tardiness to school will not be tolerated and may result in the loss of parking privileges. Under emergency dismissal conditions, only the registered driver and an immediate family member will be permitted to leave school property in the vehicle. If the school Health Office dismisses a student due to illness, a parent or designee listed on the emergency card must pick up the student. The student may not drive his/her car from the campus. DISCIPLINARY CONSEQUENCES FOR DRIVING/PARKING VIOLATIONS The Administration reserves the right to suspend or revoke parking privileges for repeated or serious disciplinary infractions. If your parking permit is revoked for any reason, your car is not permitted on campus. To encourage student awareness regarding the importance of appropriate and safe driving/parking behavior, the disciplinary consequences for given infractions are listed below: a lists the possible actions for the First Offense, b for the Second Offense, c for the Third Offense. Additionally, driving/parking offenses may result in detention, suspension, and police summons, as outlined in the Student-Parent Handbook. PARKING IS PERMITTED ONLY IN THE STUDENT PARKING LOT. (No parking is permitted in the faculty parking lot or visitor spots.) a. Parking permit revoked for 30 days b. Permit revoked for 60 days c. Permit revoked for the year NO PARKING IS PERMITTED IN MUNICIPAL LOTS. a. Parking permit revoked for 60 days (car may be towed at the owner s expense) b. Parking permit revoked for the year (car may be towed at the owner s expense CARS WITHOUT A HANG TAG/DECAL ARE NOT PERMITTED IN THE PARKING LOT. HANG TAG MUST BE VISIBLE THROUGH FRONT WINDSHIELD/DECAL MUST BE ON REAR, RIGHT WINDOW. a. Parking permit revoked for 30 days. b. Parking permit revoked for 60 days EXCESSIVE SPEED/RECKLESS DRIVING IS PROHIBITED ON SCHOOL GROUNDS. a. Parking permit revoked for 60 days. b. Parking permit revoked for the year STUDENTS MAY NOT GO TO THE SENIOR PARKING LOT DURING THE SCHOOL DAY WITHOUT A PASS FROM A SCHOOL ADMINISTRATOR. a. Parking permit revoked for 30 days b. Permit revoked for 60 days c. Permit revoked for the year STUDENTS MAY NOT USE A VEHICLE (regardless of ownership) TO LEAVE SCHOOL GROUNDS DURING THE SCHOOL DAY WITHOUT ADMINISTRATIVE APPROVAL. a. Parking permit revoked for the year STUDENTS MUST ARRIVE AT SCHOOL PRIOR TO THE START OF HOMEROOM PERIOD. 7 TH tardy: Parking permit revoked for 60 days 10 th tardy: Parking permit revoked for the year UNDERCLASSMEN OR UNREGISTERED SENIORS ARE NOT PERMITTED TO DRIVE OR PARK ON SCHOOL GROUNDS. a. Detention (s) or Saturday Detention (s) and 60 days loss of parking privilege from eligibility date in senior year. b. One day suspension and loss of parking eligibility for senior year. FAILURE TO REPORT MOTOR VEHICLE ACCIDENTS ON SCHOOL GROUNDS: a. Parking permit revoked for the year DISCIPLINARY ACTION FOR MOVING VEHICLE VIOLATIONS: (A Memorandum of Agreement with local law enforcement provides the FRHSD with a list of District students who receive summons for traffic violations) MOVING VIOLATIONS NOT INVOLVING AN ACCIDENT: Revised March 2011
