3 1.1 Concept of DSM and Its Development Power crisis in California in early 2000s In early 1990s In 1970s, the oil crisis caused a sharp rise in energy prices. DR and demand side bidding (DSB) were introduced. Researches on and implementation of demand side management (DSM) began in China. Effective incentives were taken to induce changes in power consumption patterns by customers, improve enduse efficiency and achieve systematic power-saving management. DSM was introduced in USA. 7 2.1 The Status quo of CSG s DSM Implementation Standards compilation is promoted by basic research, and pilot project is guided by the standards. Establishment of proper DSM technical criteria systems of China; Compilation of country/industry /enterprise standards; Promotion of international standards compilation. Load characteristics analysis; Research on DR mechanism; energy efficiency analysis; Design and implementation of DR mechanisms Basic research Pilot of project and platform Pilot of energy efficiency and load response; Platform of DSM in CSG has promoted the value-added business of electricity utilization.
8 2.2 Establishment of DSM Standardization Technology Committee Establishment of DSM Standardization Technology Committee In December 2012, the Electric Power Research Institute of CSG applied to CEC for the establishment of the DSM Standardization Technology Committee. It is intended to prepare a total of 23 DSM and DR standard systems falling into three categories and eight series as the standard basis of the implementation and technical and economic evaluation of DR projects and the energy savings and energy efficiency assessment of power grids and enterprise customers. 10 2.3 Organizing International DSM Standardization Business IEEE P Guide for the Benefit Evaluation of Electric Power Grid Customer Demand Response In 2012, the data of electricity use of more than 40 customers involved in DR were collated and analyzed, and many technicians and experts were consulted for comments. The environment of DR implementation in different countries was taken into account. In 2012, the Electric Power Research Institute of CSG led the development of the national standard - Guide for the Benefit Evaluation of Electric Power Grid Customer Demand Response. At the end of 2012, Beijing, Foshan and others were determined to be the DSM pilot cities to test the standard. In October 2013, the standard was approved as a project (No. P2030.6) by IEEE. In November and December 2013, the outline of and descriptions for IEEE P were completed. Task summary and planning National standard development IEEE standard application

19 3.1 Smart Metering Criteria and Its Implementation in CSG CSG has Promoted the metering technical infrastructure, application and communication criteria; Considering the distributed energy integrated, bidirectional meters with high reliability and low power have been developed. Meters & Smart end Smart End Smart meter with high reliability Smart end R&D is implemented in modularization, considering the requirement of basic, smart and advanced application. According to actual demands, smart end is targeted integrated.
20 3.1 Smart Metering Criteria and Its Implementation in CSG Technical Standards of smart meter & end single-phase fee-control energy meter Standards three-phase fee-control energy meter Outline structure of single-phase fee-control energy meter Outline structure of three-phase fee-control energy meter Extended communication protocols of multifunction energy meter three-phase multifunction energy meter CSG criteria have described the type, size, function, communication protocol and outline structure of energy meter; and Function deployment is defined as well. With advanced technical indices, such energy meter could meet the demand of CSG s metering procedure.
21 3.2 Application requirements of Smart Metering in CSG Functions Metering Max Capacity Metering Monitoring Event Recording Time adjusting Consumption Time Recording Freezing Load Recording Display Requirements energy bidirectional metering, four quadrants reactive power metering,combined reactive and active power metering, settling day recorded. Metering total amount of active and reactive power, and each one in peak/offpeak/valley time,with time recorded. Measurement, collect and display the whole and each phase electrical parameters, off-limit monitoring and recorded as an event. Recording the event times and accumulative events, with meter reading When the time difference between master station and meters is ±5min, meters should be adjusted to consistency with the master station. Equipped with timetables of two different time zone, of which the upper amount of time zones around the year is 14.The span of each timetable is 8 days, and another price strategy could be triggered in preset time, which include the prices of critical peak/peak/off-peak/valley time. Timing/Instantaneous/Convention/Day/Hour Freezing voltage, current, frequency, active power, reactive power, four quadrants reactive energy consumption, real time capacity. automatically recycling display & button triggered recycling display
22 3.2 Application requirements of Smart Metering in CSG Functions Communication Alarming Switches Metering in Outage Signal Out put Fee Controlling Power Supply Keeping Data Storage Security Requirements more than 1 interface of infrared communication, 2 interfaces of RS458, selectable PLC communication pattern. Alarming signals include light, sounds and LCD display. The ON/OFF command could be send to meters to control switches. The meter could be triggered by buttons or other indirect operations during outage, with infrared metering and displayed functions. Output by light pulse, electric pulse, multi-function signals, alarming signals. Supported with functions of local/remote fee controlling. Remote supply keeping and automatic supply keeping. Electricity/capacity consumption data storage keep fine in 10 years. Security patterns combines the key protection and coding switches protection.
